site. The Plan of Development has been provided as Appendix A. This assessment has been undertaken to
determine the specific extent of bushfire hazard acting on the site and to determine relevant bushfire
mitigation measures required to safely undertake the proposed development.

The following documents prescribe the bushfire assessment measures utilised in Queensland and have
been drawn upon in the preparation of this report:
 Natural Hazards, Risk and Resilience –– Bushfire State Planning Policy – state interest guidance
material (The Department of Infrastructure, Local Government and Planning, 2019)
 Bushfire Resilient Communities. Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (Queensland Fire and Emergency Services
       (QFES), 2019)

1.2 ASSESSMENT AREA
QFES (2019) defines the assessment area as the development footprint and all land within 150m of the
extent of the development footprint (i.e., the location of the existing cottage). The overall site covers
approximately 18.26ha and is currently improved with a permanent dwelling and associated
infrastructure such as sheds, water tanks, a large dam and fencing. The site is characterised by native
vegetation and cleared areas. Predominantly vegetated rural allotments and the Tewantin National Park
dominate the landscape surrounding the site. Rural residential development within Stratford Park Estate
is located approximately 200m north of the site. Plate 1 depicts the overall site and the existing site
conditions within the assessment area.

1.7 VEGETATION
A site assessment was undertaken in July 2022. It is noted that recent vegetation clearing around the
cottage has occurred for bushfire safety under the essential management exemption provided under the
Planning Regulation 2017. The result of the vegetation clearing is that a 60m cleared area of grassed open
space is located between the cottage and the adjoining vegetation to the north, west and south.

The cottage is located in a generally cleared area characterised by regularly mown grass with established
vegetable gardens and low-density trees. The vegetation to the north, west and south of the cottage
location as been managed as a fuel reduced zone to a distance of between 20m and 50m. The fuel reduced
zone consist of a canopy of mature trees to 40m height with the mid-storey and understorey removed
and maintained with regular mowing. Given the lack of surface and near-surface fuels in this area, this
vegetation community is analogous with Vegetation Hazard Class 40.4 (VHC 40.4) which is described as
Continuous low grass or tree cover (QFES, 2019). Plate 7 depicts typical conditions within the fuel reduced
zone.

Vegetation within the 150m assessment area surrounding the proposed development area is
characterised by tall open Eucalypt forest with vineforest understorey. The canopy has attained a height
of 40m and is dominated by Eucalyptus grandis (flooded gum), with E. resinifera (red mahogany), E.
microcorys (tallow wood), Lophostemon confertus (brush box), Syncarpia glomulifera (turpentine) and
Corymbia intermedia (pink bloodwood). The mid-storey is mid-dense and contains vine forest species
including Flindersia bennettiana (Bennett’s ash), Acronychia laevis (scented Acronychia), Notelaea
longifolia (mock olive), Alphitonia excelsa (red ash), Polyscias elegans (celerywood), Mischocarpus
pyriformis (yellow pear fruit), Wilkiea huegeliana (hairy Wilkiea) and Cryptocarya glaucescens (jackwood).
The understorey contains shrub species such as Pilidiostigma rhytispermum (small-leaved plum myrtle),
grasses such as Ottochloa nodosa (forest grass), sedges such as Scleria sphacelata and ferns such as
Blechnum cartilagineum (gristle fern). This vegetation community is analogous with Vegetation Hazard
Class 8.1 (VHC 8.1) which is described as Wet Eucalypt Tall open forests (QFES, 2019). Plate 8 depicts
typical conditions within the open Eucalypt forest within the assessment area. The remainder of the
vegetation within the 150m assessment area was low hazard mowed/slashed grass with low density
woody vegetation. This vegetation community is analogous with Vegetation Hazard Class 41.4 (VHC 41.4)
which is described as Discontinuous low grass or tree cover (QFES, 2019).

2.0 BUSHFIRE HAZARD ASSESSMENT
2.1 STATE ASSESSMENT METHODOLOGY
2.1.1 General
The Noosa Plan 2020 requires a site-specific bushfire hazard assessment to be undertaken when a
development site is located within a mapped Bushfire Hazard Area. Chapter 2, Part 1, Section 8, Item 4(a)
of the Planning Act 2016 states that ‘where there is an inconsistency between a State Planning Policy and
a local government planning instrument, a State Planning Policy applies instead of a local planning
instrument’. The SPP mapping is therefore used as the trigger for assessment against Council’s Bushfire
Hazard Overlay. Furthermore, the site-specific hazard mapping required by the Planning Scheme is to be
prepared consistent with the methodology adopted to prepare the SPP mapping.

The State government have described the methodology used to prepare the SPP mapping in the following
publications:
 Natural Hazards, Risk and Resilience –– Bushfire State Planning Policy – state interest guidance
material (The Department of Infrastructure, Local Government and Planning, 2019)
 Bushfire Resilient Communities. Technical Reference Guide for the State Planning Policy State
Interest ‘Natural Hazards, Risk and Resilience - Bushfire’ (Queensland Fire and Emergency Services
       (QFES), 2019)

QFES, 2019 states that although state-wide bushfire prone area mapping is regularly updated, land use
and vegetation cover (key contributors to bushfire hazard) are subject to change, particularly regarding
the extent of hazardous vegetation. Accordingly, the first step of a bushfire hazard assessment is to
undertake a reliability assessment to determine whether the site’s observed characteristics are consistent
with the inputs used to create the mapping and the mapping outputs. A reliability assessment is therefore
undertaken for the site and all land within 150 metres of the proposed development.

The preparation of a Local Hazard Area Map has been undertaken for the site in accordance with the
methodology described in the above referenced documents. The input parameters used to determine the
bushfire hazard acting on the site are detailed in the sections below.

