Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

This Town Planning Report has demonstrated that the proposed temporary relocation of the Lake Macdonald Rowing
Club storage facility is appropriate, low-impact, and consistent with the intent of the Noosa Plan 2020.
The proposal will involve the erection of a single, temporary, non-habitable 40-foot shipping container located within
an existing cleared area of the Lake Macdonald Park in order to store participants rowing equipment; and minimise
frequent unloading and loading within the public car parking facility. The development does not involve vegetation
clearing, earthworks, filling, or operational works and will not adversely affect ecological values, riparian function,
flood behaviour, or public safety.
The key matters raised during Council’s pre-lodgement advice, including flood hazard, car parking, building
presentation, on-site management, and technical reporting—have been appropriately addressed through the siting,
design, and operation of the proposal. Flood risk is minimal and effectively managed through Seqwater’s dam level
management, anchoring of the structure, and operational controls that prevent use during flood events. No
additional car parking or access works are required, and the temporary, utilitarian form of the structure is appropriate
to its limited storage function.
On completion of the dam improvement works, the structure will be removed, and rehabilitation of the site may be
required to restore the area to its pre-existing condition or better, secured through conditions of approval. Building
approval and certification will be obtained for the placement and anchoring of the structure.
Having regard to the temporary nature of the use, its limited footprint, and the comprehensive assessment against
the relevant planning controls, the proposal is considered to suitably achieve the applicable performance outcomes.
Accordingly, the development is recommended to be approved, subject to the imposition of reasonable and relevant
conditions.
