3.0 DETAILS OF PROPOSED DEVELOPMENT
This section of the report describes the nature of the proposed development, provides a review of
the proposed access, car park provision and includes an assessment of the internal circulation
and servicing arrangement.
3.1 PROPOSED DEVELOPMENT
The proposed development is for a multi-story medical centre with a GFA of 6388.18m2. The
proposed development includes both a basement level carpark and a multi-deck carpark at the
rear of the lot. It is understood that the proposed medical centre will have tenancies for a variety
of allied health practices. The site plan for the proposed development is shown in Figure 3-1.
Figure 3-1 Site Layout
The development gains access via the existing crossovers and internal access easement that
links the neighbouring lots. The proposed site layout, prepared by Thomson Adsett, is included in
Appendix A.
Ref: B18254TR001_revB - 10 - Medical Centre – Hofmann Drive, Noosaville
Section 14
3.2 ACCESS ARRANGEMENTS
The proposed development will provide access at two (2) locations – the northern access and the
southern access, as shown in Figure 3-2. These access link the external road network to the
internal access easement.
Figure 3-2 Access Provisions
3.2.1 NORTHERN ACCESS
The northern access is configured as a left-in / left-out access with a crossover approximately
7.75m wide at the property boundary. The access is set at an angle to Hofmann Drive, making it
difficult for vehicles to enter the site without conflicting with vehicles exiting the site. Due to these
limitations, it has been proposed that changes be made to the access configuration.
The new access configuration will be left-in / left-out configuration with an auxiliary left-turn lane.
The new access configuration is shown in Figure 3-3.
Ref: B18254TR001_revB - 11 - Medical Centre – Hofmann Drive, Noosaville
Section 15
Figure 3-3 Northern Access Configuration 3.2.2 SOUTHERN ACCESS The southern access is an all-movements access with a 21.5m wide crossover and a right-turn lane from Rene Street. No modifications have been proposed for this access. 3.2.3 INTERNAL ACCESS ROAD The internal access road is a two-way, two-lane private road that connects the site and the neighbouring properties to Hofmann Drive and Rene Street. The concrete pavement varies in width from approximately 7.5m to approximately 13.5m and does not have kerbs and channelling. Ref: B18254TR001_revB - 12 - Medical Centre – Hofmann Drive, Noosaville
Section 16
3.3 CARPARK REQUIREMENTS
Table 3-1 outlines the parking requirements for the proposed development as per Noosa
Council’s Noosa Planning Scheme Part 14 Division 13 - Driveways and Carparking Code. As per
the Noosa Planning Scheme, parking requirements are calculated based on a building’s use
area, which the scheme defines as the sum of the area of the premises (exclusive of all walls and
columns), including all storeys, used or intended for use for a particular purpose. The proposed
development has a use area of 5,704m2.
Table 3-1 Carparking Requirement

practitioner whichever is greater bays
As summarised in Table 3-1, the total minimum parking requirements for the proposed site is 286
parking spaces. The proposed development site plans shows allowance for 280 standard parking
spaces and 34 motorcycle spaces. As per the Noosa Planning Scheme Policy 26: Motorcycle and
Scooter Parking Table 14, Motorcycle parking spaces may be provided in lieu of standard parking
spaces at a rate of 1:4. Therefore, the proposed development has a parking supply of 288
parking spaces, resulting in a surplus of two (2) parking spaces.
3.4 INTERNAL PARKING DESIGN
Table 3-2 identifies the characteristics of the proposed parking areas with respect to the
AS2890.1 requirements as stipulated in the Noosa Planning Scheme. The last column identifies
the compliance of each design aspect.

As shown in Table 3-2, the internal parking design is generally in compliance with AS2890.1 and,
as such, the Noosa Planning Scheme requirements.
3.5 SERVICING ARRANGEMENTS
The proposed development is primarily to be services by heavy rigid vehicles (HRV) and medium
rigid vehicles (MRV) for the delivery of materials and equipment. Occasional access will also be
required for a front loading refuse collection vehicle (RCV).
It is understood that all service vehicles will access and egress from the site via the southern
access onto Rene Street.
Both the bin storage and the loading dock are located within the building, on the south-east
corner. A swept path assessment has been undertaken to demonstrate the manoeuvrability of the
HRV, MRV, and RCV accessing and egressing the loading dock. All vehicles were able to
Ref: B18254TR001_revB - 14 - Medical Centre – Hofmann Drive, Noosaville
Section 18
manoeuvre within the site without issue. The swept path assessment has been included in
Appendix B.
3.6 BICYCLE AND PEDESTRIAN PROVISION
The proposed development is well served by pedestrian links, with three pathways connecting the
site with the wider active transport network.
The location and quantity of bicycle parking spaces has yet to be nominated on the architectural
plans. As per the Noosa Planning Scheme, bicycle parking for all commercial uses is to be
provided at a rate of 1 parking space per 50m2 of GFA. As such, the development will require 128
bicycle parking spaces. These should be located near the pedestrian pathway which runs along
the northern boundary of the site. Cyclists would then have easy access, via the stairwell, to the
basement level where the end of trip facilities are located.
The end of trip facilities are located on the basement level, adjacent to the lifts. As per the Noosa
Planning Scheme, these facilities are to provide facilities at the following rates:
1 locker per 2 bicycle parking spaces; and
1 shower cubicle with ancillary change rooms per 10 bicycle spaces or part thereof.
Based on these rates, the proposed development is to provide 64 lockers and 13 shower
cubicles.

Section 19
4.0 IMPACT ASSESSMENT
This section of the report provides details of the potential impact that the development generated
traffic volumes could have on the operation of the surrounding road network, in particular, key
intersections in the vicinity of the proposed development site during the AM and PM peak periods.
4.1 BACKGROUND TRAFFIC
Vehicle movement survey data was collected on Tuesday 18 September 2018 for the Hofmann
Drive / Rene Street roundabout. The traffic count was collected from 6:00 AM to 9:00 AM and
from 2:00 PM to 6:00 PM and presented in 15 minute and hourly periods.
The AM and PM peak hours were as follows:
AM Peak: 8:00 AM to 9:00 AM;
PM Peak: 3:30 PM to 4:30 PM.
A summary of the traffic survey data is shown in Figure 4-1, with detailed traffic survey data
included in Appendix C.
Figure 4-1 Peak Hour Traffic Count Data
4.2 TRIP GENERATION
The expected traffic generation for the proposed development site has been estimated using trip
generation rates from the RMS Guide to Traffic Generating Developments. This guide indicates
Ref: B18254TR001_revB - 16 - Medical Centre – Hofmann Drive, Noosaville
Section 20
for an extended hours medical centre an AM peak hour traffic generation of 10.4 vehicles per
hour per 100 m2 GFA and a PM peak hour traffic generation of 8.8 vehicles per hour per 100 m 2
GFA.
The traffic generation rates and directionality of movements adopted for the analysis of the
proposed development impacts are shown in Table 4-1 below.

