Environmental Noise Level Study for Proposed Service Station and Fast Food Premises, 6 Taylor Court, Cooroy Page 1 of 15
INTRODUCTION
It is proposed to develop the subject site at 6 Taylor Court, Cooroy (Lot 3 on SP197617) with a service
station and fast food premises. This proposed development would operate 24-hours per day.
Potential noise sources associated with this proposed service station and fast food premises would
include:
fuel delivery – semi trailers;
passenger vehicle and fixed and articulated truck movements on site;
service yard and carparking;
forecourt activities; and
service station shop and fast food premises plant and equipment.
Traffic noise from the Bruce Highway, a Department of Transport and Main Roads (DTMR) controlled
road, is quite significant on the subject site and in the surrounding area. In accordance with DTMR
traffic noise must be considered for residential, educational, health facilities and offices. Traffic noise
impact does not require consideration for this proposed development.
The closest residences to the subject site (and separation distance) are as follows (as determined from
site visit and Google Maps):
west, on the eastern side of Ferrells Road, approximately 450 metres;
east on the northern side of Nandroya Road, approximately 360 metres;
south-west on the eastern side of Ferrells Road, approximately 430 metres.
To assess current ambient noise levels an extended (7-day) ambient noise assessment was conducted
from 72 Ferrells Road, from the front (western) boundary of this property. The permission of the owners
of this private property is appreciated and acknowledged. This property was selected as one with the
quietest ambient noise levels, as it is one of the more distant properties from the Bruce Highway, as
throughout this area traffic noise from the Highway dominates.
This report details the results of this extended ambient noise level assessment, noise limits, typical
source noise levels for the proposed development, source noise levels calculated to the closest
residential premises, state of compliance with noise limits and any required noise control measures.
In preparing this report, the following drawings prepared by Reddog Architects, project number 12480-
276 were referenced:

CRITERIA
Measurements and Calculations
All noise level measurements were conducted in accordance with the following:
general requirements of the Queensland environmental protection legislation;
Environmental Protection (Noise) Policy 2008;
Noosa Plan 2006;
Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
4, August 2013; and
Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental
Noise, Part 1, General Procedures.
Noise Limits
In accordance with the approved plan of development the noise limits for the proposed industrial estate,
Holts Road, Nandroya, at any sensitive place (includes residence), are:
daytime (0700 to 1800 hours): background + 5 dB(A);
evening (1800 to 2200 hours): background + 5 dB(A);
night-time (2200 to 0700 hours): background + 3 dB(A).

with the noise limit expressed as the adjusted maximum sound pressure level (L Amax,adj,T), which is
approximated by the LA10,adj,T.
This is the noise limit criteria which has been applied to this proposed development.
AMBIENT NOISE LEVELS
Table 1 details the range and average ambient noise levels at Monitoring Location A, near the front
boundary of 72 Ferrells Road, with the microphone elevated 1.8 metres.
For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekdays and weekend, refer Appendix A, whilst Appendix B details all of the results
of the ambient noise level measurements.
With respect to Table 1 the following should be noted:
daytime: 0700 to 1800 hours;
evening: 1800 to 2200 hours;
night-time: 2200 to 0700 hours;
‘A’ weighted: adjustment made by the sound level meter to the measured noise to
correspond to the response of the human ear. This adjustment is
standardised by international noise standards;
LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
pressure level for the measurement period ‘T’;
LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
period ‘T’;
LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
period ‘T’, which is an approximation of the ‘average of the maximum noise
levels’;
LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
period ‘T’, which is an approximation of the ‘average of the minimum noise
levels’, which is also known as the ‘background’ noise level.

SOURCE NOISE LEVELS
From previous noise level measurements conducted by the consultant of general service station
forecourt noise and tanker fuel delivery (applicable for both petrol and diesel fuel delivery) to a service
station, the source noise levels, measured as one hour samples were:
forecourt activities: 50 dB(A) LAeq,adj,1hr, 60 dB(A) LA1,adj,1hr and 53 dB(A) LA10,adj,1hr @ 15 m
from the centre of the forecourt area;
fuel delivery: 72 dB(A) LAeq,adj,1hr, 80 dB(A) LA1,adj,1hr and 76 dB(A) LA10,adj,1hr @ 3 m.