2.1.2 Vegetation Hazard Classes
Fuel loads need to be determined when preparing a bushfire hazard assessment. The QFES refers to the
process for identifying, classifying and mapping vegetation hazard classes as a Vegetation Hazard Class
Assessment. In accordance with the methodology outlined in Section 6 of the Bushfire Resilient
Communities (QFES, 2019), the following Vegetation Hazard Classes (VHC) were identified within the
assessment area (which includes a 150m buffer surrounding the proposed development location):
 VHC 8.1 – Wet Eucalypt tall open forests – which is attributed a combined surface/near-surface
fuel of 31t/ha and a total potential fuel load of 35t/ha
 VHC 40.4 – Continuous low grass or tree cover – which is attributed a combined surface/near-
surface fuel of 4.5t/ha and a total potential fuel load of 5t/ha

Page 17

 VHC 41.4 – Discontinuous low grass or tree cover – which is attributed a combined surface/near-
surface fuel of 2.5t/ha and a total potential fuel load of 3t/ha

2.1.3 Maximum Landscape Slope
The slope of the land is a major determinant of fire behaviour. Fire burns faster as it travels up a slope,
via the preheating of unburnt fuels ahead of the fire, increasing the rate of spread and fireline intensity.
Conversely, fires move more slowly as they travel downslope. Fireline intensity (kW/m) is a function of
the rate of spread. As a general rule, the rate of fire spread (and fireline intensity) doubles up a 10-degree
slope and quadruples up a 20-degree slope (QFES, 2019).

The hazardous vegetation to the north of the cottage is located downslope of the development area on a
slope of 4.5 degrees, with vegetation to the west located upslope and vegetation to the south located
across slope. Where the slope under hazardous vegetation is located across slope, it is assessed as being
upslope irrespective of the slope of land between the site and the edge of the hazardous vegetation. Note
that for the purposes of undertaking a bushfire hazard assessment, where the topography is flat or where
vegetation is located upslope of an assessment site, a slope of 1 degree is required to be used to satisfy
the mathematical formula, however it has negligible impact on the calculations.

2.1.4 Fire Danger Index
The Queensland government produce a publicly available data package which includes selected inputs
and information used by the CSIRO in conjunction with the QFES to prepare the State-wide Bushfire
Hazard Area (Bushfire Prone Area) mapping (July 2014). The data includes Fire Weather Severity (Fire
Danger Index - FDI). A review of the dataset for the assessment area indicates that the site is located
within a band of FDI 47.

2.1.5 Additional Input Parameters
The assumed flame temperature is set at 1,200K and the ambient temperature is set to 35 ̊C in accordance
with Section 7.6 and the fit-for-purpose guidance provided in Bushfire Resilient Communities - Technical
Reference Guide for the State Planning Policy State Interest ‘Natural Hazards, Risk and Resilience –
Bushfire (QFES (2019).

Page 18

3.0 LOCAL HAZARD MAP
3.1 GENERAL
The SPP reference documentation sets out the following methodology for preparing a Local Hazard Area
Map:
 Categorising the vegetation within the site in accordance with the vegetation hazard classes
derived from QFES (2019) (Refer to Figure 1)
 Using the patch and corridor filtering process to remove narrow corridors and small patches of
hazardous vegetation (Refer to Figure 1)
 Subdividing the identified vegetation hazard classes into bushfire hazard sub-units based on
slope differences and vegetation hazard classes (Refer to Figure 2)
 Assigning SPP Potential Bushfire Intensity classes to the sub-units (Refer to Figure 2)
 Application of 100m Potential Impact Buffers to the amended sub-units to derive an overall Local
Hazard Map (Refer to Figure 3)

3.2 PATCH AND CORRIDOR FILTERING
Section 4.2.6 of Bushfire Resilient Communities (QFES, 2019) outlines the patch and corridor filtering
process to modify potential intensity of small patches and corridors (based on Leonard et. al. 2017). The
process involves the following three stages:
 Remove small, isolated patches of a single Vegetation Hazard Class less than 1ha if they are
further than 100m from any other continuous fuel greater than 2 hectares in size
 Downgrade the intensity of small patches (0.5 to 3 ha). This process downgrades the effective
fuel load of continuous vegetation patches 0.5 to 2ha by 66%, and 2 to 3ha by 50% if they are
completely surrounded by either no fuel or by discontinuous fuel further than 100m from any
other continuous-fuel vegetation patch greater than 2 hectares in size
 Removing narrow corridors of vegetation less than 50m wide through a process of patch erosion
and dilation. These small patches are merged with surrounding vegetation by allocating a patch
to the Vegetation Hazard Class that is most common to the patch boundary.

3.3 CALCULATION OF POTENTIAL BUSHFIRE INTENSITY
The Potential Bushfire Intensity of each identified sub-unit has been calculated by inputting the site-
specific input parameters discussed in Section 2.1 into the FLAMESOL computer model. FLAMESOL is a
Method 2 assessment methodology under AS3959:2018 and uses industry standard bushfire equations
and allows numerous input variables to be adjusted including fuel loads, fire danger index, site slope and
distance to vegetation. Table 1 details the Potential Bushfire Intensity classes and their corresponding
potential fire-line intensity (KW/m) values as prescribed within Leonard et. al. 2017.

