Environmental Noise Level Impact Assessment for Proposed Medical Centre, 45 Maple Street, Cooroy Page 1 of 20

INTRODUCTION

The subject site at 45 Maple Street, Cooroy (Lot 15 on C5605 and Lot 1 on RP 99323) currently has a
residence on it, which will be removed to make way for the proposed medical centre, which will
comprise:

        basement carpark;
     ground floor carparking, lobby and medical centre.

The subject site is adjoined to the west on the opposite side of Maple Street by other medical
associated facilities/commercial premises, as well as to the north and east. The closest residential to
the subject site are to the south and east.

Potential noise sources associated with the proposed medical centre include:

        plant and equipment (mainly air-conditioning units);
        carpark activity;
        delivery vehicle;
        waste collection.

The proposed hours of operation for the medical centre will be predominantly daytime, with some
possibility of evening activity as well.

To establish appropriate noise limits an un-attended noise logger was left on site from Wednesday 29
January to Tuesday 4 February 2020. The results of this ambient noise assessment would be
representative of the current ambient noise levels at the residential properties adjoining the subject site
to the south and east.

This report details all potential noise sources associated with the proposed medical centre, source noise
levels, ambient noise levels, noise limits, noise level impact and any required noise control measures.

In preparing this report, the following drawings, prepared by Blackburne Jackson, project number 1598,
issue 01 and dated 4 March 2020, were referenced:

        1598-PD03:         Basement Plan;
        1598-PD04:         Floor Plan – Level 1.

Refer Figure 1 for locality plan, closest residences and monitoring location A, Figure 2 for the proposed
basement plan and Figure 3 for the proposed Level 1 floor plan, including the location of the SRV
parking and waste.

CRITERIA

Measurements and Calculations

All noise level measurements were conducted in accordance with the following:

   general requirements of the Queensland environmental protection legislation;
   Environmental Protection (Noise) Policy 2019;
   Noosa Council’s applicable planning criteria;
 Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
    4, August 2013; and
 Australian Standard AS 1055-2018, Acoustics – Description and Measurement of Environmental
    Noise.

Noise Limits

Noise from the proposed medical centre has the potential to noise impact the adjoining residential uses.
The Noosa Plan does not contain any specific noise limit criteria relative to this proposed development
and, therefore, the requirements of the Queensland Environmental Protection legislation has been relied
upon.

In accordance with the Environmental Protection Act 1994 Default Noise Standards the noise limits for
air-conditioning units (same noise limits assumed for any exhaust fans as well) are:

        daytime (0700 to 1800 hours):                   background (LA90) + 5 dB(A);
        evening (1800 to 2200 hours):                   background (LA90) + 5 dB(A);
        night-time (2200 to 0700 hours):                background (LA90) + 3 dB(A).

In accordance with Schedule 1 of the Environmental Protection (Noise) Policy 2019, the Acoustic
Quality Objectives criteria are as follows:

     Acoustic quality objectives, daytime and evening, external to dwelling:
            o 50 dB(A) LAeq,adj,1H;
            o 55 dB(A) LA10,adj,1H; and
            o 65 dB(A) LA1,adj,1H;

     Acoustic quality objectives, daytime and evening, inside dwelling:
            o 35 dB(A) LAeq,adj,1H;
            o 40 dB(A) LA10,adj,1H; and
            o 45 dB(A) LA1,adj,1H;

     Acoustic quality objectives, night-time, inside dwelling:
            o 30 dB(A) LAeq,adj,1H;
            o 35 dB(A) LA10,adj,1H; and
            o 40 dB(A) LA1,adj,1H;

For the night-time period the internal noise criteria needs to be converted to be equivalent to outside the
closest residential. Allowing a 5 dB(A) noise level reduction from outside to inside (based on all of the
windows fully open and in accordance with the Queensland Environmental Protection Agency
Ecoaccess Guideline Planning for Noise Control) the internal criteria would be equivalent to the
following levels external to the dwelling:

Night-time

              o    35 dB(A) LAeq,adj,1H;
              o    40 dB(A) LA10,adj,1H; and
              o    45 dB(A) LA1,adj,1H.

