Hi Mark,

You no doubt have a tight time frame and so I have provided some quick dot points for your consideration and continued DA processing.

Swept Path

*	If you have doubts on the swept paths prepared by BMC Consultants, the Design Team could possibly look at re-running the 14.5m long coaches as a check – but check with Mitch in terms of staff availability. Otherwise outsource the checking.
*	Cootharaba Rd / Karbi Rd intersection looks too tight to safely turn, and developer may need to do widening works to ensure 14.5m coach can be safely accommodated while also ensuring that the road edge is suitably set-back and protected from edge deterioration caused by coaches.
*	Karbi Road itself looks to be about a 5.0-5.5m wide sealed formation with no shoulder. This width cannot have a white dividing line installed. Passing oncoming traffic would require vehicles to drive with one side of the vehicle on the sealed road surface and one side off the sealed road on the grass. Not ideal as vehicles can lose control in different weather conditions due to different traction levels. You would have to question whether this road is suitable for the proposed development and whether road widening is required? I have a feeling road widening will be necessary as the combination of a narrow road with coaches carrying children would not bode well for Council (or developer / site owner) if an accident occurred in the future. You may want to ask the consultant to undertake a risk assessment / road safety audit based on their proposal.

Pavement

*	The existing road pavement and wearing surface is likely to be an issue.
*	Karbi Road was unlikely designed to carry the proposed number of buses/coaches and other heavy vehicles. The frequency of these vehicles could quickly deteriorate the road pavement and wearing surface. In this respect can you obtain copies of the standard this road was required to be built to as part of the Karbi Road Golf Course Development. Council should have records of the old Op Works approval and pavement design. This then needs to be compared with the traffic composition and traffic frequency that is now proposed.
*	You also need to give consideration to short term construction traffic impacts. Proposal will build new internal roads and new buildings. Building new internal roads will require heavy truck loads of gravel. Building new buildings will require heavy construction materials (e.g. concrete) – what impacts will these vehicles have on the external public road network?
*	You may want to ask the Developer to arrange for pavement testing to be done and pavement analysis to then be undertaken based on the proposal and likely traffic generation.
*	Intersection in particular may need pavement works done and/or resurfacing. The existing surface will not last long with heavy vehicles screwing and turning their wheels.

Traffic Data

*	Suggest you seek further information from the applicant in the form of 2 x traffic counts, one on Cootharaba Rd (in vicinity of Karbi Rd) and one on Karbi Rd. Data should be collected for two weeks at each location with each vehicle date/time stamped, vehicle classes recorded, and direction of travel recorded.

Council (and the consultant) can then better assess impacts of the proposed development.

Traffic consultant appears to be over-estimating the current traffic generation on Karbi Rd, by not actually doing a count, but rather estimating traffic rates based on other golf courses. This methodology is only sound if Karbi Road golf course had high use, but as it has had low usage (which is why they want to develop it into something else) traffic volumes would likely be low.

Similarly, we need to know the volume on Cootharaba Rd to better understand any traffic implication. For example, is a Basic Right Turn treatment required, with shoulder widening on Cootharaba Rd (opposite Karbi Rd), to allow north bound traffic to get past buses that have stopped here to turn right into Karbi Rd? I’ve got a feeling the existing intersection will not be sufficient or safe to cater for the proposed intensification. Once we know existing volumes we will have a better idea. Consultant should perhaps also be asked to undertake a risk assessment / audit of the intersection based on existing traffic volumes and proposed development traffic turning implications.

Hope this helps.

Subject: Redevelopment of Kabi Golf Couse (group stay - school groups) - application no131998.981211.4

Hi folks, I am seeking your comment on the external roads for the redevelopment of the Kabi Golf Course. The proposal includes servicing the site with buses for the guests and I have some concerns with the width of the existing formation in Kabi Road and at the intersection to cater for the buses/service vehicles.

Can I have your opinion on the swept paths in the attached traffic report

Happy to discuss if you wish

Thanks

Mark