With respect to the above noise sources, these included:
forecourt activities, including the associated service station shop – vehicles (cars, four wheel
drives and motor cycles) arriving at bowsers and at the service station shop, vehicle doors
opening and closing, bowser handles removed and replaced, engines stopping and starting,
people laughing and talking, tyre pressure gauge alarm and service station shop building door
closing;
fuel delivery – truck arriving, parking (including truck braking), placement of safety cones, truck
engine idling, truck door open and closed, removing metal caps from truck outlet pipes,
connecting hose one and hose two, fuel unloading, disconnecting the two hoses and replacing
the metal caps, storing the hoses on the truck, throwing the safety cones back onto the truck,
truck door closing and truck departing;
From a recently completed noise assessment at a service station refurbishment with a new shop and
fast food premises the plant and equipment noise levels associated with the shop and fast food
premises were:
refrigeration:
o plant 1 (2 of): 70.9 dB(A) LWA;
o plant 2 (1 of): 64 dB(A) @ 3 metres; and
o plant 3 (1 of): 59 dB(A) @ 3 metres;
airconditioning, 74 dB(A) LWA (2 of).
The combined noise level of the airconditioning and refrigeration plant would be, at a standardised
separation distance of 10 metres:
plant 1: 70.9 – 28 (distance) = 42.9 dB(A);
plant 2: 64 – 10 (distance) = 54 dB(A);
plant 3: 59 – 10 (distance) = 49 dB(A);
airconditioning: 74 – 28 (distance) = 46 dB(A);
combined: 42.9 + 42.9 + 54 + 49 + 46 + 46 = 56.5 dB(A), which would be
equivalent to:
o 53.5 dB(A) LAeq,adj,1hr, 56.5 dB(A) LA1,adj,1hr and 54.5 dB(A)
LA10,adj,1hr at a distance of 10 metres
From noise assessments of fast food premises the following additional noise sources should also be
noted:
delivery truck: 65 dB(A) LAeq,adj,T, 67 dB(A) LA10,adj,T, 70 dB(A) LA1,adj,T @ 6 m;
waste collection: 70 dB(A) LAeq,adj,T, 72 dB(A) LA10,adj,T, 74 dB(A) LA1,adj,T @ 6 m.

NOISE LEVEL IMPACT
The closest residences to the proposed service station and associated shop and fast food premises are:
west, on the eastern side of Ferrells Road, approximately 450 metres;
east on the northern side of Nandroya Road, approximately 360 metres;
south-west on the eastern side of Ferrells Road, approximately 430 metres.
All other residences are set back further than the above residences. Compliance with the noise limits at
the above closest residences would also result in compliance with the noise limits at all other residential
premises.
Detailed below is the noise level impact to the closest residences to the west, east and south-west.
Closest Residence to West
At the closest residence to the west, on the eastern side of Ferrells Road, the noise level impact of the
different noise sources are:
forecourt activities: 50 dB(A) LAeq,adj,1hr @ 15 m – 30 (distance) = 20 dB(A);
60 dB(A) LA1,adj,1hr @ 15 m – 30 = 30 dB(A);
53 dB(A) LA10,adj,1hr @ 15 m – 30 = 23 dB(A);
fuel delivery: 72 dB(A) LAeq,adj,1hr @ 3 m – 44 (distance) = 28 dB(A);
80 dB(A) LA1,adj,1hr @ 3 m – 44 = 36 dB(A);
76 dB(A) LA10,adj,1hr @ 3 m – 44 = 32 dB(A);
plant and equipment: 53.5 dB(A) LAeq,adj,1hr @ 10 m – 33 (distance) = 21 dB(A);
56.5 dB(A) LA1,adj,1hr @ 10 m – 33 = 24 dB(A);
54.5 dB(A) LA10,adj,1hr @ 10 m – 33 = 22 dB(A);
general:
o delivery truck: 65 dB(A) LAeq,adj,T @ 6 m – 38 (distance) = 27 dB(A);
70 dB(A) LA1,adj,T @ 6 m – 38 = 32 dB(A);
67 dB(A) LA10,adj,T @ 6 m – 38 = 29 dB(A);
o waste collection: 70 dB(A) LAeq,adj,T @ 8 m – 35 (distance) = 35 dB(A);
74 dB(A) LA1,adj,T @ 8 m – 35 = 39 dB(A);
72 dB(A) LA10,adj,T @ 8 m – 35 = 37 dB(A).