AMBIENT NOISE LEVELS

Table 1 details the results of the ambient noise levels at Monitoring Location A with the microphone
elevated 1.6 metres above ground level. The results of this ambient noise assessment would be
representative of the ambient noise levels at the adjoining residential to the south and south-east.

For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekday and weekend, refer Appendix A, whilst Appendix B details all of the results
of the ambient noise level measurements.

With respect to noise the following should be noted:

        daytime:           0700 to 1800 hours;
        evening:           1800 to 2200 hours;
        night-time:        2200 to 0700 hours;
     ‘A’ weighted: adjustment made by the sound level meter to the measured noise to
                            correspond to the response of the human ear. This adjustment is
                            standardised by international noise standards;
     LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
                            pressure level for the measurement period ‘T’;
     LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
                            period ‘T’;
     LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
                            period ‘T’, which is an approximation of the ‘average of the maximum noise
                            levels’;
     LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
                            period ‘T’, which is an approximation of the ‘average of the minimum noise
                            levels’, which is also known as the ‘background’ noise level.

Based on the above average background sound levels the noise limits (Default Noise Standards) for air-
conditioning units (and any exhaust fans) would be:

        daytime (0700 to 1800 hours):                   45.5 + 5 = 51 dB(A) LAeq,adj,T;
        evening (1800 to 2200 hours):                   48.9 + 5 = 54 dB(A) LAeq,adj,T;
        night-time (2200 to 0700 hours):                39.8 + 3 = 43 dB(A) LAeq,adj,T.

The Acoustic Quality Objective criteria, for the same time periods, are:

        daytime (0700 to 1800 hours):                   50 dB(A) LAeq,adj,1H;
        evening (1800 to 2200 hours):                   50 dB(A) LAeq,adj,1H;
        night-time (2200 to 0700 hours):                35 dB(A) LAeq,adj,1H.

Therefore air-conditioner and fan noise compliance with the Acoustic Quality Objectives will also result
in compliance with the Default Noise Standards.

SOURCE NOISE LEVELS

From previous noise level measurements conducted by the consultant of general vehicle activities,
loading activities, people noise, etc typical source noise levels, adjusted to be equivalent to a 15-minute
period (as the following noise sources would only occur infrequently during any 15-minute period), are:

        car driving on site:                  40 dB(A) LAeq,adj,1H, 48 dB(A) LA1,adj,1H and 43 dB(A) LA10,adj,1H @
                                               8 metres;
        car door closing:                     39 dB(A) LAeq,qdj,1H, 46 dB(A) LA1,adj,1H and 42 dB(A) LA10,adj,1H @
                                               30 metres;
        car engine starting:                  39 dB(A) LAeq,qdj,1H, 46 dB(A) LA1,adj,1H and 42 dB(A) LA10,adj,1H @
                                               30 metres;
        people laughing, talking, etc:        52 dB(A) LAeq,adj,1H, 58 dB(A) LA1,adj,1H and 55 dB(A) LA10,adj,1H @
                                               8 metres;
        SRV driving:                          45 dB(A) LAeq,adj,1H, 52 dB(A) LA1,adj,1H and 48 dB(A) LA10,adj,1H @
                                               8 metres;
        SRV unloaded:                         50 dB(A) LAeq,adj,1H, 58 dB(A) LA1,adj,1H and 53 dB(A) LA10,adj,1H @
                                               8 metres;
        waste collection:                     65 dB(A) LAeq,adj,1H, 72 dB(A) LA1,adj,1H and 68 dB(A) LA10,adj,1H
                                               @ 8 m.

With respect to air-conditioning plant it has been assumed that this would be located in the basement
carpark. The noise level of the air-conditioning condenser has been assumed to be 80 dB(A) LWA,
which is equivalent to 62 dB(A) LAeq,adj,1H, 64 dB(A) LA1,adj,1H and 63 dB(A) LA10,adj,1H at 3 metres.

It has also been assumed that there would be three air-conditioning condensers.

        55 dB(A) LA10,adj,1H; and
        65 dB(A) LA1,adj,1H;

All of the above noise criteria are complied with at the closest residence to the south, provided that
there is an acoustic barrier on the common boundary with this residence. This acoustic barrier must
provide a noise level reduction of at least 8 dB(A).

