EXECUTIVE SUMMARY
This report provides an assessment of a proposed Other Change to an existing development
approval for commercial offices and a medical centre at 36–40 Hofmann Drive, Noosaville. The
applicant seeks to extend the existing building and change the approved uses to a Health Care
Service, Hospital, and Hospital (Infusion Centre). Specifically, the proposal involves:
• Conversion of 30 approved car parking spaces to facilitate an additional 594m² of gross floor
area;
• Removal of the office uses;
• Reclassification of the approved uses to reflect hospital-type services, particularly cancer
care.
No changes are proposed to the approved reconfiguration approval over the site.
The site is located within the Noosa Business Centre and is zoned Major Centre under the Noosa
Plan 2020. The original change application for an extension to Health Care Services raised
significant concerns regarding car parking provision. In response, the applicant amended the
approved uses to include hospital-type uses, which more accurately reflect the nature of services
provided on-site being cancer care.
Council’s traffic consultant has peer-reviewed the proposal and confirmed that hospital uses typically
generate lower parking demand than other commercial/medical uses. The proposed car parking
provision has been determined to be acceptable, provided hospital-type uses remain the
predominant tenancy.
The proposed changes are centrally located within the building and will not impact the visual amenity
of the surrounding area. Conditions have been recommended to ensure the ongoing hospital use is
maintained and that the development continues to operate in accordance with Council’s planning
objectives. The change application is therefore recommended for approval, subject to conditions.
