Dear John,
RE: Noosa Village Shopping Centre – Proposed Internal Building & Car Park Modifications
Traffic Engineering Assessment
TTM has been engaged by Fort Street Real Estate Capital to prepare this report which addresses the
proposed traffic and car parking arrangements associated with the above-mentioned proposed
development. It is understood that this report will accompany a development application to be lodged with
Noosa Shire Council.
1. Background
The existing shopping centre development is subject to a current development approval granted in August
2001 (Council reference 16286 DA). As advised by Council (refer copy of advice letter and approved site plan
in Attachment 1) the existing development has the following key characteristics:
Total Use Area (TUA) of 4,512 m2
Total parking space supply of 295 spaces, including 264 spaces on the subject site and 31 spaces on the
adjoining development site located immediately to the west
2. Assessment of Existing Traffic Conditions
TTM has undertaken a review of the traffic conditions associated with the existing shopping centre and has
identified the following key operational issues:
There are a series of four internal intersections near of the southern site access (Gibson Rd / Saltwater
Ave roundabout). This results in a multitude of potential vehicle conflicts which affect operational

efficiency. Reconfiguration of this area is considered necessary to improve safety and efficiency of
vehicle movements.
There is a lack of pedestrian facilities throughout the car park including connections to the shopping
centre, thoroughfares through the car park and connectivity to remote parking areas including the hotel
site to the west.
TTM drawing number 17BRT0143-01A (Attachment 2) presents the identified areas of deficiency.
3. Proposed Development
A copy of the architectural development plans is included as Attachment 3. The proposal involves two
general aspects of development works, including:
Internal building works involving a minor expansion to the existing Woolworths supermarket tenancy,
reconfiguration of some existing tenancies, and additional of an outdoor seating area located adjacent
the southern building entry. The works result in an overall net increase in Total Use Area of 27 m2, taking
the total development Total Use Area of 4,539 m2. In terms of Gross Floor Area, the proposal results in
an increase of 54 m2 from 4,816 m2 to 4,870 m2.
Car parking area modifications involving works at the first internal intersection adjacent the southern
site access (to improve traffic movement operation by reducing vehicle and pedestrian conflict points),
addition of an outdoor seating area in the car parking area located directly adjacent the southern
building entry, and improvements within the northern car parking area to improve traffic control and
pedestrian provisions. Overall, the proposed car parking works result in a decrease of 15 car parking
spaces, taking the total supply to 280 spaces.
4. Parking Supply
4.1 Current Planning Scheme Requirement
Specific Outcome O7 of the Driveways and Carparking Code requires sufficient car parking to be provided to
accommodate the number and type of vehicles likely to be generated by the development having regard to
the specifics of the use (such as type and intensity of land use, hours of operation, likely number of users,
peak parking demands etc.).
Probable Solution S7.1 of the Code requires the number of parking spaces to be not less than that identified
in Table 14-51 – Minimum Vehicle Parking Requirements of the Driveways and Carparking Code. For a ‘Shop’
the following parking supply rates apply:
1 space per 20 m2, or part thereof, of use area for areas up to 100 m2; and
1 space per 15 m2, or part thereof, of use area for areas in excess of 100 m2; and
Page 3
1 space per 10 m2, or part thereof, of any outdoor dining area on the property.
Table 1 below summarises the car parking supply requirement based on application of the above-mentioned
rates to the existing and proposed development.
Table 1: Planning Scheme Probable Solution Car Parking Supply Requirement
Scenario Use Total Use Area Rate Spaces Required
Existing Shop 4,512 m2 1 space / 15 m2 301 spaces
Proposed Shop 4,539 m2 1 space / 15 m2 302.6
Outdoor dining 31 m2 1 space / 10 m2 3.1
Sub-total 4,570 m2 306 spaces
Change 58 m2 5 spaces
Based on the current planning scheme a total of 306 car parking spaces is required for the proposed
development.
4.2 Other Local Authority Parking Requirements
It is noted that the Noosa Plan 2006 is currently in the process of review and it is intended that the New
Noosa Plan be finalised by 2019. It is anticipated that parking supply rates included in the current planning
scheme would be updated.
Whilst minimum rates of parking supply will be determined by Council in due course, in this instance it is
relevant to consider rates that other local authorities have adopted as part of their current planning
schemes. Rates from other local council planning schemes are summarised in Table 2.
Table 2: Local Council Planning Scheme Parking Rates (Shopping Centre and Shop)
Council Planning Scheme Minimum Parking Supply Rate
Sunshine Coast Regional Council Sunshine Coast Planning Scheme 2014 1 space per 20m2 GFA
Fraser Coast Regional Council Fraser Coast Planning Scheme 2014 1 space per 20m2 GFA
Moreton Bay Regional Council MBRC Planning Scheme 2016 1 space per 20m2 GFA
Brisbane City Council City Plan 2014 1 space per 20m2 GFA
It is apparent that a minimum parking supply rate of 1 space per 20m2 GFA is an appropriate level of supply
for shopping centre developments.
Page 4
4.3 Estimated Peak Parking Demands
TTM has compiled parking demand survey data from TTM, and other consultant, surveys of existing
Neighbourhood Shopping Centre developments in south-east Queensland that included either a
Woolworths, Coles or Supa IGA supermarket with ancillary uses such as specialty retail, medical centre,
office and restaurant/café uses. Table 3 below presents the results of the peak parking demand surveys for
the fourteen sites.
The 85th percentile peak parking demand rate of all survey data is determined to be 4.56 cars / 100 m2 GFA.
Parking supply requirements for any land use is typically based on the 85th percentile parking demand rate
derived from parking demand surveys. Therefore, application of the above-mentioned rate to the proposed
development is an appropriate means of determining an adequate level of parking supply that would
accommodate the typical peak parking demands of the development.
The proposed development has an overall retail GFA of 4,870 m2 which is typical of the surveyed sites. Based
on the surveyed 85th percentile rate the estimated peak parking demand of the proposed development is
223 cars. To account for seasonal variations in retail trade a factor of 110% should be applied to determine
the required parking supply i.e. the minimum parking supply required for the development is 246 spaces.

