PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 13 OCTOBER 2015
positioned to support this demand - being centrally located and highly accessible to shops,
services, public transport and the like. Council’s Strategic Planning unit agrees there is merit
in applying the current population density allowance for the Community Service Zone (for
retirement and special needs uses) of 160 persons/ha to make best use of land available for
medium density housing, given its limited supply across the Shire.
The following grounds are considered to summarise the reasons to support the application
and are included as Part B of the recommendation section of this report:
The multiple dwelling use is existing on the site.
The development will provide centrally located small dwelling units with excellent
access to Tewantin’s facilities and services.
The development’s small dwelling units will increase residential housing options in the
locality and are likely to be relatively affordable.
There is no identified need for further community or infrastructure facilities within
Tewantin and the development will not unduly constrain land available for available for
commercial uses consistent with the site’s zoning provisions.
The development is consistent with the developed character of the area and will not
negatively impact on visual or residential amenity.

5. CONCLUSION
The site is in the Community Services zone, though The Noosa Plan’s provisions also
provide for a mix of business uses normally associated with the adjacent Tewantin Business
Centre zone. The application does not propose a community, infrastructure or commercial
use consistent with the planning provisions but seeks to expand on the site’s existing
residential use to build 16 small dwelling units. It is generally agreed there is not an
identified or likely significant need for community uses on the site and Tewantin’s
commercial uses are better sited in the adjacent Business Centre zone. The proposed
development has desirable planning elements because the small dwelling sizes should
provide relatively affordable residences on a centrally located site with excellent access to
Tewantin’s facilities and services. A new 3 metre wide public thoroughfare will also be
created along the rear boundary, which will create a new access route between Council’s
adjacent carparks and laneway.