4.0 BUSHFIRE RISK ASSESSMENT
4.1 GENERAL

A bushfire risk assessment for the proposed development has been prepared in general accordance with
the SPP Bushfire (2019) and AS/NZS ISO 31000:2018 – Risk Management Methodology.
The bushfire risk assessment details the likelihood that the proposed development area will be exposed
to radiant heat impact from the confirmed Very High Potential Bushfire Intensity areas depicted on the
Local Hazard Map presented as Figure 3.
According to AS/NZS ISO 31000:2018, a ‘hazard’ is defined as a source of potential harm or a situation
with a potential to cause loss, whereas a ‘risk’ is the chance of something happening that will have an
impact on objectives measured in terms of consequences and likelihood. The SPP Bushfire (2019) refers
to ‘acceptable risk’, ‘tolerable risk’, and ‘intolerable risk’ which are defined below.
       Acceptable risk
A risk that, following an understanding of the likelihood and consequences, is sufficiently low to require
no new treatments or actions to reduce risk further. Individuals and society can live with this risk without
feeling the necessity to reduce the risks any further.
       Tolerable risk
A risk that, following an understanding of the likelihood and consequences, is low enough to allow the
exposure to continue, and at the same time high enough to require new treatments or actions to reduce
risk. Society can live with this risk but believe that as much as is reasonably practical should be done to
reduce the risks further.
       Intolerable risk
A risk that, following an understanding of the likelihood and consequences, is so high that it requires
actions to avoid or reduce the risk. Individuals and society will not accept this risk and measures are to be
put in place to reduce risks to at least a tolerable level.
AS/NZS ISO 31000:2018 defines ‘Likelihood’ as the chance that something might happen. Likelihood can
be defined, determined, or measured objectively or subjectively and can be expressed either qualitatively
or quantitatively (using mathematics). The following ‘likelihood’ categories for the probability of the
assessed bushfire attack mechanisms impacting the assessment area have been adopted within this
assessment:
 Likely - Will probably occur
 Unlikely - Could occur but doubtful
The determination of whether a bushfire event is likely or unlikely to impact the site has been based on
the relative position of hazardous vegetation to the site. The typical fire season in Southeast Queensland
peaks between September and November. During the fire season, hot gusty westerly winds of over
30km/h can be expected, with relative humidity falling below 15%. Typical seasonal fire winds within
south-east Queensland originate from the north-west to west to south-west. Where hazardous vegetation
is located upwind of the site under dominant seasonal fire winds, the site is considered to be exposed to
a likely probability of impact. Where hazardous vegetation is located downwind of the site under typical
seasonal fire winds, the site is deemed to be exposed to an unlikely probability of impact.

Page 24

4.2 RISK FROM IDENTIFIED HAZARDOUS VEGETATION
The Local Hazard Map prepared as Figure 3 indicates that hazardous vegetation is located approximately
60-70m to the immediate north, west and south of the cottage. As depicted in Plate 4, there is a
considerable expanse of contiguous offsite vegetation located from the north-west to south-west of the
site. Therefore, as the hazardous vegetation is located upwind of the site under typical seasonal fire winds,
the site is deemed to be exposed to a likely probability of bushfire impact at some time in the future.

The separation distance offered to the adjoining vegetation is the primary driver of the assigned level of
risk and is determined with consideration to the Flamesol modelling output undertaken in Section 3.3 and
presented as Appendix B. The existing cottage has been located within a confirmed Potential Impact
Buffer Area and is currently provided with 60m separation to the fuel reduced vegetation to the north.
The cottage is separated a total of 75m from the VHC 8.1 hazardous vegetation located downslope to the
north and 60m to the VHC 8.1 vegetation to located across slope to the west-south-west. The separation
will be maintained as a dedicated asset protection zone and will provide the cottage with a setback
distance sufficient to achieve approximately 10kW/m2 radiant heat impact and will result in an acceptable
level of bushfire risk to the development. Setbacks are discussed in further detail in Section 5.2 below.

5.0 BUSHFIRE IMPACT REDUCTION
5.1 GENERAL
The Local Hazard Map presented in Section 3 places the proposed development within a Potential Impact
Buffer associated with hazardous vegetation subject to a very high potential bushfire intensity. As the
proposed development has been confirmed to be located within a Potential Impact Buffer area, measures
are required to be implemented to mitigate impacts associated with bushfire. The measures nominated
will reduce the risk of bushfire impact to people and property and have been determined with reference
to:

5.2 SETBACKS (ASSET PROTECTION ZONES)
Bushfire can impact infrastructure via several attack mechanisms: direct flame, radiant heat and ember
attack. Asset protection zones provide the most strategically valuable defence against direct flame and
radiant heat, and to a lesser extent embers. Plate 9 depicts the general components of an Asset Protection
Zone.

Plate 9: Asset Protection Zone (Source: NSW RFS, 2006)

The proposed development (short-term accommodation) does not constitute a vulnerable use as listed in
Table 3 of the SPP Guidance Material. Therefore, the application is not specifically required to include a
development footprint plan that is separated from the closest edge to the adjacent bushfire hazard area
by a distance (APZ width) that achieves a radiant heat flux level of 10kW/m2 or less as prescribed in Section
9.4 of the Bushfire Resilient Communities - Technical Reference Guide.

There are no specific setback assessment benchmarks prescribed for Material Change of Use development
applications prescribed in the SPP Guidance Material. However, it is considered that the setback distance
prescribed in Assessment Benchmark 4 of the State Planning Policy – state interest guidance material (SPP

Bushfire) is considered a suitable benchmark that would assist in reducing the risk to the development to
an acceptable level (in combination with other mitigation measures detailed within this report).
Assessment Benchmark 4 requires that development supports, and does not hinder, disaster
management response or recovery capacity or capabilities. To ensure emergency access and operational
space for firefighters, the subdivision layout results in lots that are sited so that they are separated from
the closest edge to the adjacent medium, high or very high potential bushfire intensity area by a distance
that achieves a radiant heat flux level of 29 kilowatt per square metre (29kW/m2) or less at:
1. The building envelope, if identified at RaL stage, or
2. Where a building envelope is not identified, at all the lot boundaries.

Compliance with Assessment Benchmark 4 can be attained where habitable dwellings are sufficiently
separated from the nearby forest hazard so that a radiant heat flux level at any point on the building does
not exceed 29kW/m². The setback must be maintained as a dedicated Asset Protection Zone which
comprises only low threat vegetation, such as maintained lawns and cultivated gardens or are designed
to ensure a potential available fuel load is maintained at less than 8 tonnes/hectare in aggregate and with
a fuel structure that remains discontinuous.

Whilst it is acknowledged that the application is not for a reconfiguration of a Lot development approval,
it is considered that the 29kW/m2 minimum separation prescribed in Assessment Benchmark 4 is a
suitable minimum setback to be applied to the proposed development to assist in reducing the overall
bushfire risk to an acceptable level and achieve compliance with Assessment Benchmark 4 of the SPP.

