Town Planning Report
Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

1. Executive Summary
This Town Planning Report supports a Development Application for a Material Change of Use – Outdoor Sport and
Recreation (Temporary Use) associated with the relocation of the Lake Macdonald Rowing Club within the Lake
Macdonald Park for the duration of Seqwater’s dam improvement works.

Council’s pre-lodgement advice identified matters relating to flood hazard, car parking, building presentation, on-site
management, and technical reporting, all of which have been addressed through the design and operation of the
proposal. On-site activities will be limited in scale, with a maximum of nine (9) rowers on site at any one time,
typically four (4) rowers at a time, ensuring minimal impact on the surrounding amenity and environment, including
other uses of the park.

The development comprises a single, lightweight, relocatable 40-foot shipping container for equipment storage only,
located within an existing cleared area. The structure is non-habitable, temporary in nature, and does not involve
vegetation clearing, earthworks, filling, or operational works. Consistent with Council’s pre-lodgement advice, the
container will incorporate surface treatments such as a mural to soften its visual impact and enhance its integration
with the parkland setting.

The site is affected by the Flood Hazard Overlay; however, any residual flood risk is negligible. Flood exposure will
be reduced through Seqwater’s management of lowered dam levels, secure anchoring of the container, and
confirmation that the structure is watertight and will not store hazardous or noxious materials. Rowing activities will
not occur during flood events to preserve public safety, as formalised in the Operational Management Plan.

Existing informal car parking within the park will service the use, with no additional parking areas or access works
required. The limited scale and low-profile nature of the container ensures that building presentation is appropriate
to its temporary storage function and does not adversely impact the visual amenity of the park.

On-site management measures include applying a Code of Conduct for all Rowing Club members, limiting operation
to daylight hours, prohibiting use during flood events, containing all storage within the structure, and removing the
container once dam works are completed. Rehabilitation of the site to its pre-existing condition or better may be
required through conditions of approval.

Given the temporary, low-impact nature of the proposal, no additional technical reporting, including ecological, flood
modelling, or acoustic studies is required to support the application. Building certification and approval will be
obtained for the siting and location of the temporary structure.

Overall, the proposal responds directly to Council’s pre-lodgement advice and represents a low-impact, temporary,
and well-managed use, consistent with the intent of the Noosa Plan 2020.
