                                                             118 Poinciana Avenue Tewan n,
                                                                Applica on MCU23/0090

As a resident of ‘Boathouse’ in Blakesley St we are directly opposite Lot 3 & the proposed
new outdoor dining area. As a consequence we are signi cantly impacted by the proposed
changes and while we generally feel the site is long due for a revamp the current applica on
does not su ciently address the following issues.

                           Parking & Tra c
Blakesley St being part of the Tewan n town centre is already under pressure with vehicles
accessing Woolworths, shop loading zones, town centre, the park and is a major pedestrian
and cycling route. (At least 4 of the Council’s designated Scenic Cycle Routes travel up and
down Blakesley Street.) Hundreds of people of all ages on bikes, foot & mobility scooters
travel along the footpath and street each day. The street is used heavily by caravaners to
park in order to access Woolworths prior to heading over the barge and up the beach to
Double Island. Boats on trailers are also common in the street prior to accessing the
                           Tewan n Boat ramp.

Almost all of the residences in the street are older apartments with single garages which
increases the demand for street parking while people working in Tewan n look to park in
Blakesley St as there are no me restric ons. Diyan St which feeds into Blakesley St is also
used heavily for parking by workers in the town centre and in par cular used by council
employees as the exclusive council car parking is insu cient.

Any applica on made needs to consider these issues and provide su cient resolu on to
ensure that the expected increase in patrons does not further exasperate these problems.

We also need to ensure that the many cyclists, pedestrians, mobility scooters, etc along with
cars exi ng private driveways can do so safely.

At present the proposal includes 53 onsite car parks. This is well short of the 183 car parks
required under the Noosa Plan 2020. A shor all of 130 car parks is signi cant and not even
close to what is required and therefore the current applica on does not sa sfy this
                      requirement.

                      Noise
The proposed outdoor dining courtyard, the introduc on of music/live bands, increased
vehicle tra c and overall increase in patrons will have considerable increase of noise to
Blakesley St. While the current applica on does feature some sound proo ng and minor
landscaping it is once again insu cient. At present Lot 3 is shown as being le in its current
state, a vacant block. Given it is directly in front of the proposed outdoor dining/beer garden
this area should be heavily landscaped with mature vegeta on to act as a bu er and reduce
noise spilling into the residen al areas of Blakesley St. In fact the proposed landscaping
along Blakesley St is virtually non existent. Extensive mature landscaping is required all on
the street frontage to reduce noise and light from the dining areas as well as reduce the
impact of car noise & lights entering & exi ng the car park. The applica on at present does
not su ciently address these issues.

                      Heritage Appearance of Facade
The current front appearance/facade of the building facing Poinciana St is diabolical (1970’s
Pokies entrance, etc). In no way does it represent the protected heritage of the original
establishment da ng back to the late 1800’s. Any redevelopment should incorporate
returning the facade to re ect its original heritage as best as possible. The current
applica on simply looks to repair and repaint the current 1970’s facade rather than re ect
the original building. See images below.