Quantitative modelling using Flamesol bushfire modelling software has been undertaken to identify the
setback requirements to achieve the recommended <29kW/m² radiant heat flux separation. The input
data used, and the calculated required cleared setbacks are presented in Table 2 below with the full
Flamesol transcript provided as Appendix B.

 south-west slope)

The cottage is provided with a minimum 70m setback to the adjoining VHC 8.1 hazardous vegetation
where it is located downslope and a minimum 60m setback to the adjoining VHC 8.1 hazardous vegetation
where it is located upslope or across slope. These setback distances far exceed the recommended
minimum 29kW/m2 radiant heat exposure. The minimum distance calculations presented within the
Flamesol modelling in Appendix B demonstrate that the cottage would be exposed to <10kW/m2 radiant
heat exposure. Although short-term accommodation is not listed as a vulnerable use under the SPP, the
setback distances provided are equivalent to the 10kW/m2 setback requirement prescribed within the
SPP Bushfire. Given the considerable amount of hazardous vegetation in the local landscape and the
likelihood of potential impact (as demonstrated in Section 4 above), the <10kW/m2 radiant heat exposure
to the cottage is a very positive result and will greatly assist in reducing the risk of bushfire impact to the
development to an acceptable level.

Page 27

No additional vegetation clearing is required to facilitate these setbacks. The nominated bushfire safety
setback is to be maintained as a dedicated Asset Protection Zone and is to be maintained in accordance
with the landscape criteria specified in Section 5.3 below.

5.3 LANDSCAPING
Landscaping within the proposed development shall comprise low growing species that are characterised
by minimal fuel generation. Where a requirement for an Asset Protection Zone exists, Assessment
Benchmark 7 of the SPP Bushfire seeks that landscaping treatments comprise only low threat vegetation,
including grassland managed in a minimal fuel condition (e.g. maintained lawns, vineyards, orchards,
cultivated gardens) or are designed to ensure a potential available fuel load is maintained at less than 8
tonnes/hectare in aggregate and with a fuel structure that remains discontinuous. Minimal fuel condition
means there is insufficient fuel available to significantly increase the severity of the bushfire attack, for
example short-cropped grass to a nominal height of 10 centimetres. The nominated 60m wide Asset
Protection Zone as detailed in Section 5.2 must be maintained in a minimal fuel condition in perpetuity to
act as an effective setback from bushfire impacts.

To reduce the potential for bushfire impact to the cottage as a result of future landscaping, regrowth and
fuel load accumulation within the site, the 60m Asset Protection Zone (APZ) is to be established and
maintained according to the following criteria:
 The APZ is maintained as a low threat zone dominated by a maintained grassy surface cover to a
nominal 100mm height which is regularly mowed to reduce fuel loads and the risk of a grassfire
        encroaching toward the cottage
 Any landscaping within the APZ satisfies the low threat vegetation criteria prescribed in section
2.2.3.2 of AS3959:2018 and be planted as discrete isolated clumps of low flammability vegetation
aligned parallel to the building to aid in interception of ember and smoke attack and not
perpendicular and in a manner which could transmit fire toward the building
 No trees or large shrubs are to be retained or planted within 10m of the building and no tree limbs
are to extend to within 6m of the roof line
 No woody mulch is to be used within 2m of the cottage
 Landscaping only incorporates locally indigenous, low flammability species and or low density
plantings of suitable open forest /woodland species with low bark shedding characteristics
 Surface fuels and woody regrowth be controlled in the APZ to maintain a low fuel load
environment. Roof tops, roof gutters and other areas of the building are to be regularly inspected,
and debris removed to reduce the risk of spot fires developing during a bushfire event
 In accordance with Assessment Benchmark 7 of the SPP Bushfire, the APZ is to be designed to
ensure a potential available fuel load is maintained at less than 8 tonnes/hectare in aggregate and
with a fuel structure that remains discontinuous.

To reduce the potential for bushfire impact to the development as a result of landscaping works, any
landscaping undertaken within the nominated Asset Protection Zone is to satisfy Assessment Benchmark
7 of the SPP Bushfire. Adoption of this recommendation will assist in reducing the risk of bushfire impact
to an acceptable level.

5.4 FIRE BREAKING TRAILS
Approximately 60-70m of cleared open space is located between the cottage and the surrounding
vegetation which is to be maintained as a dedicated APZ consisting of cleared grassed area. The 60m wide
APZ surrounding the cottage is located on low grades with gentle slopes and offers suitable operating
conditions for emergency services with excellent exposure to the forest edge. Therefore, no formal
firebreaks are considered necessary around the cottage. The development will rely on the other bushfire
risk management measures detailed within this management plan to reduce the bushfire risk to an
acceptable level.

5.5 WATER SUPPLY
The proposed development will not be connected to a reticulated water supply. It is noted that a large
(approximately 3 acre) permanent dam is located 160m to the south-east of the cottage. Acceptable
Outcome 3.2 of the Noosa Plan Bushfire Hazard Overlay Code, states that where there is no available
reticulated water supply, the premises has an accessible dam, swimming pool or water tank available for
firefighting purposes with an onsite water volume of not less than 5,000 litres. It is considered that the
water supply provisions stipulated in AO3.2 of Council’s bushfire code are a suitable water supply.

5.6 VEHICULAR ACCESS
The development area is currently accessed from two existing formed vehicle tracks which traverse
through extensive areas of hazardous vegetation. Note that a Bushfire Evacuation Plan has been provided
in Section 6 below. However, as an additional safety measure and to ensure safe access and egress and
operational space for rural fire-fighting vehicles, where possible, the existing driveways should be
maintained as per criteria set out in Assessment Benchmark 4 of the SPP Bushfire which nominates:
    1. A trafficable area (cleared and formed):
        a) with a minimum width of 4 metres that can accommodate a rural firefighting vehicle
        b) with no less than 4.8 metres vertical clearance from canopy vegetation
        c) with no adjacent inhibiting embankments or retaining walls
    2. A working area each side of the trafficable area:
        a) with a minimum width of 3 metres each side
        b) cleared of all flammable vegetation greater than 0.1 metre in height

In this instance, the above access maintenance specifications are provided as a general guide only. It is
noted that the existing access tracks are currently provided with sufficient cleared area to provide easy
unencumbered access for trucks. When maintaining the access tracks, the applicant must ensure that
access is easily achievable for emergency services whilst maintaining the ecological value of the adjoining
vegetation as far as possible.