At the closest residence to the west, with no noise control measures in place, the daytime, evening and
night-time noise limits of 47, 52 and 42 dB(A) LA10,adj,T respectively are all complied with. Therefore, for
the closest residence to the west, no additional noise control measures are required.
Closest Residence to East
At the closest residence to the east, on the northern side of Nandroya Road, the noise level impact of
the different noise sources are:
forecourt activities: 50 dB(A) LAeq,adj,1hr @ 15 m – 28 (distance) = 22 dB(A);
60 dB(A) LA1,adj,1hr @ 15 m – 28 = 32 dB(A);
53 dB(A) LA10,adj,1hr @ 15 m – 28 = 25 dB(A);
fuel delivery: 72 dB(A) LAeq,adj,1hr @ 3 m – 42 (distance) = 30 dB(A);
80 dB(A) LA1,adj,1hr @ 3 m – 42 = 38 dB(A);
76 dB(A) LA10,adj,1hr @ 3 m – 42 = 34 dB(A);

plant and equipment: 53.5 dB(A) LAeq,adj,1hr @ 10 m – 31 (distance) = 23 dB(A);
56.5 dB(A) LA1,adj,1hr @ 10 m – 31 = 26 dB(A);
54.5 dB(A) LA10,adj,1hr @ 10 m – 31 = 24 dB(A);
general:
o delivery truck: 65 dB(A) LAeq,adj,T @ 6 m – 36 (distance) = 29 dB(A);
70 dB(A) LA1,adj,T @ 6 m – 36 = 34 dB(A);
67 dB(A) LA10,adj,T @ 6 m – 36 = 31 dB(A);
o waste collection: 70 dB(A) LAeq,adj,T @ 8 m – 33 (distance) = 37 dB(A);
74 dB(A) LA1,adj,T @ 8 m – 33 = 41 dB(A);
72 dB(A) LA10,adj,T @ 8 m – 33 = 39 dB(A).
At the closest residence to the east, with no noise control measures in place, the daytime, evening and
night-time noise limits of 47, 52 and 42 dB(A) LA10,adj,T respectively are all complied with. Therefore, for
the closest residence to the east, no additional noise control measures are required.
Closest Residence to South-West
At the closest residence to the south-west, on the eastern side of Ferrells Road, the noise level impact
of the different noise sources are:
forecourt activities: 50 dB(A) LAeq,adj,1hr @ 15 m – 29 (distance) = 21 dB(A);
60 dB(A) LA1,adj,1hr @ 15 m – 29 = 31 dB(A);
53 dB(A) LA10,adj,1hr @ 15 m – 29 = 24 dB(A);
fuel delivery: 72 dB(A) LAeq,adj,1hr @ 3 m – 43 (distance) = 29 dB(A);
80 dB(A) LA1,adj,1hr @ 3 m – 43 = 37 dB(A);
76 dB(A) LA10,adj,1hr @ 3 m – 43 = 33 dB(A);
plant and equipment: 53.5 dB(A) LAeq,adj,1hr @ 10 m – 32 (distance) = 22 dB(A);
56.5 dB(A) LA1,adj,1hr @ 10 m – 32 = 25 dB(A);
54.5 dB(A) LA10,adj,1hr @ 10 m – 32 = 23 dB(A);
general:
o delivery truck: 65 dB(A) LAeq,adj,T @ 6 m – 37 (distance) = 28 dB(A);
70 dB(A) LA1,adj,T @ 6 m – 37 = 33 dB(A);
67 dB(A) LA10,adj,T @ 6 m – 37 = 30 dB(A);
o waste collection: 70 dB(A) LAeq,adj,T @ 8 m – 34 (distance) = 36 dB(A);
74 dB(A) LA1,adj,T @ 8 m – 34 = 40 dB(A);
72 dB(A) LA10,adj,T @ 8 m – 34 = 38 dB(A).
