GENERAL COMMITTEE MEETING AGENDA 13 JUNE 2022

Gross floor area
Where a development is providing for small dwellings at a ratio of at least 3 small dwellings to
every one other dwelling the Noosa Plan 2020 stipulates two different ratios, with the ratios being
relative to the lot sizes. Specifically, lots up to and including 7,000m2 are permitted a plot ratio of
0.75:1 whilst sites over 7,000m2 are permitted a plot ratio of 0.7:1.
In this instance, the area of the proposed works has been approved for 3 separate allotments each
with an area under 7,000m2, which would permit each lot to have a plot ratio of 0.75:1 where
developed individually, but where developed jointly a plot ratio of 0.7:1 is permitted.
It is noted that the footprint of the development comprises 3 clear buildings though each building
is not wholly contained within each of the approved lots. As detailed in the image below, building
B encroaches within the adjoining lot whilst buildings A and C are wholly contained within future
lots 17 and 19.

The applicant was advised that Council officers would recommend the proposed plot ratio of 0.75:1
across the whole site on the basis that the buildings are appropriately designed and importantly
that there is clear separation between the buildings, with the buildings reading as 3 separate
buildings. In the initial stages of assessing the development officers were not satisfied that this
design outcome had been achieved. As a result of these concerns the applicant partook in
consultation with council’s preferred architect, Noel Robinson, to review the design. The review
process resulted in refinement of the design, incorporating the feedback of Noel Robinson, with
the plans now under assessment receiving the support of Noel Robinson and considered to
achieve the design objectives of the planning scheme. Accordingly, the application of the 0.75:1
plot ratio is considered appropriate and generally commensurate with development envisaged had
the 3 lots been developed individually.
The following images detail renders of the initial proposal and the current plans under
consideration:
