June 28 2021 Noosa Council PO Box 141 Tewantin QLD 4565 RE: Application Reference: 51938.3225.14 (or per Noosa Council website 51983.3225.14) Unit 9-10/30 Hastings Street, Noosa Heads, Lot 30 on SP307674 Objection by Paul Kubat - Owner of Unit 23, 30 Hastings Street, Noosa Heads Qld 4567 and Owner of Unit 6, 53-57 Noosa Parade Noosa Heads Qld 4567. Dear Noosa Council I have been coming to Noosa since 1977 and owned property in Noosa Heads since 2004. I have a strong connection with Noosa and commend the history of Noosa Council and its approach to aligning development and amenity with nature. Whilst I accepting of new architectural approaches to building I object to this application on a number of fronts. 1. Due Diligence - Signage The signage displayed on the front and rear of 30 Hastings St property is inaccurate in two ways. The imagery used on the signage has been ‘photoshoped’ so the proposed building appears in sync with surrounding buildings. I have attached an image from my kitchen window of the adjacent buildings which if the proposed building goes ahead its colouring will totally out of character with the adjacent buildings. Whilst it is important to value architect and new build - it must blend with existing. Most importantly the signage is incorrect in another way. The Application Reference in the displayed is displayed as 51938.3225.14 when it should be 51983.3225.14 per Noosa Council Web Site. Obviously, individuals and the general community seeking to submit feedback would be confused and may not be able to find the application to comment upon? I have attached photos. I would suggest Noosa Council follow appropriate process and due diligence – and the application should be re-displayed accurately with the correct imagery and the correct application reference for an appropriate period. 2. About the Proposed Building The scale and visual impact of the proposed building is totally incompatible with surrounding buildings. There are 25 residential dwellings with one developed and two others in the process of

redeveloping their single allotments. There are no buildings of this volume across two allotments in proximity or across the Hastings Complex. This monolithic structure abuts the common driveway which is not acceptable – no greenery nor no set back. As I walk down the driveway I will as well as gursts and residents face a 15 metre structure – concrete to driveway. The sheer volume of the building will shade adjacent buildings and given close proximity to adjacent buildings there will be a lack of privacy. Obscure glazing or privacy screens should be permanently fixed (not moveable) to avoid potential to overlooking in to private open space or habitable windows within 10 metres. The impacts on Units 8, 12, 20 and 21 are immense with existing windows facing 15 metre walls and banks of windows. Balconies on the northern side of the proposed building will look straight in bedroom and bathroom windows of adjacent units 7 and 8. Whilst Unit 7 is owned by the individual(s) proposing the new building there needs to 1 metre privacy screens above an obscure balustrade ensuring the privacy of adjacent units is maintained. I note the floorplate of the proposed building at ground level is also 54% of site (my understanding buildings were required to be on only 45% of the site?). 3. My Amenity impacted Whilst I am not adjacent to proposed building, I have kitchen, dining and bedroom windows which face this monolithic structure. I am extremely concerned about the proposed structure adjacency to the driveway. More importantly I am greatly concerned by the potential noise on the rooftop deck that will disrupt my quiet enjoyment if this building is ever built. I ask Noosa Council to carefully consider this objection and make the right decision to not approve this proposed dwelling. Regards Paul Kubat