Assessment Benchmark 4 of the SPP Bushfire states that to facilitate safe evacuation during a bushfire
event, a development footprint plan should be located within 60 metres of the street frontage and sited
to enable a route between the development footprint plan and the street frontage with a gradient that
does not exceed of 12.5 percent.

The cottage is located on low to moderate grades and has sufficient space to provide adequate turning
space for fire-fighting appliances. Furthermore, as per the recommendation presented above, the access

driveways are to be maintained as per the specifications for a firebreak. Both existing driveway access
tracks are on low grades, however, exceed the 60m length as recommended in Assessment Benchmark 4.
Whilst the development cannot comply with the 60m distance as recommended in Assessment
Benchmark 4 of the SPP, it is considered acceptable in this instance as an evacuation plan has been
provided which would ensure that all occupants have safely evacuated the site prior to a fire front
impacting the site.

6.0 BUSHFIRE EVACUATION & TRIGGERS
Always follow the directions of the emergency services.
This Bushfire Evacuation Plan is intended to raise the level of awareness and preparedness for the
operators and visitors to the proposed development and help inform decisions during a bushfire
emergency in the event that specific directions from the emergency services are not available. The
information contained in this report is in no way intended to override the specific directions of the
emergency services during a bushfire emergency. The decision to enact a bushfire evacuation is the
responsibility of site management unless an official evacuation recommendation is issued by QFES and/or
QLD Police. The current QFES warning / evacuation categories are shown in Plate 10.

Plate 10: QFES Bushfire Warnings (Source: QFES Get ready Guide)

Given the extent of hazardous vegetation in the vicinity of the site and along the available evacuation
routes, the decision to evacuate is strongly recommended to be made earlier rather than later.

6.1 BUSHFIRE RISK PREPAREDNESS
The proposed development has the following characteristics which means that it is well equipped to deal
with a bushfire event:
 The operators will have a presence on site 24hrs a day, 7 days a week. This means that the situation
can be actively managed as conditions change or evolve
 The small number of guests would be short-term visitors who arrive in private transport and are
therefore highly mobile and able to move in response to an evacuation order. Guests would also
be self-sufficient in food, water and other essentials so are also well equipped to shelter within
the site at a safe location if evacuation from the site is not possible.

JULY 2022 BUSHFIRE HAZARD ASSESSMENT & MANAGEMENT PLAN Page: 23
                                           296 KIDD ROAD, POMONA

Page 31

The following specific actions should be taken to ensure both operators of the site and visitors are
prepared and aware of the actions required in case of a bushfire event.

6.2 EVACUATION ROUTES
Both evacuation routes from the site are flanked by hazardous vegetation and the risk of entrapment in
the event of a wildfire is significant. The available evacuation routes from the site are identified in Plate
11 and comprise the following routes:
 North to Kidd Road (approx. 460m), then east along Kidd Road to Belwood Place. Evacuate through
Stratford Park estate to the north – depicted in yellow
 South-west to Yurol Forest Drive via Porters Road (approx. 1.48km) – depicted in green

Given the typical seasonal fire winds within south-east Queensland originate from the north-west to west
to south-west, it is expected that the shorter length evacuation route via Kidd Road would be the primary
route. Both evacuation routes require travel over narrow, unsealed roads that are flanked by high risk
tall open Eucalypt forest. The decision to enact an evacuation of all occupants should be undertaken a
significant time before the fire front is expected to reach the locality. The evacuation route chosen will
depend on the location of the fire front and the expected direction of travel of the fire front.
Determination of the most suitable evacuation route for a specific fire event should be made with
consideration to the relevant advice issued by QFES.

6.3 EVACUATION TRIGGERS
The trigger for an evacuation should be made with consideration of several factors including the QFES Fire
Danger Rating (FDR), the proximity of the bushfire to the site and any advice regarding the matter issued
by QFES. The Fire Danger Rating has been presented as Plate 12 for reference.

Plate 12: Fire Danger Ratings (Source: QFES Get ready Guide)

The following section outlines the management activities to be taken for each relevant FDR. However, an
earlier evacuation may be triggered by other circumstances such as thick smoke causing medical problems
for occupants of the site. It should be noted that in the event of a bushfire emergency, designated and
appropriately qualified and trained staff may need to remain onsite to assist QFES personnel responding
to a bushfire emergency.
1. Precautions for a prevailing Low – Moderate fire danger rating.
 Staff are aware of evacuation procedures
 Ensure access roads and emergency escape roads are maintained and can accommodate the
          expected traffic
2. Precautions for a prevailing High fire danger rating
 Staff are aware of evacuation procedures
 Ensure that water points are functional
 Ensure access roads and emergency escape roads are unobstructed and can accommodate the
          expected traffic
 Staff to be warned of the potential risk
 Ensure that signage informing personnel of the evacuation procedures in the event of a bushfire
          are provided on site.
3. Precautions for a prevailing Very High fire danger rating
 Staff are aware of evacuation procedures
 Ensure that water points are functional
 Ensure access roads and emergency escape roads are unobstructed and are capable of handling

