CEO PERFORMANCE REVIEW COMMITTEE REPORT
That Council
A. Endorse this Mayoral Minute and the outcomes of the Annual Performance Review; and
B. Endorse the Annual Review report prepared by LG Services Group.
COUNCILLOR COMMENT
As Chair of the CEO Performance Committee, consisting of myself, Cr Brian Stockwell and Cr Nicola
Wilson, I present the attached Chief Executive Officer (CEO) Annual Performance Review to
Council.
Reason
To advise the Council of the outcome of the Chief Executive Officer's Annual Performance Review
conducted by the Performance Review Committee on 1 September 2026.
Objective
To report on the CEO’s performance for the period July 2025 to June 2026.
Overview of Report
This report provides a brief update on the Chief Executive Officer's Annual Review undertaken by
the Performance Review Committee on 1 September 2026, facilitated by LG Services Group.
LG services have been contracted to facilitate the Annual Performance Review (PR) of Chief
Executive Officer, Mr Larry Sengstock.
The Performance Review Committee members are thanked for their dedication and commitment in
positively contributing to the review process.
The 2026 Annual Review has been undertaken and this report serves to advise the Council of the
findings and recommendations.
Performance Review methodology and outcome
The Performance Review Panel has been assisted by Scott Mason of LG Services Group, as an
independent facilitator.
The Councillor Survey was forwarded to all Councillors with a completion date and time of 5pm 20
August 2026. All seven Councillors completed the survey. The survey was also sent to the CEO
Larry Sengstock, which was completed. The CEO’s responses were presented separately to that of
the elected members results.

The Chief Executive Officer provided a verbal presentation to the Performance Review Committee
detailing major highlights for the 12-month period, the performance of the organisation, challenges,
opportunities and areas for improvement.
The PR Committee asked the CEO specific questions and provided comment on the CEO’s
presentation. The PR Committee then undertook the formal assessment of the CEO’s performance,
by quantitatively scoring performance against stated objectives and documented comments where
appropriate.
The Attachments provided with this Mayoral Minute are confidential under S245D of the Local
Government Regulation 2012 - these items are not publicly available as they contain information that is
confidential to the local government; and are confidential pursuant to section 254J(3)(a) of the Local
Government Regulation 2012 - matters arising from the appointment of the Chief Executive Officer.
