Final Town Planning Report - 47 Goodchap Street

1.         INTRODUCTION
Urbis Pty Ltd, on behalf of Ramsay Health Care Pty Ltd, has prepared this development application for a
proposed development at 47 Goodchap Street, Tewantin (hereon known as ‘the site’), formally described as
Lots 73 on RP853383. This application seeks Council approval to establish a day surgery and other
treatments, where patients will receive surgical procedures and other medical treatments and consultations.
The proposal is for a day surgery only and will not involve overnight stays, other than on occasions where a
day surgery patient requires additional care and cannot be discharged the same day. However overnight
accommodation will not be a regular part of the sites use. Specifically, this development application seeks
approval for a Development Permit for a Material Change of Use for a Hospital and Health Care Service.
This report addresses the merits of the proposed development with regards to the assessment benchmarks,
including the Strategic Framework, under the Noosa Plan 2020 (the ‘Planning Scheme’), and the relevant
sections of the Planning Act 2016 (the ‘Planning Act’).

The assessment of this application is to be undertaken in accordance with Section 45(3) of the Planning Act
and Sections 30 and 31 of the Planning Regulation 2017. This report provides the applicant’s assessment
against these provisions and concludes that the development is appropriate and generally consistent with
State legislative framework, provides an appropriate response to the Local Planning Framework and
provides additional medical and hospital services the Noosa community. Council’s approval of the
application is therefore sought, subject to reasonable and relevant conditions.
