RECOMMENDATION
That Council note the report by the Environmental Services Manager to the General Committee
Meeting dated 18 January 2021 and note the 2019/20 Annual Report and audited Financial
Statement received from the Noosa Biosphere Reserve Foundation as provided at Attachments 1
and 2.

REPORT
The Noosa Biosphere Reserve Foundation (NBRF) was established by Noosa Council in 2015 as
a company limited by guarantee to manage the Noosa Biosphere Reserve Trust, which was
established for the public charitable purposes of protecting and enhancing the natural environment
and for contributing to the realisation of the aims of UNESCO’s Man and the Biosphere Program.
Council has two roles with the NBRF Board:
                       The right to appoint one director of the Board, with Councillor Tom Wegener being the current
                         appointee.
                       Providing funding under a 3-year Funding Deed, having entered into the latest one on 1 July
                         2018 with an expiry of 30 June 2021.
Under the Funding Deed, NBRF is required to provide a number of reports and information to
Council. Council has now received from NBRF the 2019/20 Annual Report and audited financial
statement (Attachment 1) pursuant to section 6.2 (b) and 6.2 (c) of the Funding Deed.
The Annual Report outlines the significant achievements of NBRF over the 2019/20 year. This
includes significant external funding being provided to projects supported by NBRF in their
development, such as the Noosa Trail Masterplan, the Oyster Reef Restoration Trial and Keep on
Keeping It In Kin Kin.
The report addresses all key projects completed or underway in the 2019/20 year, including the
project partners, leveraged financial support, project outcomes and reports produced as a result.
The report also outlines NBRF’s progress against the key performance indicators outlined in the
current funding deed.
Council staff have begun discussions with the NBRF board on the composition of a new funding
deed, to extend the partnership between NBRF and Council beyond 30 June 2021. This will be
presented to a future Council meeting for consideration.