At the closest residence to the south-west, with no noise control measures in place, the daytime,
evening and night-time noise limits of 47, 52 and 42 dB(A) LA10,adj,T respectively are all complied with.
Therefore, for the closest residence to the south-west, no additional noise control measures are
required.
NOISE CONTROL MEASURES
As the noise limits are complied with for the complete 24-hour period, at all of the closest residences, no
additional noise control measures are required for the proposed 24-hour service station and fast food
premises.

Hass Holdings atf The Quasar Trust Environmental Noise Level Study for Proposed Service Station and Fast Food Premises, 6 Taylor Court, Cooroy Page 9 of 15 CONCLUSIONS It is proposed to develop the subject site at 6 Taylor Court, Cooroy with a service station and associated shop and a fast food premises. This proposed development would operate 24-hours per day. Potential noise sources associated with this proposed development would include: fuel delivery – semi trailers; passenger vehicle and fixed and articulated truck movements on site; service yard and carparking; forecourt activities; and service station shop and fast food premises plant and equipment. The closest residences to the subject site and their associated separation distances are as follows: west, on the eastern side of Ferrells Road, approximately 450 metres; east on the northern side of Nandroya Road, approximately 360 metres; south-west on the eastern side of Ferrells Road, approximately 430 metres. To assess current ambient noise levels an extended (7-day) ambient noise assessment was conducted from 72 Ferrells Road, from the front (western) boundary of this property. The permission of the owners of this private property is appreciated and acknowledged. This property was selected as one with the quietest ambient noise levels, as it is one of the more distant properties from the Bruce Highway, as throughout this area traffic noise from the Highway dominates. Based on the calculations detailed in this report all potential noise sources associated with the proposed service station and associated shop and a fast food premises comply with the noise limits at all of the above closest residences, for the complete 24-hour day. To achieve this compliance with the noise limits no additional noise control measures are required. RECOMMENDATION It is recommended that, from an environmental noise perspective, the proposed service station and associated shop and a fast food premises be approved, with no noise control measures required for 24- hour operation. All of the above equipment is Type 1 in accordance with the requirements of Australian Standard AS
1259-1990, Acoustics – Sound Level Meters, as required by Australian Standard AS 1055.1-1997.
Measurement Equipment Settings
The above equipment was used with the following settings:
Detector: RMS
Time Weighting: FAST
Frequency Weighting: A
Sound Incidence: FRONTAL
Microphone sensitivity: -27.3 dB
Range: 10-90 dB.
Calibration
The sound level meter was calibrated to the required value of 93.8 dB at 1000 Hz immediately before
and after the noise level measurements were conducted. At no time was an adjustment of more than
0.5 dB required. This complies with the requirements of the Australian Standard.
Monitoring Location
Monitoring Location A was on the front (eastern) boundary of the private residential property at 72
Ferrells Road, Cooroy with the microphone elevated 1.8 metres above ground level. The permission of
the owner to locate the noise logger on their property is appreciated and acknowledged. Ambient noise
levels at this location would be representative of the ambient noise levels at all of the closest residences
to the subject site with a similar separation distance from the Bruce Highway. Refer Figure 1 for further
details.
Atmospheric Conditions
Throughout the ambient noise level study, atmospheric conditions complied with the requirements of the
Australian Standard.
