EXECUTIVE SUMMARY
The Regional Arts Development Fund (RADF) supports cultural activity through the professional
development and employment of arts and cultural workers in regional Queensland. RADF is a
partnership between State Government, through Arts Queensland and Noosa Council.
The RADF Committee is chaired by Councillor Karen Finzel and comprises external professional
arts industry representatives with Council officers in supporting roles.
10 applications were received and The RADF Committee has recommended 4 applications for
funding, totalling $19,463.00.
RECOMMENDATION
That Council note the report by the Community Development Manager to the Services &
Organisation Committee Meeting dated 7 December 2021 and approve the Regional Arts
Development Fund recommendations for 2021/22 as outlined in Attachment 1 to the report.
REPORT
Regional Arts Development Fund (RADF) grants have been offered by Council since 2014 through
a partnership between Noosa Council and the Queensland Government through Arts Queensland.
This report covers the first RADF grant round for 2021-22 which closed on 6 October 2021.
Promotion of this RADF grant round included media releases to newspapers. Additional information
was then posted on Council’s website, circulated to Council’s arts database and placed on social
media (Facebook).
Support to applicants was provided by the Arts and Culture Development Officer, the Community
Development Officer and the Grants Officer. Staff attended face-to-face meetings with individual
applicants and responded to telephone enquiries and emails.
As per the Community Grants Policy all RADF applicants were required to speak to a grants officer
to discuss their project and get support through the application process.
Assessment
RADF applications were assessed against the following generic RADF assessment criteria:
Will the project develop the paid artist’s professional life?
Will the project benefit the community, both directly and indirectly?
Is the project well planned and achievable?
Will the project increase the sustainably of quality and diverse creative communities?
They were also assessed against the Noosa RADF Committee’s two priority areas for 2021-22:
Strengthening Community
Space and Places
All 4 of the 4 successful applications addressed one of these priority areas.
Section 8
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 DECEMBER 2021
A total of 10 applications requesting $43,732.00 were received and assessed by the RADF
committee.
In accordance with RADF Guidelines, committee members are required to declare any conflicts of
interest and once declared the committee member is then not involved in related deliberations. In
this round, 1 members of the committee declared a conflict of interest for 3 of the applications.
The RADF Committee has recommended 4 applications for funding, totalling $19,463.00. The
projects recommended for funding are excellent in quality and diversity, and will employ quality artists
and arts workers who will engage in valuable arts and cultural activities across the shire.
Previous Council Consideration
Since 2014, Noosa Council has had a RADF partnership with Arts Queensland. As part of this
partnership, Noosa Council is able to offer grants to artists and arts organisations within the Noosa
Shire. These are assessed by the RADF committee and approved by Council twice each year.
Finance
RADF is a partnership between the State Government, through Arts Queensland and Noosa Council.
Council has a funding agreement which runs from October 2021 to September 2022 with Arts
Queensland and Council’s contribution is funded in the 2021/22 budget.
The next round of RADF grants (Round 17) are scheduled to be open in February - March 2022 for
projects delivered in the 2022-23 financial year. These grants will be funded out of the 2021-22
RADF program. The next annual RADF application will be required in April for the 2022-23 RADF
program. The outcome of that application will be known in September 2022.

EXECUTIVE SUMMARY
The half pipe structure at Sunshine Beach Skate Park has reached its design life and requires
replacement.
After community consultation, the new vert ramp was requested to be larger than the existing
structure and the ramp surface to be upgraded with modern materials consistent with
international competition standard.
This report provides a tender evaluation summary and recommendation for the tender award
for the design and construction of a new halfpipe structure at Sunshine Beach Skate Park.
In accordance with Council procurement policy and procedure, an Invitation to Tender (ITT)
was initiated and attracted three (3) responses with all considered compliant for further
assessment.
The tender evaluation panel completed the evaluation process and considered Revolution
Action Sports Concepts Pty Ltd to be the most advantageous to Council, representing the best
value for money.
RECOMMENDATION
That Council note the report by the Project Officer to the Services & Organisation Committee Meeting
dated 7 December 2021 and award Contract No. T000051 for design and construction of the new
halfpipe structure at Sunshine Beach Skate Park to Revolution Action Sports Concepts Pty Ltd for
the lump sum price of $283,271 (excl. GST).
REPORT
1. Background
The existing half pipe structure at Sunshine Beach Skate Park measures 3m (10ft) high and 7.2m
wide. When the skatepark was upgraded in 2016, the half pipe remained at the request of the local
skating community as it is one of a kind in the region. However, the structure has seen out its design
life and maintenance requirements rapidly increasing to keep the ramp safe for public use.
With the condition of the existing structure, the inclusion of skateboarding in the Olympics and the
awarding of the 2032 Olympic Games to Brisbane, it is the perfect time for Council to replace the
current structure.
After community consultation with the newly formed Noosa Skating Association, there were two key
design elements that have been included in the specification for the new ramp. The new ramp will
be 3.7m (12ft) tall and at least 8m wide allowing users to further their vert skating skills. The new
ramp will also employ a modern skate surface consistent to those used in world class competitions
such as X-games and Dew Tour.

