                   ▪ Piloted ignition of dry timber elements after prolonged exposure (e.g. several minutes)
10 ▪ Fabrics inside a building could ignite spontaneously with long exposure
                   ▪ Critical limit for emergency services - firefighters cannot operate
                   ▪ Life threatening with < 1 minute exposure in protective clothing
7 ▪ Fatal to an unprotective person after exposure for several minutes
4.7 ▪ Firefighter in protective clothing will feel pain (60 seconds exposure)
3 ▪ Firefighters can operate for a short period (10 minutes)
2 ▪ Pain is felt on bare skin after 1 minute exposure (non-fatal)
                   ▪ Firefighters with protective clothing can withstand this exposure for a few minutes. However, they are likely to
experience a rise in core body temperature
1 ▪ Maximum for indefinite skin exposure
0.5 ▪ Direct sunlight at noon on a bright sunny day

7.10 Services
The proposed development will be connected to a reticulated water supply that as standard provides a minimum of 22kPa at
the point of connection. However, it is anticipated that water supply is unable to meet the requirements stipulated in the QFD
Fire Hydrant and Vehicle Access Guidelines (2019) and AS 2419.1:2017 Fire Hydrant Installations Part 1: System Design, Installation,
and Commissioning Appendix B.
As such, the dwelling constructed within the southern lot is to include a dedicated fire-fighting water storage to protect from
potential bushfire hazards. This is to be in the form of either a swimming pool or water tank available for firefighting purposes
with an onsite water volume of not less than 5,000 litres. if a water tanks is utilised, it must include a water supply outlet pipe 50
millimetres in diameter fitted with a standard fire brigade fitting.
Electricity, gas, and water supply infrastructure is recommended to be subsurface where feasible and will be specified during
the detailed design phase of the project.

7.11 Access Arrangements
Access to the development will be facilitated via ingress and egress through a pre-existing access easement connecting to
McKinnon Drive. The access arrangement is considered adequate for mitigating potential risks associated with ingress and
egress to what is considered tolerable. The current access easement is compliant with the relevant design standards stipulated
within the Noosa Standard Drawings. The easement dimensions and configuration have been designed to accommodate the
manoeuvring capacity of emergency service vehicles.
Given the above, the current access arrangements within the proposed development are considered appropriate to provide safe
vehicular ingress and egress, demonstrating a tolerable risk outcome associated with the mobility and manoeuvrability of
future residents and emergency service personnel.
