Acoustic Report - Sunshine Beach Surf Club change MCU17-0024.01
2. NOISE EMISSION CRITERIA
Guideline 50 Acoustic Consultants when Assessing Noise Associated with Entertainment and Patrons
at Premises Licensed Under the Liquor Act 1992 published by OLGR sets limits for entertainment
noise emissions from licenced premises. These limits apply at the inside and outside of any noise-
affected receivers, which includes private residences, caravan parks, marinas, schools, hospitals and
the like. They also apply to noise-sensitive commercial premises that operate when the licenced
premises hosts entertainment.
The measured parameters and the noise limits vary depending on the time of day that the
entertainment occurs.
2.1. Emission Criterion between 6:00am and 10:00pm
Between the hours of 6:00am and 10:00pm, the required method of measurement is the overall, A-
weighted noise level (dBA). The intrusive noise at the receptor is measured as the ten-percentile
statistical level (LA10) and adjusted for tonal and impulsive components (LA10 adj). The background
level is measured as the ninety-percentile level in the absence of entertainment (LA90). The noise
limit for this time-period is such that the adjusted intrusive level must not exceed the background
by more than 10dBA, i.e.:
LA10, adj ≤ LA90 + 10dBA
2.2. Emission Criterion between 10:00pm and 6:00am
Between 10:00pm and 6:00am, the measurement must be conducted in octave bands (L oct). The
intrusive noise is measured as the ten-percentile level in octave bands without any penalty
adjustment (Loct 10). The background level in the absence of entertainment is measured as the
ninety-percentile level in octave bands (L oct 90). The limit is such that the intrusive noise must not
exceed the background by more than 8dB in any octave band from 63Hz to 2kHz inclusive, i.e.:
LOct 10 ≤ LOct 90 + 8dB
Through long established convention the LOct 90 noise level is represented by the background noise
level at closing time, with the exception being a licence for a close after 3:00am, whereby the
background noise level is measured between 2:00am and 3:00am as this period generally represents
the quietest night-time period.
