decided. Consequently, the approval remains current and has not lapsed and is
relevant to the assessment of the proposal.
11. The motel approval provides for 12 visitor accommodation units and a managers
dwelling unit contained in a two (2) storey building. The proposed motel also
provides in house dining and other ancillary facilities for guests.
12. The owner has advised that the land has been for sale for some time, but despite
having the abovementioned approval, it has not sold. At the present time there
would appear to be little interest in developing the land for this purpose.
13. Under the conditions of the motel approval, a number of development
parameters are stipulated to ensure that the built form is in keeping with the
existing streetscape and the character of the area. These development
parameters are discussed further below. The proposed development is generally
consistent with scale of that approval.
Development Proposal
14. It is proposed to provide nine (9) multiple dwelling units on the land in four (4)
separate buildings. A copy of the proposal plans is provided as Attachment 1. A
landscaping plan is also provided as Attachment 2. Further, plans are also to be
provided that show the treatment of and disposal of stormwater drainage from
the site.
15. The proposed development is comprised of four (4), two (2) storey buildings that
utilise light weight building materials. The design is modern and makes use of
varying roof lines and pitches, roof overhangs and open balconies. The building
materials include aluminium windows and screening, cladded walls and timber
posts and metal roof sheeting.
16. It is intended to provide 8 x 1 bedroom units and 1 x 2 bedroom unit on the land.
Based on local research, there is currently a demand for 1 bedroom dwelling
units in the locality. Expressions of interest have been invited, with a number of
enquires being received.
17. While a study area is provided within each of the units, no door is provided to
this room and access to the ablution facilities is also required through this room.
Consequently, this room cannot be considered a bedroom. Further, a multi-
purpose room is also provided at the ground level of Unit 5, this room also
provides access from the garage and to the private open space area.
Consequently, this room is also not intended to be used as a bedroom.
18. It is proposed to provide a covered carparking space for each of the units as well
as three (3) visitor carparking spaces within the development (refer Site Plan –
Attachment 1). Significant landscaping is proposed to the frontage of the site
and within the building setback areas (refer Attachment 2).
