information required
The information requested is set out below:

Issue
Water Quantity – Further details of modelling required

Information Required

Section 4.1 of the SMP discusses the Rational Method calculations undertaken and used to size the detention tank.

The following details are requested:

Section 4.1.2 reports a post-development time of concentration consisting of a 5 minute standard inlet time and 2 minutes of pipe flow. However, the time of concentration applied to the peak flow rate calculation is 12 minutes.

The calculation tables included as Appendix D show a standard inlet time of 10 minutes for the post-development scenario, with the additional 2 minutes pipe flow time added. The standard inlet time should be corrected, and the peak flow rate calculations revised accordingly.

The 45m³ detention volume appears small for the size of the development. Details should be provided in relation to how the detention volume has been determined. It should be noted that Section 4.1 of QUDM (2013) states “Use of the Rational Method is generally not suitable for the following applications: design of detention basins.”

Hydrologic and hydraulic modelling should be undertaken to determine the detention volume required to maintain pre-development peak flow rates from the site. The modelling should be undertaken for a range of storm durations to identify the critical storm.

Demonstrate the pre-development peak flow rates are maintained for the full range of design storm events for the critical duration storm.

Details should be provided in relation to the proposed outlet structure of the tank.

Demonstrate the required detention volume is provided, taking into consideration the loss of any storage volume associated with the filter cartridges.

Issue
Water Quality

The proposed cartridge filtration system is capable of achieving the relevant load based reduction targets. However, to ensure the system has been designed correctly, the following details should be provided:

Information Required

A catchment plan and summary table detailing the catchment areas, land uses and fraction impervious of source nodes applied to the model. Portions of the site not receiving treatment (if any) should bypass the treatment system in the MUSIC model.

Provide details in relation to the pollutant removal rates applied to the Gross Pollutant Trap/Enviro Pod 200. If nutrient removal has been applied, please provide verification for the removal rates adopted.

Issue
Traffic - The traffic report indicates that the existing unbroken centre line along Doonella Street will restrict traffic movements at the driveways to left turns only.  The unbroken line does not restrict access or egress from properties.  It is agreed that the driveways should be restricted to left turns only.

Information Required

Demonstrate how the driveways are proposed to be satisfactorily restricted to left turns only, without impacting on movements to/from other existing driveways.

Issue
Traffic - The left turn lane in Doonella Street at the driveway as recommended in the traffic report, occupies an existing on-street cycle lane.

Information Required

An amended proposal that retains the existing cycle lane clear of the left turn lane.  This will need to include assessment of impacts on the existing verge and verge infrastructure.

Issue
Traffic - The development will generate a demands for delivery vehicles associated with the commercial component (including delivery vehicles larger than a van) and furniture delivery trucks for the residential component.

Information Required

Clarification as to how deliveries for the commercial and residential components of the land are to be serviced by trucks.

Issue
Traffic – Compliance with AS/NZS 2890.1-2004

Information Required

Assessment of driveway grades to demonstrate compliance with the requirements of AS/NZS 2890.1-2004, and to demonstrate that adequate height clearance will be achieved in the carpark (with allowance for structure and services), including height clearance requirements for disabled parking.

The traffic report recommends provision of 2.6m wide parking spaces for the commercial component of the development.  This does not appear to have been satisfied.  Provide sufficient dimensions on the carparking layout plan to enable assessment of whether compliance with AS/NZS 2890.1-2004 is achieved.

Issue
Traffic – Provision of car parking: The note at the bottom of the table on plan 16416 SD02 indicates that the current design provides for 51 parking spaces, and that modification is required to achieve 52 spaces recommended in the traffic report.

Information Required

Plans amended to provide for 52 car parking spaces.

Issue
Traffic – The swept path diagrams within the Greys traffic report for the garbage trucks shows the vehicles driving over existing vegetation.

Information Required
Swept path diagrams that demonstrate garbage trucks movements are able to be contained within the existing hard surfaced area.

Issue
Impact on Street Trees: the report submitted with the application is unclear as to the impact on street trees.

Information Required
Identify street trees that will be impacted by the development, removal of mature trees should be avoided where possible and driveways to be located to achieve protection of existing trees.

End of Information Request

Under the provisions of the Sustainable Planning Act 2009, you have three options available in response to this Information Request. You may give the assessment manager (in this instance Council) and each referral agency (if any):

all of the information requested; or
part of the information requested together with a letter asking the assessment manager and each referral agency to proceed with the assessment of the application; or
a letter;
stating that you do not intend to supply any of the information requested; and
asking the assessment manager and each referral agency to proceed with the assessment of the application.

Please be aware that under Section 279 of the Sustainable Planning Act 2009
the applicant must respond to the Information Request within 6 months of the request or otherwise the application lapses.

A response to the above is required to be submitted, prior to further assessment of the application. If any further matters arise as part of assessment of this application, you will be advised accordingly.

You may wish to follow the progress of this application online at www.noosa.qld.gov.au . The “PD Online” page can be accessed via "Quick Links" on the left hand side of the screen. A disclaimer will appear; upon clicking “agree”, a search for a development application or property address can be carried out.

Should you have any further queries in relation to the above, please do not hesitate to contact Patrick Murphy on the above number.

Yours faithfully

Patrick Murphy
