1.0 INTRODUCTION
This planning assessment report has been prepared by Buckley Vann Town Planning
Consultants, on behalf of Gallagher Jeffs Consulting, and forms part of an application to the
Sunshine Coast Regional Council (SCRC) seeking its approval for code assessable
development on Lot 7 RP 802632, known as the Sheraton Noosa Resort and Spa at 14
Hastings Street, Noosa Heads.
The code assessable application seeks a development permit for operational works being
’Placing an Advertising Device on Premises’, where not associated with a material change of
use, pursuant to the Noosa Plan.
The application involves the installation of five (5) new illuminated signs on the subject site
comprising 3 x Free Standing Signs, 1 x Below Awning Sign and 1 x Wall Sign. It is also
proposed to reclad and update an existing directional sign within the site. It is also proposed to
demolish a total of six (6) existing free standing signs currently located on the site, five (5)of
which are located within the Hastings Street frontage of the site and relate specifically to the
Sheraton and Cato’s Restaurant tenancy.
This report, which is submitted in support of the proposal, provides details of the proposal and
addresses all relevant town planning issues associated with the requirements outlined within the
Noosa Plan (planning scheme).

boundary of the site adjoins Hastings Street and has a site frontage of approximately 93 metres.
The southern boundary has frontage to, including pontoon access, to the Noosa River and has
moorings for ferry transport vessels.
The site has been developed with the Sheraton Noosa Resort and Spa, which is the
predominant use of the site. The Sheraton porte cochere and hotel reception is accessed from
the Sheraton Service Road. Public access ’through the site’ is via an open pedestrian walkway
li king Hastings Street to the porte cochere area and Sheraton Service Road.
In addition to the Sheraton hotel, three tenancies have been built along part of the Hastings
Street frontage of the site including Cato’s Restaurant and retail shops Witchery and Mimco.
Access to these tenancies is limited to pedestrian access from Hastings Street.
Vehicular and pedestrian access is obtained from the Sheraton Service Road, ferry access to
the site is obtained from the Noosa River and pedestrian access is obtained from Hastings
Street.
Surrounding land uses are mixed use in nature and include retail, entertainment, dining,
commercial and visitor accommodation. The ’Bay Village’ shopping centre adjoins the eastern
side boundary of the site. The site is also within short walking distance of the beach and other
open space and conservation areas.

3.0 BACKGROUND
3.1 Previous development approvals I applications
The subject site has been the focus of several previous development applications and
approvals, including the original hotel development and various alterations, shop fit out
activities, landscaping and some engineering upgrades.
It is proposed to undertake some further minor refurbishments to aspects of the Sheraton and
Cato’s Restaurant tenancy. The proposed refurbishment will involve improvements to the
lounge bar, restaurant entry (Cato’s)and the Sheraton porte cochere and resort fa ade finishes.
By correspondence dated 23 November 2012, Council deemed the proposed refurbishments to
be ’generally in accordance’ with the relevant development .approval.
Part of the overall refurbishment strategy for the Sheraton and Cato’s Restaurant tenancy
includes modernising and rationalising existing on site signage, as the existing signage is not
considered to integrate with or complement the proposed refurbishment works. In considering
whether the proposed refurbishment was ’generally in accordance’ with the relevant
development approval, Council advised that the signage aspects required separate approval.
As such, this application seeks approval of associated signage to complement the existing
approved uses and proposed refurbishment.
3.2 Pre-lodgement discussions
No pre-lodgement discussions have been undertaken in relation to the proposed signage.

4.0 DEVELOPMENT PROPOSAL
The application is seeking development permit for operational works being ’Placing an
Advertising Device on Premises’, where not associated with a material change of use. The
proposal specifically involves the installation of five (5)new illuminated signs on the subject site
comprising 3 x Freestanding signs, 1 x Below Awning Sign and 1 x Wall Sign. It is also
proposed to reclad and update an existing directional sign within the site.
A summary of the proposed signs is provided below.
(a) Two (2)freestanding signs are to carry the Sheraton Noosa Resort and Spa branding and
directional information. The proposed signs are to have a maximum height of approximately
2.84m and a width of approximately O.675m. It is proposed to locate one free standing sign
beside the pedestrian walkway adjacent to the porte cochere to the Sheraton and the other
sign is to be located within the site frontage adjacent to Hastings Street. The proposed
freestanding signs will replace the existing Sheraton freestanding signs in the same
location.
(b) One (1) freestanding sign is to provide for ’Gato’s Restaurant’ branding and menu
information. The proposed sign is to have a maximum height of approximately 2.06m and a
width of O.550m and is to be placed adjacent to the existing restaurant tenancy on Hastings
Street. This sign is intended to replace four (4)existing free standing signs associated with
I
Gato’s Restaurant.
(c) The integrated below awning sign and wall sign is to identify and define the main entry to
Gato’s Restaurant. These signs are to be slotted in between proposed recycled timber
screen slats/blades and attached to the awning structure associated with the soon to be
refurbished restaurant entry.
The signs will be designed and constructed using high quality materials and finishes.
Specifically, the signs will be constructed from a range of materials including. fabricated
aluminium panels, stainless steel, recycled timber columns/slats, decorative side cladding to
conceal the structure of the signs, 2 pac paint and acrylic backing enabling branding and logo
information to be laser cut through the sign face.
For further detail on the proposed signs, please refer to the detailed proposal plans in
Appendix A of this report.
Approval of the application will enable a rationalisation and reduction in the number of free
standing signs on the subject site, particularly along the Hastings Street frontage of the site. The
proposed new signs are contemporary in their design and present as an integrated ’sign family’,
notwithstanding they are providing for two businesses being the Sheraton and Gato’s
Restaurant.
It is also proposed to demolish six (6)existing free standing signs currently located on the site,
five (5)of which are currently located within the Hastings Street frontage of the site and relate
specifically to the Sheraton and Gato’s Restaurant. Refer to Appendix B for photographs of
existing signs to be demolished.

