Town Planning Report - Material Change of Use Outdoor Sport and Recreation - Temporary relocation ~ Lake Macdonald Dr Lake Mac
Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)
or night-time hours, thereby avoiding periods typically associated with greater
sensitivity to noise or disturbance.
The scale and nature of the use further mitigate amenity impacts. Activities are limited
to training only, with a maximum of nine rowers on site and typically fewer at any one
time. No events, regattas, group sessions or competitions are proposed, eliminating
peak activity periods, amplified noise, or increased traffic. The individual training focus
ensures noise levels remain low and comparable to general passive recreation
occurring within the Lake Macdonald Park.
The surrounding context also supports amenity protection. The site is located within a
large, publicly accessible parkland environment that is already used for a range of
recreational activities throughout the day. The nearest residential uses are located at a
considerable distance, providing an effective buffer between the activity and sensitive
receptors.
In addition, behaviour and operational expectations will be managed through a Code of
Conduct aligned with Rowing Queensland principles, which promotes respectful
behaviour, noise awareness, and consideration for other park users and nearby
residents.
Overall, the limited hours of operation, low-intensity nature of the activity, absence of
events, separation from residential uses, and formal behavioural controls ensure the
recreation activity operates within a timeframe that maintains local amenity and avoids
adverse impacts on surrounding and sensitive land uses.

Notwithstanding this, the proposed storage structure is located well in excess of 50
metres from the nearest residentially zoned land, providing substantial separation from
sensitive land uses. Given the low-intensity nature of the activity, limited user numbers,
and absence of organised events or spectator activity, there is no requirement for an
acoustic barrier.
Accordingly, the erection of a 1.8-metre-high acoustic fence is unnecessary, and the
proposal achieves the intent of protecting residential amenity through separation
distance and the inherently low-impact nature of the use.
