Hazard Area 3 (HA3)
Hazard Area Three (HA3) is represented by mapped remanent vegetation to the south and mapped regrowth vegetation to the
south and southwest. It is mapped as RE12.3.4/RE12.3.13 at a ratio of 90/10. As such, this assessment will use the vegetation
classification if 12.3.4 for HA1, described as Melaleuca quinquenervia, Eucalyptus robusta woodland on coastal alluvium. HA3
covers an area of approximately 5,610m2 and is located upslope from the subject site.
Surveys identified vegetation within HA3 consistent with RE12.3.4. Dominant species in the canopy include Melaleuca
quinquenervia with occurrences of various Eucalyptus sp. The vegetation is mapped as “high" potential bushfire intensity under
the NP2020 and SPP Bushfire Prone Area Mapping.
Fuel load assumptions were based on the assigned VHC 22.1 Melaleuca open forests on seasonally inundated lowland coastal
swamps. The slope of 1° has been applied to the hazard area since the fire spreads more slowly downhill, with flames reaching
less unburnt fuel (i.e. upslope as defined under AS3959:2018).
HA3 has been defined as a separate hazard area due to its differing VHC which affects fire intensity and increases PFI value.
Table G below provides an assessment of the potential fire-line intensity of HA3 following Equation 1.
Table G - HA3 Bushfire Intensity Assessment
Fuel Area VHC PFL (t/ha) Slope (o) FFDI PFI (kW/m) Hazard Class
 HA3 22.1 28.4 1.0 47 25,184 HIGH

The table above shows that HA3 is considered a High hazard area. It conforms with the classification detailed in the local and
state hazard mapping, albeit in a different spatial configuration.
Refer to Figure 8 for a representation of the hazard areas identified above.
