The purpose of this letter is to provide an overview of the proposed waste strategy for the development and includes considerations for each of the developments uses or tenancies. It is understood that this letter will be submitted in support of a response to the waste storage area issues raised by Noosa Council in the Information Request letter issued on 14 June 2023 for application reference MCU23/0070. In support of the waste management strategy this letter will outline the following: • Relevant information relating to the storage areas and volume minimisation equipment. • Relevant information to the transfer and collection of bins. • Relevant information relating to refuse generation. Site Refuse Generation
The information contained within this letter is based on a proposed development, comprised of 4 short term
accommodation units and 2 food and drink tenancies totalling 137m2 of Retail GFA. The estimated
requirement for site refuse storage and collection is shown in Table 1 and Table 2 below. Refuse estimates
have been based on the generation rates commonly applied to equivalent uses throughout southeast
Queensland and differ from the generation rates found within the Noosa Plan.
A maximum collection service frequency of 4 times per week has been proposed to provide a minimum 2 days
storage between collections and achieves Noosa Council’s minimum service level. The collection frequencies
nominated are based on experience with comparable developments and result in refuse storage intervals that
TTM consider to be appropriate for limiting the generation of nuisance odour that may detrimentally impact
the amenity of adjoining uses.

Refuse Storage
A consolidated refuse storage strategy is proposed for both retail food and drink tenancies and short-term
accommodation units with all uses sharing use of the bulk bins provided within a single refuse storage
enclosure.
All refuse will be stored within stream separated bulk bins within the dedicated refuse enclosure located on
Level 1 / Douglas Lane level. The refuse enclosure provides a hardstand connection to the driveway and is
conveniently positioned to enable RCV servicing.
The refuse enclosure is of sufficient dimensions to house the bins required based on the refuse generation
calculations above and will be screened from public view and contain adequate bin washing amenity.

Refuse Transfer
Cleaners or designated tenancy staff will transfer all refuse generated from the various uses within the
development to the refuse enclosure via manual transfer methods. The lift will be used for vertical transfer
to access the refuse enclosure on Level 1 / Douglas Lane. Refuse or cleaners trolleys may be utilised to
reduce the manual handling load and maximise the volume of refuse transferred per trip.
The contractor appointed to collect retail refuse will collect bins directly from the refuse enclosure and
manoeuvre a short distance to the RCV lifting mechanism and return to the storage enclosure after servicing.
Refuse Collection
1100L bins are typically serviced by rear loading RCV however steel lifting pockets may be fitted to either
side of the bins to enable servicing by front loading RCV and would be subject to contractual arrangement
with the appointed contractor. The development may be serviced by either private contractor of council’s
appointed collecting contractor.
Further details relating to RCV, and service vehicular access and manoeuvring can be found within the Traffic
Engineering Report submitted with the development application.
Refuse Disposal
Bins will be located throughout the retail tenancies with a sufficient quantity to be provided to limit the
frequency of trips to the refuse enclosure. Bins will be emptied at the close of daily operations or between
peak service periods as required by tenancy staff or building cleaners by decanting into the bulk bins located
within the refuse storage enclosure.
Similarly, bins will be provided in each short-term accommodation unit for the interim storage on one day’s
worth of generated refuse. Housekeeping staff will be responsible for the collection and transfer of refuse as
part of the daily cleaning cycle and with bins decanted into the bulk bins located within the refuse storage
enclosure.

Conclusion
TTM considers all aspects of the waste management concept outlined above to adequately cater for the
generated refuse by each of the developments uses. Additionally, to be compliant with the requirements set
out in the Planning Scheme Policy 9 – Waste Management of the Noosa Plan.
Yours sincerely,
