GENERAL COMMITTEE MEETING AGENDA 18 JANUARY 2021
Proposed planning scheme changes
The CHAP makes recommendations for amendments to be made to the Noosa Plan 2020 to
manage and mitigate risks from coastal erosion to people, property and the environment to an
acceptable or tolerable level.
The proposed amendment which will be reported to Council in a separate report will ensure the
state planning policy for coastal hazards is appropriately integrated into the Noosa Plan 2020 as
required in the Minister’s Conditions for finalising the new Noosa Plan. It is proposed to include
additional planning requirements in the Coastal Protection and Scenic Amenity Overlay Code for
new development in the mapped coastal erosion areas.
The intent of the proposed amendment is to clarify and strengthen the provisions relating to what
development is allowed in the coastal erosion area; when coastal protection works are allowed;
and requirements for protecting beach values including sea turtles.
The proposed amendment will require State review against State Interests prior to being released
for community consultation likely to occur later this year.
Further community engagement proposed for Draft CHAP
An updated Community Engagement and Communications Plan for this final phase of the CHAP
development has been prepared (see Attachment 5). Implementation of this plan will include
broader community consultation through Your Say Noosa, targeted consultation with community
groups and affected individuals, including business, resident and environmental groups, face-to-
face meetings (where this can occur in accordance with Covid-19 health requirements), and
counter displays.
The community engagement outcomes sought are:
Consult the community and key stakeholders on the content and proposed outcomes of the
CHAP;
Gather community and stakeholder feedback on the plan including any suggested changes;
Raise awareness and increase understanding of future risks and impacts associated with
coastal hazards.
Council will consider the feedback received during the consultation period as part of the final stage
of the CHAP’s development, making amendments where necessary.

including the methodologies contained therein, for the purposes of completing the coastal
hazards adaptation plan, informing land use planning, and capital works planning, design
and delivery; and
B. Note that any associated mapping outputs developed using these methodologies will be
reviewed and updated periodically as required in response to new relevant information,
legislative requirements or climate change projections in accordance with Council’s Climate
Change Response Policy 2017.
Finance and risks
A Council-endorsed CHAP has an important role in identifying and prioritising actions for mitigating
erosion and inundation risks into the short, medium and longer term. It will assist with Council
budget alignment across a range of infrastructure planning, asset management, land use planning,
community services, disaster management and governance responsibilities. Without this direction,
responses will be ad-hoc and may fail to adequately address the legal, financial, public safety and
reputational risks that these hazards pose. The CHAP enables Council to have a clear and
