A Business Park precinct has been applied to the site which allocates sub precincts throughout
the site. Furthermore, a Framework and Character Plan has been developed which supersedes
the Shire Business Centre Map and provides a framework for the development of the site. The
extent of the Biodiversity Overlay and Bushfire Overlay is generally consistent with the current
planning scheme with respect to the undeveloped areas of the site noting that the Biodiversity
Overlay has been removed from the developed parts of the site.

The provisions within the draft planning scheme align with the Framework and Character Plan
and provide overall outcomes which differ from the current planning scheme insofar as they
envisage development of a main street environment with mixed use development and a diversity
of housing options.
The proposed reconfiguration layout is generally consistent with the draft Framework and
Character Plan and will not compromise how the preferred land uses can be delivered in
accordance with the plan. Notwithstanding, concerns remain regarding the proposals compliance
with some of the performance outcomes within the scheme in regards to lot layout, bushfire
management, the development of new roads and vehicle access, vegetation removal and the
provision of a transit facility and pedestrian and bicycle links