6. REPORTS FOR NOTING BY THE COMMITTEE
8 NOOSA LIBRARY SERVICE – ANNUAL REPORT TO 30 JUNE 2021
Author Acting Libraries and Galleries Manager, Tracey King
Community Services Department
Index ECM/Subject/Libraries/Library Management
Attachments 1. Noosa Library Service 2020-2021 Annual Report
EXECUTIVE SUMMARY
The attached annual report provides an update and review of the activities of the Noosa Library
Service, for the 12 months to 30 June 2021.
Noosa Library Service commenced in 1973 and includes Noosaville and Cooroy library branches, a
Mobile Library and an expansive e-library. As one of Council’s most visible, highly utilised and valued
services to the community, our library service offers a broad range of facilities, collections, services
and activities that support educational, recreational and creative endeavours across the region.
While the lending and reading of books are a core element of Noosa’s public library service, the
service and program delivery extends well beyond this. Key themes of service delivery include
reading, learning, literacy, heritage, community services, technology and being a community hub.
Noosa Library Service is a highly successful library service which is well-supported by its clients and
admired by its peers. This is evidenced through performance measures such as membership, loans
and the number of people visiting the library, as well as comments from users.
Libraries provide a bridge between the community and Council, offering a more friendly face of
government and acting as a public statement of Council’s commitment to the community. Our library
service plays a vital role in the social and economic structure of the communities it serves.
Public libraries across the globe have been responding to and initiating change as their communities’
experience demographic shifts, establish different ways of living and engage with new technologies.
They are evolving to maintain relevance and deliver services that are driven by customer and
community needs and expectations, in a constantly changing environment.
Noosa Library Service has been on a path of continuous improvement to find efficiencies, improve
productivity and maximise resources to meet the evolving and ever-changing needs and
expectations of our community.
The Noosa Library Service Annual Report provided at Attachment 1 provides an overview of the
current performance of the Library Service, the challenges, and opportunities it faces, highlights
recent achievements and provides an update on 21/22 projects. It aims to provide Council with a
deeper understanding of the Library Service, its scope of services and level of impact.
RECOMMENDATION
That Council note the report by the Acting Libraries and Galleries Manager to the Services &
Organisation Committee Meeting dated 07 December 2021 providing an update on the activities of
the Noosa Library Service.
REPORT
The purpose of this report is to present the Noosa Library Service Annual Report 2020 – 2021 which
provides an update and review of the activities of the Noosa Library Service, for the 12 months to 30

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 DECEMBER 2021
Noosa Library Service has previously reported its annual activities mainly through the quarterly
departmental update reports. This previous format provided Council which a quick summary of
activities in bullet point form however it did not provide sufficient context or analysis.
The new format is presented as a comprehensive annual report which aims to provide Council with
a deeper understanding of the Library Service, its scope of services and level of impact. The intention
is to then review this format with Councillor and other stakeholder feedback to help inform in-depth
annual reporting for other service areas.

Finance
The majority of funding for public libraries is provided by local government in Queensland, with a
small percentage contributed by the State Government, specifically for procurement of collections or
undertaking projects through grant funding
A core component of a modern library service is its programming and service delivery which is
targeted towards community needs and expectations and corporate strategies. To enable the
sustainable delivery of this programming Noosa Library Service utilises a range of strategies
including external funding, partnerships and volunteers.
Additional information on the financial aspect is provided within the annual report.
Risks & Opportunities
The major factors challenging public library services include:
Ongoing demand for traditional services, coupled with increasing demand for new services
and emerging technologies
Increasing educational, informational and entertainment options available to community
members and expectations to provide multiple formats to meet different needs
Growing demand to provide access to and support community digital-literacy needs, alongside
the increasing uptake of new technology with decreasing time between iterations of products
and services
Increasing user expectations to deliver a diversity of services to meet community needs
Non-user perceptions contributing to underutilisation
Funding constraints, and
Covid impact to customer patterns
Additional information on the risks and opportunities is provided within the annual report.

Loans and Visitation
Over the last five years, Noosa Library Service’s decline in book loans and visitors accessing physical
library facilities can be partly attributed to the $1.7M major renovation of our largest library branch —
Noosaville Library. In 2017/18, this much-needed renovation resulted in the closure of our Noosaville
Library branch, To ensure continued access to library services, two temporary lipraries were created
and located within the Noosa Leisure Centre and the Noosa Civic Shopping Centre. Understandably,
loans and visitation fell during this period of change for our Library Service,
Fallawing this was the arrival of the Covid pandemic in 2619, Over the last two years, the continued
Covid restrictions, lock-downs, reduced opening hours and limited programs have played a
significant part in this decline.
Regardless, in 2621/22 loans have started to increase with an additional 36,114 loans from the previous
year and digital loans increasing by 42,487. Over 186,000 users still visited our library facilities last
year! Our intent is to continue to increase loans and visitations by ensuring we have a diverse,
dynamic and relevant collection and a suite of life-long learning programs that meet the needs of our
community.