       the expected traffic
 Ensure that vehicles are parked in such a way as to facilitate the prompt and safe egress of vehicles
from the site (i.e., vehicles not being parked or positioned directly over or within unmanaged
vegetated areas and preferably located towards identified access trails)
 Occupants to be verbally warned by site managers of the potential risk
 Grass is to be mowed surrounding the Emergency Muster Point
 Ensure that signage informing personnel of the evacuation procedures in the event of a bushfire
       are provided on site.
4. Precautions for a prevailing Severe to Extreme fire danger rating
 All occupants are aware of evacuation procedures
 Ensure that water points are functional
 Ensure access roads and emergency escape roads are unobstructed and can accommodate the
       expected traffic
 Ensure that vehicles are parked in such a way as to facilitate the prompt and safe egress of vehicles
from the site (i.e., vehicles not being parked or positioned directly over or within unmanaged
vegetated areas and preferably located towards identified access trails)
 Occupants to be verbally warned by site managers of the potential risk
 Ensure that signage informing personnel of the evacuation procedures in the event of a bushfire
       are provided on site.
 Stay informed of any local bushfires and determine the level of threat to the site by contacting the
       local Fire Brigade
 Monitor relevant websites, local media and public service announcements regarding the fire
       situation
5. Precautions for a prevailing Catastrophic fire danger index.
 The facility is not to be open to the public under these conditions as the risk is considered too great
Additional precautions where the presence of an uncontrolled fire is within 10km of the site
 Stay informed of the fires’ progress and determine the level of threat to the site by contacting the
local Rural Fire Brigade/Fire Warden and monitor announcements regarding the fire situation via
       QFES public notifications
 Alert staff and site occupants to the presence of a fire and the possibility of an evacuation
Additional precautions where the presence of an uncontrolled fire is within 5km of the site
 Alert staff and site occupants to the presence of a fire and advise them to pack up their belongings
in preparation for imminent evacuation or as otherwise directed by the relevant emergency
service (depending on position of fire and projected burn pathway)
 Implement evacuation as directed by the relevant emergency service (depending on position of
       fire and projected burn pathway)
 Advise the relevant emergency services of the instigation of site evacuation and the numbers

7.0 AUSTRALIAN STANDARD 3959:2018 CONSTRUCTION OF
        BUILDINGS IN BUSHFIRE PRONE AREAS
The site is located within a Designated Bushfire Prone Area under the Noosa Plan 2020 SPP Bushfire and
the State Planning Policy Bushfire Hazard Overlay. Building works within Designated Bushfire Prone Area
triggers building design assessment under Australian Standard 3959:2018 - Construction of Buildings in
Bushfire Prone Areas (AS3959:2018). The Standard provides minimum construction requirements for new
habitable dwellings and habitable building alterations in designated Bushfire Prone Areas. The
construction requirements are intended to improve the performance of buildings subjected to burning
debris, radiant heat or flame contact. Building works in Designated Bushfire Prone Areas must be built to
the Bushfire Attack Level (BAL) construction standard relevant to the building site as identified by the AS
3959:2018 methodology.

The Flamesol Computer modelling presented in Appendix B indicates that the 60m-70m cleared
separation to the cottage would result in a BAL 12.5 construction standard under AS3959.

8.0 NOOSA PLAN 2020 – BUSHFIRE HAZARD OVERLAY CODE
The proposed development is considered assessable development and therefore is assessable against
Table 8.2.3.3 Bushfire Hazard Area of Council’s Part 8.2.3 Bushfire Overlay Code which has been
reproduced as Table 2.
Note - Under Chapter 2, Part 1, Section 8, Item 4(a) of the Planning Act 2016, where there is an
inconsistency between a State planning policy and local government planning instrument, a State planning
policy applies instead of a regional plan or local planning instrument. Therefore, the State Planning Policy
– Natural Hazards, Risk and Resilience assessment benchmarks supersede the outcomes prescribed in the
Council Code where they involve the same elements.

9.0 STATE PLANNING POLICY - NATURAL HAZARDS, RISK AND
        RESILIENCE - BUSHFIRE

9.1 ASSESSMENT BENCHMARK 3
Assessment Benchmark 3 states that development avoids natural hazard areas, or where it is not possible
to avoid the natural hazard area, development mitigates the risks to people and property to an acceptable
or tolerable level. The SPP Bushfire Hazard mapping and the Local Hazard Map presented as Figure 3
depicts the entire site within a bushfire hazard area, therefore it is not possible to avoid the hazard.
Implementation of the bushfire impact reduction measures detailed in Section 5 and enactment of the
evacuation plan detailed in Section 6 above are considered to reduce the overall risk to the development
to an acceptable level in compliance with Assessment Benchmark 3 of the SPP Bushfire.

9.2 ASSESSMENT BENCHMARK 4
Assessment Benchmark 4 seeks that development supports, and does not hinder, disaster management
response or recovery capacity or capabilities. Bushfire mitigation measures have been recommended in
Section 5 above in compliance with Assessment Benchmark 4 of the SPP Bushfire.

9.3 ASSESSMENT BENCHMARK 5
Assessment Benchmark 5 seeks that development directly, indirectly and cumulatively avoids an increase
in the severity of the natural hazard and the potential for damage on the site or to other properties.
Landscape provisions have been detailed within Section 5.4 above in compliance with Assessment
Benchmark 5 of the SPP Bushfire. The development is not considered likely to result in an increase in the
severity of bushfire hazard in the locality.

9.4 ASSESSMENT BENCHMARK 6
Assessment Benchmark 6 seeks that risks to public safety and the environment from the location of
hazardous materials and the release of these materials as a result of a natural hazard are avoided. The
development does not involve the storage or manufacture of materials that are hazardous in the context
of bushfire hazard within a bushfire prone area in compliance with Assessment Benchmark 6 of the SPP
Bushfire.

9.5 ASSESSMENT BENCHMARK 7
Assessment Benchmark 7 seeks that the natural processes and the protective function of landforms and
vegetation that can mitigate risks associated with the natural hazard are maintained or enhanced.
Landscape provisions have been detailed within Section 5.4 above in compliance with Assessment
Benchmark 7 of the SPP Bushfire.