5.0 STATE PLANNING FRAMEWORK
5.1 Sustainable Planning Act 2009
The Sustainable Planning Act 2009 (SPA) provides the overarching statutory framework for
development assessment in Queensland. However, no specific aspects of SPA have particular
significance to the proposed development on the subject site.
5.2 Other Relevant Acts and State Triggers
There are no relevant acts or state triggers pertaining to the proposed development.
,
5.3 Referral Agencies
No referral agencies have been identified throughout the analysis of the site.
5.4 State Planning Policies
State planning policies are planning instruments developed by the planning minister to protect
areas or uses that are of particular State interest or importance. The subject site is not affected
by any of the current state planning policies.
,5.5 Regional Planning Context
The subject site is located within the urban footprint area of the South East Queensland
Regional Plan (SEQRP)2009-2031. The urban footprint is the primary area designated for
accommodating population growth in South East Queensland (SEQ) and the associated
infrastructure to support such growth. The proposed development is suitably located within a
regional planning context.

6.0 TOWN PLANNING ASSESSMENT
6.1 Level of assessment
Pursuant to the Advertising Devices Code in the Noosa planning scheme, the proposed signs
are defined as:
(a) 3 x Freestanding signs -
Medium Impact Sign;
(b) 1 x Below Awning Sign -
Medium Impact Sign; and
(c) 1 x Wall Sign -
General Sign.
The level of assessment table for the Noosa Heads Locality identifies that placing an advertising
d vice on premises, where not associat~d with a material change of use, is ’Self Assessable’ if
a ’General Sign’ or ’Medium Impact Sign’. Such development is ~Code Assessable’ if not
complying with the relevant criteria in the Advertising Devices Code or, is a ’High Impact Sign’.
This application is code assessable for a Medium Impact Sign and a General Sign on the basis
that the proposal provides some alternative design solutions to the acceptable solutions
identified in the Advertising Devices Code.
As set out in section 313 of the Sustainable Planning Act 2009, code assessable development
is assessed against the applicable codes of the planning scheme. In this instance, the
applicable code is the Advertising Devices Code.
6.2 Locality and Zoning Classification
The subject site is located within the Visitor Mixed Use Zone of the Noosa Heads Locality of the
Noosa Planning Scheme.
The Noosa Heads Locality Code identifies overall outcomes for the Noosa Heads Locality and
the Visitor Mixed Use Zone. While the level of assessment table does not identify the Noosa
Heads Locality Code as being applicable to the assessment of the application, it is considered
worthwhile to note that the proposal is consistent with the following overall outcomes of the
Noosa Heads Locality Code:
(a) New uses and works being located, designed and managed to:
(i) be compatible with other uses and works;
(ii) maintain the safety of people and works;
(iii) avoid significant adverse impacts on the amenity enjoyed by users of other premises,
including acoustic and visual qualities.
(b) Hastings Street’s character of low rise buildings, vibrant streetscape, mix of indoor and
outdoor activities, diverse dining opportunities, specialty retail businesses and pedestrian
links to Main Beach is maintained.
(c) For the Visitor Mixed Use Zone, development:
(i) Contributes to a high level of residential amenity, design quality, landscape quality and
safety;
(ii) respects the scale and character of the streetscape and surrounding development;
(iii) incorporates entertainment and dining businesses, retail businesses and commercial
businesses that are of particular interest to visitors;
(iv) contributes to the economy of Noosa through the tourism and hospitality sectors.
8 Buckley Vann Town Planning Consultants