NOISE CONTROL

To control the noise from the subject site to the closest residential, no additional noise control measures
are required for the closest residence to the east, but an acoustic barrier is required for the closest
(adjoining) residence to the south. This acoustic barrier must provide a noise reduction of at least 8
dB(A).

By path difference calculation an acoustic barrier 1.5 metres high on top of the retaining wall will provide
the required noise reduction. This acoustic barrier must be located as per Figure 4, be continuous and
gap free and have a minimum surface area density of 12.5 kg/m 2. The height of this acoustic barrier is
referenced to the top of the retaining wall.

CONCLUSIONS

All existing structures on the subject site at 45 Maple Street, Cooroy will be removed to make way for
the proposed medical centre, which will comprise:

        basement carpark;
     ground floor carparking, lobby and medical centre.

The subject site is adjoined to the west on the opposite side of Maple Street, to the north and to the east
by other medical associated facilities/commercial premises. The closest residential to the subject site
are to the south and east.

Potential noise sources associated with the proposed medical centre include:

        plant and equipment (mainly air-conditioning units);
        carpark activity;
        delivery vehicle;

For all of the different potential noise sources and their assumed location and separation distance to the
closest residences to the east and south, noise level impact was calculated and compared to the noise
limit criteria (Default Noise Standards and the Acoustic Quality Objectives for the daytime and evening).
At the closest residence to the east all potential noise sources comply with the nominated noise limits,
for the daytime and evening period, with no additional noise control measures in place. For the closest
(and adjoining) residence to the south an acoustic barrier is required. This acoustic barrier must be
located on top of the retaining wall, be 1.5 metres high (relative to the top of the retaining wall),
continuous and gap free and have a minimum surface area density of 12.5 kg/m2. Refer to Figure 4 for
the location of this acoustic barrier.

Once the location and selection of air-conditioning plant (and any other plant and equipment) has been
decided an acoustic consultant should re-calculate noise impact to ensure that the nominated noise
limits are complied with.

RECOMMENDATION

It is recommended that, from an environmental noise perspective, the proposed medical centre at 45
Maple Street, Cooroy be approved, provided that the noise control measures detailed in this report are
incorporated into this development.

                    APPENDIX A: AMBIENT NOISE MEASUREMENTS, LOCATION A

Measurement Equipment

The following equipment was used to conduct the ambient noise level study at Monitoring Location A:

 Bruel and Kjaer Type 2250 L Hand Held Analyzer – Serial No. 3003254, with Type BZ 7131, BZ
    7132 and BZ 7133 Software and Prepolarised free-field ½” microphone, Type 4189, Serial No.
    2887684;

   Bruel and Kjaer Type 3592 outdoor microphone kit, including Type UA1404 outdoor microphone;

 Bruel and Kjaer Type AO 0442 ten metre microphone extension cable; and

 Bruel and Kjaer Type 4231 Sound Level Calibrator, Serial No. 3011409.

All of the above equipment is Type 1 in accordance with the requirements of Australian Standard AS
1259-1990, Acoustics – Sound Level Meters, as required by Australian Standard AS 1055.1-1997.

Measurement Equipment Settings

The above equipment was used with the following settings:

   Detector:                         RMS
   Time Weighting:                   FAST
   Frequency Weighting:              A
   Sound Incidence:                  FRONTAL
   Microphone sensitivity:           51.438 mV/Pa

Calibration

The sound level meter was calibrated to the required value of 93.8 dB at 1000 Hz immediately before
and after the noise level measurements were conducted. At no time was an adjustment of more than
0.5 dB required. This complies with the requirements of the Australian Standard.

Monitoring Location

Monitoring Location A was approximately located in the north-west corner of adjoining Lot 103, which
would be representative of the closest part of the future residential lot and most distant from Kawana
Way and the influence of traffic noise. At monitoring location A the microphone was elevated 1.6
metres above ground level. Refer Figure 1 for further details.

Atmospheric Conditions

Throughout the ambient noise level studies, atmospheric conditions generally complied with the
requirements of the Australian Standard. Refer Appendix C for further details. Whilst there was some
rainfall during the monitoring period, this was minimal and as it did not affect the ambient noise levels
there was no need to exclude it from the averaging process.