10.0 CONCLUSION
A bushfire hazard assessment has been completed for Lot 2 on GTP100353 located at 2/296 Kidd Road,
Pomona, and has identified that the vegetation present within and adjoining the site comprises an overall
risk rating of a Very High Potential Bushfire Intensity hazard. The existing cottage which is the subject of
the development application is located approximately 60-70m from the identified hazardous vegetation
within a Potential Impact Buffer area. As the hazardous vegetation is located upwind of the cottage under
typical seasonal fire winds, the site is deemed to be exposed to a likely probability of potential bushfire
impact at some point in the future. The cottage is setback from the identified hazardous vegetation a
distance which is sufficient to achieve less than 10kW/m2 radiant heat impact. The setback provided in
combination with the other bushfire mitigation measures recommended in this report are considered to
reduce the overall bushfire risk to the development to an acceptable level and comply with the relevant
Assessment Benchmarks contained within the SPP Bushfire. Given the extensive area of potentially
hazardous vegetation within the local landscape, a Bushfire Evacuation Plan has been prepared to manage
the risk to occupants of the site. In the event that an uncontrolled wildfire is within 5km of the site, is
recommended that evacuation is enacted.

Bushfire impact reduction measures have been recommended in line with Noosa Planning Scheme and
the relevant Assessment Benchmarks detailed in the Natural Hazards, Risk and Resilience –– Bushfire State
Planning Policy – state interest guidance material 2019. Implementation of the recommendations
detailed in this Bushfire Management Plan is considered to provide a reasonable level of protection for
people and property within the site and reduce the overall risk of bushfire impact to an acceptable level.

Bushfire can be unpredictable and requires adequate preparatory planning and actions to be undertaken
to minimise impacts to property and potential loss of life. This assessment has been prepared with
consideration of site conditions observable at the time of inspection, the distance between the proposed
development and potentially hazardous vegetation, the extent of fragmentation occurring within the
landscape and the nature of the development proposed. The hazard assessment methodologies
described in this report are not based on assessments of catastrophic bushfire events which may occur
from time to time. The unpredictable nature of bushfires prevents any guarantee being provided that the
area will not be affected by bushfire at some time. Property owners and site users should be aware of the
potential consequences of such events and should take responsibility for the protection of property and
personnel accordingly.

Queensland Fire and Emergency Services
The purpose of this booklet is to assist all Queenslanders to understand the types of disasters
that may affect their area and what they need to do in order to prepare for these events.
Queenslanders each year face a range of hazards, including bushfires, cyclones, floods
and severe storms. All Queenslanders share responsibility for not just being prepared for
disasters, but also building a community that is resilient to nature’s ongoing challenges.
That’s why Queensland Fire and Emergency Services (QFES) work closely with residents,
councils, other government agencies, community groups and business, to encourage and
help everyone to Get Ready.
QFES’ operational arms are also on standby around the clock to respond to incidents such
as structure fires, chemical spills and a wide range of rescues from swift flowing water, road
crashes, or in remote or dangerous situations.
Alongside the paid emergency services workforce, close to 40,000 trained QFES volunteers
give their time to local communities across the state as part of the Rural Fire Service (RFS) and
the State Emergency Service (SES).
RFS volunteers help landowners manage fire risk on properties through hazard reduction
burns and turn out around the clock to fight bushfires wherever they start.
SES volunteers are best known for their work helping communities respond to severe weather
events and assisting police and other agencies with searches.

4–step
 plan
         4–Step Plan
Don’t wait for a disaster to happen before you think about how you and your
         family are going to survive…
In a major disaster, high winds, fire, or rising floodwaters can prevent emergency services
from reaching you. Debris and damage can cut road access. Your community and your family
could become isolated for up to three days or more.
Even if you live just around the corner from a shopping centre, you may not be able to get
there. And even if you could, the shops may be closed due to damage, lack of electricity, staff
not being able to get there or being out of stock.
After a disaster has passed, roads can be closed and essential services disrupted, such
as power, gas and water supply, and phone communications. Emergency Services will be
focused on assisting the most vulnerable in the community during an event where a large
         number of people are affected.
Depending on your circumstances, you may not have immediate access to the support
provided and will need to rely on the supplies and equipment you have on hand at home.
If you were isolated by a disaster right now, are you prepared? Do you have enough food,
water and equipment to sustain your family for three days or more?
The following four simple steps will ensure you and your family are as prepared as possible.

                                                                                                                 PLAN
Step 1 - Prepare Your Emergency Plan
Take the time now to prepare an Emergency Plan.
Develop your Emergency Plan with the entire household. It is an
important step to prepare for what can happen and to stay safe.

»» Research hazards and disaster management arrangements in
   your community:
»»Check with council if your area is prone to bushfire, cyclone, storm,
      flood or tsunami.
»»Ask about local emergency plans, evacuation zones and nominated
evacuation routes for where you live and work.
»»Ask about evacuation centres and Neighbourhood Safer Places.
»»Ask about details in emergency and evacuation plans at your workplace, school and childcare
provider. Provide them with your household emergency contact details.
»»Find out what sort of support is available to your household via council and local support agencies
      (if required).
»» Discuss possible scenarios and responses with your household:
»»What might happen in a bushfire, cyclone, storm, flood or tsunami?
»»What would you all do in the event of each emergency?
»»Where might you be when an emergency occurs? (Home, school, work etc.)
»»How will you stay in contact?
»»Where would you go if you need to evacuate?
»»Are there medical conditions or special needs of household members that require specific
      consideration?
»»What preparations are required for your pets?
»» Record details on your Emergency Plan:
»»Two out of town emergency contacts in case you and your family become separated.
»»Two emergency meeting places in case you cannot return home or you need to evacuate. One in
your neighbourhood and another further inland and on higher ground that everyone can easily get
      to.
»»Information on the council evacuation zone you live in and nominated evacuation routes for your
      area.
    »»All householder contact phone numbers.
»»Specific medical conditions, essential medications and dosage.
»»Details for your pets – description, veterinarian contact details and medications.
»»All tasks required prior to evacuating (storing electrical items off the ground, switching off main
      supplies, sandbagging drains etc.)
»» Ensure everyone is prepared:
»»Teach children how and when to call Triple Zero (000) in an emergency.
»»Queensland Ambulance Service advises householders to have a sound knowledge of first aid.
»»Ensure everyone knows where, how and when to turn off the main power, water and gas supply in
      case of emergency and evacuation.
»»Share your emergency plan with family and friends.