e-movies. Members can download their e-items to a personal device at the library using our free wifi
or from anywhere they can access the internet, at any time of the day or night.
Noosa Library Service also has a range of online resources including access to over 25 databases
covering a wide range of subjects and interests and a Learn Online collection of free tutorials and
courses for computer and language skills.
Data from the last 3 years shows a significant lift in digital resource activity, more than doubling in
that period.
« Some physical collections such as audiobooks on CD & music CDs will gradually shrink and may
ultimately disappear altogether in favour of digital content. The Library recently launched a
3rd major digital platform called Hoopla - it has half a million items, in all digital formats.
+ There is a lot of unmet demand for video streaming products and also music streaming, so the
Library is actively seeking new content providers for these formats.
« Physical collections are still first choice for many in the community but digital products are rapidly
being embraced as an alternative & Library staff offer access advice & support to all interested
borrowers.
« In 2018/2019 the budget percentage between print & digital was 65%/35%, compared to 2021/22 -
55%/ 45%.

capability to:
“provide equipment and a suitable number of trained persons, using the resources available to the
local government, to effectively deal with, or help another entity deal with, an emergency situation or

Mooloolah Marina.
8. Engagement & Collaboration
In July 2020, the Queensland Government Department of Communities, Disability Services and
Seniors funded a Council position for 2 years to work on bushfire recovery and community resilience
in a disaster preparedness context. The position sits within the Community Development Team and
comes with additional funding to support community engagement-related activities. To receive this
position and funding the Community Development Team submitted a tender to the Queensland State
Government that included a comprehensive Community Plan outlining deliverables for the 2-year
period in recovery and resilience for the Noosa region. The primary role of the position is to provide
support to affected communities and work on community resilience in response to a local disaster
emergency.
Deliverables of the Community Plan in 2021 include:
a. Bushfire Recovery Update
Mental Health First Aid for community volunteers on 13/14 October 2021 at Noosaville.
SafeTALK training (conversations around suicide in community) on 18 November 2021.
Delivery of the Connecting Noosa program – a region wide (bushfire/COVID) recovery
program with activities and events that foster connection and assist with resilience in
community.
Developing a documentary style film that will document the 2019 bushfires in our region,
to be used as an education and historical piece and archived in the Heritage Library of
Council.
Peregian Beach Access 59 Sculpture project. With Council’s Environment and Public Art
team developed a Memorandum of Understanding between the Peregian Beach
Community Association (Bushcare group) and Council for an environmental
artwork/sculpture that acknowledges the 2019 fires locally and the consequences it had
on local flora and fauna. The Norfolk Tree died from its intolerance to heat and smoke
and will be built into a sculpture.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 DECEMBER 2021
Developed a presentation/resource to be delivered in schools called “Get Ready in
Schools’. The presentation was piloted to Year 5 students at two local primary schools,
during Get Ready Week/Month on 12/13 October. The presentation is now ready to be
delivered to other interested schools in the region to align with their school-based
curriculum in Year 5.
Partnered with FireTech and FireThrive on a bushfire preparedness behaviour change
project. The project starts with a survey about how prepared one is with bushfires. This
then provides the respondent with tips on how to improve preparedness and sends
notifications to keep people engaged with preparedness. The survey runs from 1
November 2021 through to 30 March 2022 with Council having access to the data.
Collaboration project with the University of Sunshine Coast (USC) and Council staff
(Natural Areas and Disaster Management Officer) regarding a learning opportunity
around Cultural Burns in our region. USC has an opportunity to work with Victor
Steffensen, indigenous cultural burning specialist, and Kabi Kabi to upskill Kabi Kabi on
traditional fire practices. This is also an opportunity to train Council fire management staff
in cultural burn practices locally. Community engagement after the 2019 bushfires
identified a desire for improved community and Council knowledge of cultural practices.
The 'on Country' event at Johns Landing, Cooroibah on 24 November will address this.
Work has commenced upskilling active volunteers in our community in tasks associated
with emergency events – VOAD Volunteer Organisations Active in Disasters. This will
involve engaging Volunteering QLD to provide additional training to current volunteers
so Council can call on them in a disaster event.
New look and feel Disaster Management documents and our Emergency Action Guide
have been developed.
Assisting groups (up to 5) with business continuity planning and strategic advice
including incorporating the VOAD training in their organisations.
9. SES
The Queensland State Emergency Service (SES) is a “not-for-profit” community volunteer
emergency service organisation. The Noosa District SES has 55 local volunteers responding to
disasters and emergencies across the Shire with four SES sheds located at Tewantin, Pomona,

funding to continue and further develop the resilience activities commenced in the community. If this
application for funding is unsuccessful it will pose a risk to continued community disaster
preparedness and resilience.