4.4 Adequacy of Proposed Parking Supply A total of 280 spaces is proposed for the development, including 249 located on the subject site and 31 spaces located on the adjoining site immediately to the west (consistent with the current parking agreement). The proposed supply is adequate to accommodate the estimated peak parking demand (223 cars) and exceeds the recommended minimum parking supply (246 spaces) which is based on the estimated peak parking demand. It is noted that the recommended supply equates to a rate of 1 space per 20m2 GFA which is consistent with the minimum rate of supply adopted by other local Council planning schemes. Therefore, the proposed supply is appropriate. 5. Parking Area Design The proposed modification works to the existing car parking areas are generally depicted on the architectural plans and shown in more detail on TTM drawing number 17BRT0143-02C (Attachment 4). Whilst the recommended modifications are not mandatory in terms of design compliance they would result in significant improvement to both vehicle and pedestrian safety and operational efficiency. In particular, pedestrian provisions are improved in both the northern and southern parking areas with the proposed provision of designated paths and new kerb ramps which align with observed pedestrian desire lines. The proposed reconfiguration of the first internal intersection within the southern parking area results in reduced vehicle-vehicle and vehicle-pedestrian conflict points by removing direct access to the parking aisle along the western side of the building and modifying traffic priority controls. The proposed modifications, subject to detailed design, are anticipated to be a warranted improvement to the existing traffic operations. I trust the information contained herein is sufficient for your purposes. If you require any further information or clarification of any issues, please contact me by phone on 3327 9500 or by email at [email protected] sincerely, David Grummitt Associate Director TTM Consulting Pty Ltd

REQUEST FOR WRITTEN ADVICE — REFERENCE NO. WA14/0017 - 4-24 GIBSON RD
NOOSAVILLE QLD 4566
Council acknowledges receipt of your request for written advice regarding the above site
and provides the following information:
The number of spaces required by the approval over the site is currently 295. 264 spaces
are provided on the subject site and a further 31 are shared by agreement with the
adjoining property owners, the hotel.
The car parking requirements were determined by the approved total use area of 4512m’in
August 2001 (16286 DA). A copy of the latest approved plan is attached for your reference.
The latest change was for an addition to the amenities which do not form part of the total
use area and resulted in no net loss in car parking numbers.
The area identified on the northern property boundary, within the heavy vehicle
manoeuvring area is designated for staff parking only.
Council has no current compliance issues in relation to the use of the site.
Should you have any further queries in relation to the above, please do not hesitate
to contact Trish on the above number.
Yours faithfully