                                                                                                            5

Severe thunderstorms can produce large hail, damaging wind, lightning and heavy rainfall,
which can cause death, injury and damage to property. Damaging winds and heavy rainfall

Flood
There are three different types of flood that can occur in Queensland.
Flash flooding is the most dangerous in terms of potential
threat to loss of life and can result from relatively short, intense
bursts of rainfall. People are often swept away after they enter
these floodwaters on foot, or in vehicles, due to the speed and
power of the swift moving water.
There may be little or no advance warning for a flash flood so it

is important to:

drain to the coast. In these areas, the rivers are steeper and flow
quicker, with flooding lasting for one or two days. These floods
can pose a risk to loss of life and property as there is much less time to prepare and the flow
of water is faster and more dangerous.
Inland rivers slow onset flooding is the flooding of rivers in the vast flat areas of central and
western Queensland that may last for one or more weeks and can lead to:
»» major loss of livestock and crop damage
»» extensive damage to rural towns and road and rail links
»» isolation of whole communities for weeks and sometimes months.
When you hear warnings for the potential of flood or severe storm:
»» activate your Emergency Plan
»» stay tuned into warnings and updates
»» move vehicles, outdoor equipment, garbage, chemicals and poisons to higher locations
»» sandbag indoor drains to prevent sewage backflow
»» plan which indoor items you will raise or empty if water threatens your home
»» check your Emergency Kit is fully stocked.
If you need to evacuate
If you need to evacuate due to the expected arrival of floodwater, follow the evacuation tips
included in your Emergency Plan at the back of this guide and travel to your predetermined
safer location.

Emergency services receive many calls every year for assistance to people who have ignored traffic signs and
road closures and become stranded in flood waters. This is extremely dangerous behaviour and also puts the
lives of rescue personnel at risk. Think about the consequences of your actions and don’t risk your life or the
lives of others. Don’t drive through flood water. Children may think playing in flood water is fun but it is very
dangerous. In Queensland, many young lives have been lost from children playing in and around flood water.
Warn children of these dangers and to keep away from floodwater.

Advice From SES
Flood/Storm Emergency
Only call 132 500 for flood or storm emergency assistance during a
weather event. The SES are volunteers and they will respond as soon
as possible, however if at any time your situation becomes life
threatening, call Triple Zero (000) immediately.
Before you call 132 500 can you help yourself? Place a bucket under
a leak, reposition furniture, internally tarp over furniture. In a large
scale event the SES will be overwhelmed with jobs and may not be
able to get to you for hours or days.
Alternatively you can lodge a request for SES assistance via
www.132500.qld.gov.au or by downloading the SES Assistance QLD
                         App.

Using sandbags
Sandbags placed in appropriate locations around your home or business
can reduce the impact of flooding. Sandbags will not stop the water
completely, but can reduce the amount of water entering.
Remember:
»» Sandbagging your doors doesn’t stop water from entering your house
via the seep holes or drains.
»» Sandbagging your front fence line doesn’t stop water entering through
your neighbours’ property, or their neighbours’ property.
»» Place sandbags against entry points to the house otherwise you risk
damming and catching rain which may then enter your house.
For more information, download the DIY sandbag brochure - https://
www.disaster.qld.gov.au/dmp/sandbagging/documents/Using-Sandbags-to-protect-
your-home-and-business.pdf.
Contact your local Council regarding the distribution of sandbags in emergencies.

Tarp retensioning
SES provides tarps for your roof to temporarily protect your house from the
elements. To secure a tarp to a tie-off point use a round turn and two half
hitches knot. This simple knot keeps the tension on the tarping rope whilst
being tied. Make sure there is firm tension on the tarping rope but not so
tight that you risk pulling the eyelets out of the tarp.
For more information, download the tarp retensioning brochure - www.
qfes.qld.gov.au/community-safety/downloadlibrary/Documents/SES-
Tarp-Retensioning.pdf.

           Recovering After a Disaster
           Insurance
While there are various types of insurance, the most common are:
           »» home building;
           »» home contents; and
           »» motor vehicle insurance.
Areas within an insurance policy to pay particular attention to:
           »» level of cover; and
           »» excess amounts.
The following tips provide a useful guide for what people can do to assist when making an
           insurance claim.
»» Know who you are insured with and keep their contact details in a safe place.
»» Contact your insurance company as soon as possible after the event to register your intention
to claim and seek advice about the claims process.
»» If your home or business property is damaged, make temporary repairs only to prevent
further damage. If possible, take photos of the damage before you start repairs.
recovery

»» If your assets (furniture, clothing, or carpets) have been damaged, remove them as part of a
general clean-up. If possible they should be kept in a safe location so they can be inspected
as part of the claims process if necessary.
Additional information is available at www.understandinsurance.com.au.

           How can I help?
If you want to help a community affected by disaster, go to www.givit.org.au to see what is
           needed and donate.
GIVIT Disaster Recovery is a free service available to all
Queensland councils, to assist in the management of donated
goods and services during Queensland disasters.
Charities and community groups can also register any time to begin requesting items they
           need today.

           Volunteering in a disaster
Before and after extreme weather, when it’s safe to do so, members of the community can get
involved in preparation and recovery activities that support disaster agencies, government,
non-government organisations and community groups through Volunteering Queensland’s
Emergency Volunteering CREW (Community Response to Extreme Weather).
It’s for those who are keen to help their fellow Queenslanders during their time of need. By


registering your location, skills and availability they can contact you if your help is needed.
The Emergency Volunteering CREW team have referred more than 30,000 volunteers across
Queensland and have helped shape community recovery and reduce the impact of disasters
by including the widespread support of volunteers in a safe and considered way. Find out

Cleaning Up
In most cases people will want to return to their homes as soon as possible after a disaster
and undertake repairs to their home, but for your safety you should wait until hazards have
been cleared, basic needs are available and the site is declared safe. Make sure you wear
protective clothing when cleaning up and take the necessary precautions.
The Queensland Building and Construction Commission website (www.qbcc.qld.gov.au)
provides additional information including:
