INTRODUCTION
Bax Engineering has been commissioned by Mr Michael Klobas of Juklo Pty Ltd to provide an engineering
assessment for the proposed development at 9 Bartlett Road, Noosaville.
The report is intended to support the development application seeking approval for a Material Change of Use.
The proposal covers a site area of 1,528m2 and is currently used as a storage business. It is proposed that the
development would consist of a single, two storey building with three separate industrial warehouse
tenancies.

THE SITE AND ITS CONTEXT
LOCALITY
The site is described as lot 48 on RP173566 at 9 Bartlett Road in Noosaville, Queensland and is within the
Noosa Council local government boundary. The development is identified in Figure 1.
The property is bounded by Bartlett Street to the north, commercial lots in the west and east with residential
lots on Gumdale Court to the south.
Figure 1 - Locality Plan
Source: Queensland Globe
The site is currently being used for self-storage and is fully impervious with concrete hardstand and roof area
covering the entire property. There is an existing high point of approximately 19.0m AHD at the north-west
frontage in Bartlett Street with fall towards the southern rear boundary to an AHD of 18.0m. There is existing

stormwater infrastructure in this location which will be utilised as a lawful point of discharge. This 225mm dia.
stormwater pipe collects runoff from the adjacent property to the east and enters the stormwater network in
Gumdale Court to the south. It is expected that the design of the building and surrounds will utilise the
stormwater system to collect minor storm events and roof water runoff while major events will be directed to
the Bartlett Road frontage. It is expected some earthworks will be needed to achieve these design levels and
for standard vehicle and pedestrian access to the proposed development.

PROPOSED DEVELOPMENT
The proposed development will consist of a single two storey building that will consist of three separate
commercial tenancies. It is proposed that vehicle and pedestrian access will be from the Bartlett Road frontage
with carparking in the north of the property. Construction works will consist of bulk earthworks, carparking,
stormwater drainage and the installation of stormwater improvement devices. Internal water and sanitary
drainage for the building will also be provided under a separate plumbing approval as part of the building
development. These will be connected to the existing water and sewer main connections provided for the
property.
Where required, sediment and erosion control devices will also be installed during all stages of construction.
The proposed lot configuration and development are shown in Appendix A.
DRAINAGE AND EXISTING TOPOGRAPHY
In general, the site is elevated at around 19.0m AHD in Bartlett Street and grades at approximately 2% towards
an existing low point at around RL 18.0m AHD in the south-west corner. There is an existing drainage pit in this
location which will be utilised as a lawful point of discharge for roofwater and carpark drainage. Due to the
proposed design of the building, overland flows from major events will be diverted to the Bartlett Road
frontage in the north. This will ensure any pipe blockages will not create flooding to the tenancies.

ENGINEERING
VEGETATION CLEARING AND MANAGEMENT
There are no established trees or existing vegetation on the site. However, the existing concrete hardstand
and buildings will all be demolished and removed as part of the new development.
EARTHWORKS
The existing site conditions has a maximum elevation of approximately 19.0m AHD with a site grading of
around 2% across the development to the south west.
It is expected that some filling of the property is required along with some minor retaining for stormwater
management and standard vehicle and pedestrian access to the proposed development.
These earthworks would be limited to the site bounds and to the volumes that would assist in allowing positive
fall to the street frontage and vehicle access.
Earthworks will be designed to reduce the amount of disturbance as much as possible while conforming with
accessibility, safety and ease of maintenance requirements. Any unsuitable spoil would be lawfully removed
and some minor volumes of fill imported to site.
All bulk earthworks within the development would be completed under Level 1 Geotechnical Supervision and
Australian Standard AS3798:2007 - Guidelines on earthworks for commercial and residential developments.
ROADWORKS/CARPARK CONSTRUCTION
The roadworks for the proposed development will consist of an entry and exit point from the existing Bartlett
Road frontage as well as the carpark within the property boundary. It is proposed that the access driveway
would be from the northern boundary and provide service to the carpark only. Vehicle crossovers would be
constructed in concrete to the Noosa Council standards, the proposed pavement of the internal carpark would
be concrete.
All pavements will be graded as such that runoff is directed to stormwater inlets and to the ultimate lawful
point of discharge.
The carpark and driveway would be such that it complies with the Noosa Council and Australian standards for
roadworks design, turning movements for Medium Rigid vehicles and off-street parking.

Page 9
STORMWATER DRAINAGE
It is expected that stormwater drainage management will be required as part of the development. This would
include quality control measures with treated stormwater runoff directed to the existing stormwater system
in the rear of the property and ultimately into the stormwater network in Gumdale Court to the south.
Flooding
Flood mapping courtesy of the Noosa Council and provided in Appendix B indicates the site is not subject to
flooding from any sources.
The mapping demonstrates all defined major and extreme flood extents are limited to the Lake Entrance
Boulevarde in the south.
Quantity
The objective of the stormwater management will be to limit the post-development, peak discharge to the
pre-development peaks in order to control flooding and erosion and to limit nuisance. It is expected that due
to the impervious site area being reduced from 100% to 85% and that major overland flows would be diverted
to the north, the post-developed conditions will be slightly lessened and detention will not be required. This
will be subject to a detailed analysis during the operational works design.
Quality
The stormwater quality treatment measures will be designed to mitigate stormwater pollutants in accordance
with WSUD load reduction targets in Council’s Planning Scheme Policy for Development Works.
The stormwater quality management objectives during the construction phase will be addressed in separate
Erosion and Sediment Control Plans (ESCP) prior to the commencement of works. The efficiency of the
Stormwater Quality Improvement Devices (SQIDs) will be modelled for efficiency and will consist of baskets
(SPEL Stormbaskets or similar) in the carpark gully inlets and bioretention systems in the landscaping design
SEWER RETICULATION
An existing sewer main is located along the northern boundary. A 150mm diameter (AC) pipe traverses the
property from the west to the east and flows towards the east. Being a proposed commercial development,
the sanitary drainage from the property will connect into a proposed manhole in the north east corner of the
site.
The existing sewer infrastructure is shown on the Assets map provided in Appendix C.

Page 10
WATER RETICULATION
An existing AC 150mm diameter main is located within the Bartlett Road frontage on the northern boundary.
The proposed connection will include a fire hydrant and water meter assembly in accordance with the relevant
plumbing code and hydraulic plans.
The existing water infrastructure is shown on the assets map provided in Appendix C.
OTHER SERVICES
Electrical and Communications
New electrical and communications would be provided for the proposed development. Investigations show
that a telecommunications service (Telstra) is located underground in the Bartlett Road road reserve. NBN is
also available in the same location.
An underground electrical service is also located in Bartlett Road in the north west corner of the site. Overhead
power is available from this location and runs along the frontage to the east. It is expected that the connection
locations and any additional infrastructure will be included as part of the detailed design by an appropriate
Electrical/Communications engineer.
All electrical and communication services would be provided in accordance with the relevant authority and
standards. The existing infrastructure is shown on the Telstra cable plan (Sequence Number: 205962432), the
NBN network plan and the Energex DBYD plan ((Sequence Number: 205962429) provided in Appendix D.
Gas
No gas mains were identified in the vicinity as part of the service investigation undertaken for the site.

CONCLUSION
The report has reviewed the engineering constraints identified as part of the proposed development. It is
generally in accordance with the Noosa Planning Scheme and other relevant standards and codes.
It is anticipated the report, when reviewed in conjunction with the planning report and the development plans;
will assist in supporting the application seeking approval for a Material Change of Use.
