Development provides that for all flood events up to and including the DFE :

the risk of damage to property on the site is avoided or minimised as far as practicable. Defined Flood Event (DFE), the safety of people and property on the site is protected.
• The development comprises a temporary, non-habitable 40-foot shipping container,
with no regular occupation and no reliance on the site during flood events, thereby
protecting the safety of people.
• Seqwater’s active management of dam levels, including a significantly reduced Full
Supply Level (FSL) for the duration of the dam improvement works, substantially
lowers flood exposure.
• The container will be securely anchored to prevent movement in the unlikely event
of a major flood and will be watertight, with no chemicals or hazardous materials
stored, minimising the risk of property damage or environmental harm.
Given the temporary nature of the development, the limited footprint, and the proposed
mitigation measures, residual flood risk is negligible. The proposal therefore avoids or
minimises flood impacts as far as practicable and achieves the intent of PO1.
It is acknowledged that, notwithstanding the temporary nature of the development,
building approval and certification will be obtained for the placement and anchoring of
the structure.
