access and drop off from Bottlebrush Ave. The report includes Vehicle sweep paths within the
basement area and concludes:
The car parking layout and dimensions have been assessed against relevant design criteria
and are found to be generally compliant or satisfactory. The proposed queuing and
manoeuvring arrangements for parking spaces are acceptable. Bicycle parking provision for
residential and commercial use is addressed, and the layout is adjusted to meet Council and
AS2890.3:2015 requirements. Servicing arrangements, including waste management and
refuse collection, are also satisfactory. Regarding traffic generation, the proposed
development is expected to generate a low additional traffic volume of 6 vehicle trips per hour
(in/out) during peak hours. This increase is not likely to have significant impacts on the
surrounding road network, especially considering the left-in/left-out access arrangement.
A Stormwater Management Plan has been prepared by Barlow Shelley Consulting Surveyors and
details stormwater quality management of the proposed development and the construction phase
and concludes:
The proposed development is exempt from meeting stormwater quality treatment targets,
with Non-worsening of stormwater flows to the street.
Peak stormwater flow rates were calculated and found to be comparable to the existing
development. The 1-Year ARI is limited, because of the limited scale of the development,
and relatively high fraction impervious of the existing property.
The proposed development will be provided with a Lawful Point of Discharge being a newly
constructed kerb inlet pit in Noosa Drive.
In summary, stormwater leaving the site will be buffered by landscaped areas, and discharge
to a Lawful Point of Discharge.
The plans demonstrate general compliance with the works codes, subject to further Operational
Works detailed assessment. Although part of the site is mapped within the Moderate Landslide
Hazard Area Overlay, the existing topography has been modified to allow for the carparking area.
The proposed redevelopment and new car park area will address the stability of the site (including a
geotechnical comment of the footing design).
5.0 State assessment and other matters
5.1 State interests
5.1.1 Matters established in the Planning Regulation
There are no relevant matters applicable to the application.
5.1.2 State Planning Policy
The SPP includes assessment benchmarks that may be applicable where a local government
planning scheme does not adequately reflect the SPP. The Noosa Plan 2020 appropriately
integrates all SPP provisions, except for Natural Hazards, risk and resilience – coastal hazards – in
part (not applicable to this application). The site is not affected by the erosion prone area and the
SPP.