Sheraton Noosa Resort and Spa 14 Hasting Street, Noosa Head
-
I
Page 13
The proposed signage is considered to be consistent with the above outcomes and specifically,
will improve the visual qualities and streetscape character of Hastings Street. In addition to the
design of the proposed new signs being contemporary and having an appropriate scale, height
and face area, the proposal will result in the total number of free standing signs along Hastings
Street being reduced from five (5) to two (2) free standing signs. Furthermore, the proposed
signs are associated with existing approved uses focused on visitor accommodation,
entertainment, dining and the tourism and hospitality sectors.
6.3 Planning Overlays and/or triggers
The site is identified being included on two overlay maps, specifically the Noosa Heads
as
Natural Hazard: Landslide and Flooding Overlay Map (OM6.3) area subject to minimum floor
-
height, and the Noosa Heads Natural Hazard: Bushfire and Acid Sulfate Soils Overlay Map
(OM6.4) -
high potential ASS O.5m AHD.
The level of assessment table for the natural hazards overlay does not identify operational
works, being the placement of an advertising device on premises, as assessable development
against the code. As s ch, an assessment against the natural hazards overlay has not been
undertaken on the basis that the code is not applicable.
6.4 Codes
The level of assessment table for the Noosa Heads Locality identifies that the Advertising
Devices co~e is the only applicable code for this application. A full assessment against the
provisions of the Advertising Devices code is contained within Appendix C of this report.
Section 14.74 of the Advertising Devices code states that the overall outcomes are the purpose
of the code. The following overall outcomes are considered relevant to the assessment of the
application:
a) advertising devices complement and do not detract from the desirable characteristics of
the natural and built environment in which the advertising devices are exhibited;
b) advertising devices are designed and integrated so as to minimise visual clutter;
c) advertising devices do not detract from the visual amenity of the major road network nor
from the rural or residential amenity enjoyed by residents of and visitors to Noosa; and
d) advertising devices are safely constructed and secured and do not create a hazard.
It is considered that the proposal achieves a high level of compliance with the overall outcomes.
In particular, the proposed signs are of a contemporary and integrated design, include high
quality finishes and will maintain an appropriate human scale to the surrounding streetscape
and as such, will complement the visual amenity, qualities and character of Hastings Street.
The proposal also achieves all of the specific outcomes of the code and achieves a high level of
compliance ,with most of the probable solutions. The main area where the proposal provides an
alternative solution for Council’s consideration, is in respect. to the maximum number of
freestanding signs per frontage. Specifically, S6.3 of the code identifies a probable solution that
limits freestanding signs to 1 sign per frontage. The application proposes a total of two (2)
freestanding signs along the Hastings Street frontage of the site; one (1)sign to accommodate
the Sheraton branding and directional information and the second freestanding sign to provide
menu information for Cato’s Restaurant.

Page 14
Given that the Sheraton site is the single largest property in Hastings Street and has two street
frontages, including a 93m frontage to Hastings Street, it is considered that the Hastings Street
frontage can support a total of two freestanding signs as proposed in this application, and still .
make a positive contribution to the character and visual qualities of the streetscape.
It is also important to note that the proposal involves the rationalisation and reduction in the
number of existing free standing signs along the Hastings Street frontage of the site. Currently,
there are five (5) existing free standing signs along Hastings Street; one (1) sign pertaining to
the Sheraton and four (4) signs for Cato’s Restaurant It is proposed to demolish the four (4)
existing Cato’s Restaurant freestanding signs and replace them with a single free standing sign
for Cato’s Restaurant and, an integrated below awning and wall sign to identify the main entry to
the restaurant The second existing free standing sign along Hastings Street relates to the
Sheraton and will be demolished and replaced with a new contemporary sign.
All proposed signs have been designed to integrate visually as one ’sign family’. The integrated
design and reduction in the number of free standing signs along Hastings Street will enhance
the streetscape and reduce any perceptions of visual clutter.
The proposal achieves a high level of compliance with the Advertising Devices code and will
result in an enhanced streetscape and as such, the application should be approved subject to
conditions.

7.0 CONCLUSION
This report has been prepared in support of a code assessable development application for
placing an advertising device on premises (not associated with a material change of use) over
land at 14 Hastings Street, Noosa Heads, which is the location of the Sheraton Noosa Resort
and Spa. The application specifically seeks a development permit for operational works -
Placing an Advertising Device on Premises.
This application involves the installation of five (5) new illuminated signs on the subject site
comprising 3 x freestanding signs, 1 x below awning sign and 1 x wall sign. It is also proposed
to reclad and update an existing directional sign within the Sheraton site.’ The proposed new
signage forms part of a broader program of minor refurbishment works for the Sheraton and
Cato’s Restaurant tenancy.
The proposal achieves a high level of compliance with the relevant criteria in the Advertising
Devices Code. In particular, the proposed signs are of a contemporary and integrated design,
include high quality finishes and will maintain an appropriate human scale to the surrounding
streetscape. The proposal will complement the visual amenity, qualities and character of
Hastings Street. The proposal will also enhance the streetscape by reducing the total number of
existing free standing signs along the Hastings Street frontage from 5 to 2 freestanding signs,
thereby further reducing any perception of visual clutter. The Sheraton site is also the single
largest property with 2 street frontages, including a significant frontage (93m)to Hastings Street
and as such, can support additional signage as proposed.
The proposal accords with the relevant provisions of the Noosa planning scheme and
.
accordingly, should be approved subject to the imposition of ~uitable conditions.