As shown in Table 4-2 above, the proposed medical centre development is anticipated to
generate a total of approximately 666 two-way trips during the AM and 564 two-way trips in the
PM peak periods.
4.3 TRIP DISTRIBUTION
Consideration has been given to the development location and the surrounding network and it is
expected that the vast majority of trips (90%) are anticipated to travel to and from the site via the
higher order roads north of the development site such as Eenie Creek Road. The remaining
proportion of trips (10%) are anticipated to travel to and from the site via Rene Street, south of the
development site.
Consideration has been given to which access vehicles are likely to use to access and egress the
site. It is expected that a 50% split of vehicles coming from the north via Hofmann Drive will elect
to perform a U-turn at the Hofmann Drive / Rene Street roundabout to enter in the northern
access driveway, while the remaining 50% of trips will elect to turn right at the roundabout onto
Rene Street and enter the site via the southern access. It is also expected that 100% of vehicles
Ref: B18254TR001_revB - 17 - Medical Centre – Hofmann Drive, Noosaville
Section 21
travelling from the south (Rene Street) to the development site will enter the southern access
driveway.
Consideration has also been given to vehicles leaving the site. It is anticipated that the majority of
trips (90%) will travel north, back, onto Hofmann Drive and Eenie Creek Road, and will therefore
leave the site via the northern access driveway. It is anticipated that the remaining trips (10%) will
travel south, via Rene Street, and will exit the development via the southern access.
The distribution of the development generated traffic is shown graphically in Figure 4-2.
Figure 4-2 Development Traffic Distribution
4.4 DEVEOPMENT SCENARIOS
For the purpose of assessing the future traffic demand, an annual growth rate of 2% per annum
has been adopted. It has been identified that there are four (4) assessment scenarios for the road
network performance and are as follows:
Opening year (2022) traffic scenario. This analysis incorporates the 2% annual growth
rate to predict the future background traffic volumes;
Opening year (2022) background traffic with the development generated traffic volumes;
Future year design horizon (2032) background traffic scenario. This analysis again
incorporates the 2% annual growth rate to predict the future background traffic volumes;
and
Future year design horizon (2032) background traffic with the development generated
traffic volumes.

the practical capacity for a priority controlled intersection (DoS < 0.8). The delays are well within
acceptable limits, with the worst performing leg recording an average delay of 10.1s and a
resulting LoS B, with all other legs scoring LoS A. Queues are also within acceptable limits with
the worst performing leg, Rene Street (North), resulting in a theoretical 95% back of queue of
5.2m, well within the storage capacity of the right-turn lane. Therefore, it can be concluded that
the development will not adversely impact the performance of the Rene Street / Southern Access
intersection in 2032.
Based on the above assessments, it can be concluded that the proposed development will not
have an adverse impact on the surrounding traffic network in general, and the Hofmann Drive /
Rene Street intersection in particular.

Section 30
5.0 CONCLUSION Lambert & Rehbein (SEQ) Pty Ltd has been commissioned by Ribarja Property Pty Ltd to undertake a Traffic Assessment of the development of a Medical Centre located on the Lots formerly described as 6/SP264847 & 7/SP264847. The proposed multi-story Medical Centre has a total GFA of 6388.18m2 and includes car parking. The proposed site layout is displayed in the drawings prepared by Thomson Adsett Pty Ltd, are included in Appendix A. The development site has a total area of 8000m2 the current vacant lots have eastern frontage along Hofmann Drive. The proposed development site plans shows allowance for 280 standard parking spaces and 34 motorcycle spaces. As per the Noosa Planning Scheme Policy 26: Motorcycle and Scooter Parking, Motorcycle parking spaces may be provided in lieu of standard parking spaces at a rate of 1:4. Therefore, the proposed development has a parking supply of 288 parking spaces, resulting in a surplus of two (2) parking spaces. The internal parking design is generally in compliance with AS2890.1 and, as such, the Noosa Planning Scheme requirements. The proposed development gains access via an internal service road easement and two crossovers, the northern access gains access to Hofmann Drive and the southern access gains access to Rene Street. It is proposed that the configuration of the northern access be modified to include an auxiliary left-turn lane into the site. A swept path assessment has been undertaken and has been included in Appendix B. The assessment shows that a MRV, HRV, and RCV were able to manoeuvre within the site without issue. The potential impact of the proposed development on the external road network has been assessed in this report. The results of the assessment demonstrate that the development generated traffic will have a negligible impact on the Hofmann Drive / Rene Street roundabout, the Hofmann Drive / Northern Site Access intersection, and the Rene Street / Southern Access intersection. No traffic and transport engineering matters have been identified that should preclude approval of the proposed development at this location.
