It is considered the high block wall to the frontage impedes the public/private space connection. Information Required Please provide amended plans which demonstrate that the street facing design provides connection from the street to the building front and integrates with the required frontage works (see Item 6). Retaining walls higher than approximately 0.5m sited to the front boundary require a landscaped buffer within the site to soften the walls presentation to the street. Demonstrate the designs relationship with the Federation and/or Art Deco styles ENGINEERING Issue - Stormwater The application does not include any stormwater design plans that address stormwater quality and quantity or the connection to Council’s existing stormwater drainage system. Information Required Provide a preliminary stormwater design plan for the proposed development. The plan must: be prepared by an RPEQ, address stormwater quality and quantity include the connection to Council’s existing drainage system not direct stormwater runoff on to the adjoining properties demonstrate how the proposed development achieves compliance with: The Driveways and Carparking Code – Specific Outcome O20 The Water Sensitive Design Code – Specific Outcomes O4, O6 and O9 Issue - Loading Council has concerns with the functionality of the proposed loading bay due to the narrow width and the adjacent structures. Information Required Provide plans that indicate the vehicle paths for the regular delivery and service vehicles entering and exiting the proposed loading bay. The plan of the vehicle paths must assume that all of the adjacent carspaces are occupied. Issue - Frontage Works to Emerald Street Frontage Works require improvements to support the commercial development. It is expected that a full width footpath is required with a grade of 2% - 2.5% from the top of kerb to the front property boundary. Information required Please provide a preliminary frontage works design. The design should also addresses Items 1 and 2. Issue – Traffic The proposal will generate additional traffic movements in Wimmers Lane. Information required Indicate on plans a 1.5m wide easement for public thoroughfare across the full frontage to Wimmers lane. Council will accept carparking within this easement until such time Council requires use of the easement. ENVIRONMENT Issue - Waste Management No indication has been provided of the day to day waste management of the development. Information required Please provide a preliminary waste management plan in accordance with The Noosa Plans Planning Scheme Policy PSP 9 – Waste Management.
