5.       CONCLUSION
In summary, we consider that the proposed change fulfils the criteria of a Minor Change as defined in
Schedule 2 of the Planning Act, and does not result in a substantially different development, as
outlined in Schedule 1 of the Development Assessment Rules.
The development, including the proposed changes, comply with the outcomes sought by the relevant
planning instruments and associated assessment benchmarks. Therefore, the proposed amendments
do not impact on the overall function of the uses or result in dramatic changes to the approved built
form.
