Environmental Noise Level Impact Assessment of Proposed Refurbished and Extended
Sunshine Beach Surf Life Saving Club, Duke Street, Sunshine Beach Page 1 of 31
INTRODUCTION
It is proposed to fully refurbish the Sunshine Beach Surf Life Saving Club, Duke Street, Sunshine Beach
(Lot 126 on CP 845336 and Lot 5 on SP 269274), which will also include some minor extension work (in
comparison to the current footprint of the Club building, for the different floor levels). Noosa Council
have issued an information request in response to this proposed refurbishment project (dated 15 June
29017 and Council reference MCU17/0024) and, with respect to environmental acoustics, imposed the
following:
Issue
The proposed development includes extensive external decks and court areas, band area, a substantial
function room with external balcony, open air plant deck and roof top equipment and exhausts.
Accordingly the acoustic impact from the proposed development may have a detrimental effect on
surrounding land uses.
Information Required
4 A noise impact assessment prepared by a suitably qualified person which addresses noise
emissions from the operation of the proposed development including recommendations for
noise controls.
To clarify the noise limit criteria for all of the potential noise sources associated with the refurbishment of
the Sunshine Beach Surf Life Saving Club the consultant communicated with a Council Environmental
Officer, who advised the preferred criteria, namely ‘background creep’ for steady state/continuous noise
sources and time varying/non-continuous noise sources, as well as consideration of amplified music
bass frequencies using dB(C).
This report has been prepared in response to the Noosa Council Information Request and includes two
detailed 7-day ambient noise assessments from the closest residential to the north (monitoring location
A) and the closest residential to the south (monitoring location B) of the Sunshine Beach Surf Life
Saving Club, noise limit criteria, typical source noise levels, source noise levels calculated to the closest
residences, comparison with the various noise limits and, if any of the noise limits are exceeded, noise
control measures required.
Refer Figure 1 for locality plan, monitoring locations A and B and closest residences and Figures 2, 3, 4
and 5 for the proposed floor plans and roof plan for the refurbished Sunshine Beach Surf Life Saving
Club.

CRITERIA
Measurements and Calculations
All noise level measurements were conducted in accordance with the following:
• general requirements of the Queensland environmental protection legislation;
• Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
4, August 2013; and
• Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental
Noise, Part 1, General Procedures.
Noise Limit Criteria
For continuous and non-continuous noise the noise limit criteria is that of the Environmental Protection
(Noise) Policy 2008, the ‘background creep’ criteria, which is as follows:
10 Controlling background creep
(1) This section states the management intent for an activity involving noise.
(2) To the extent that it is reasonable to do so, noise from an activity must not be –
a. for noise that is continuous noise measured by LA90,T – more than nil dB(A) greater than
the existing acoustic environment measured by the LA90,T; or
b. for noise that varies over time measured by LAeq,adj,T – more than 5 dB(A) greater than
the existing acoustic environment measured by LA90,T.
With respect to the control of the bass frequencies – low frequency noise – the criteria adopted by the
Brisbane City Council is considered the most appropriate – Table 9.3.3.3.G of City Plan 2014, Centre or
Mixed Use Code, refers. In accordance with this criteria and relevant to the following different
classifications of residential, at the boundary of that residential:
• low density residential zone;
• low-medium density residential zone;
• medium density residential zone
the noise limits are:
• daytime (0700 to 1800 hours): 65 dB(C) LCeq,adj,11H;
• evening (1800 to 2200 hours): 65 dB(C) LCeq,adj,4H;
• night-time (2200 to 0700 hours): 60 dB(C) LCeq,adj,9H.
These are the noise limits that have been adopted in this report to account for the low frequency/bass
noise levels of the amplified music which will occur at the Sunshine Beach Surf Life Saving Club.

AMBIENT NOISE LEVELS, MONITORING LOCATION A
Table 1 details the range and average ambient noise levels at Monitoring Location A (north of the
Sunshine Beach Surf Life Saving Club at Costa Nova, 1 Belmore Terrace, Sunshine Beach). This
monitoring location was on the south/south-east facing balcony of Unit 5, with direct line of sight to the
Sunshine Beach Surf Life Saving Club, first floor level of Costa Nova, with the microphone elevated 1.6
metres above balcony level. The results of this ambient noise assessment would be representative of
the ambient noise levels at the residential to the north and west of the Sunshine Beach Surf Life Saving
Club.
For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekdays and weekend, refer Appendix A, whilst Appendix B details all of the key
parameter results of the ambient noise level measurements.
With respect to noise the following should be noted:
• daytime: 0700 to 1800 hours;
• evening: 1800 to 2200 hours;
• night-time: 2200 to 0700 hours;
• ‘A’ weighted: adjustment made by the sound level meter to the measured noise to
correspond to the response of the human ear. This adjustment is
standardised by international noise standards;
• LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
pressure level for the measurement period ‘T’;
• LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
period ‘T’;
• LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
period ‘T’, which is an approximation of the ‘average of the maximum noise
levels’;
• LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
period ‘T’, which is an approximation of the ‘average of the minimum noise
levels’, which is also known as the ‘background’ noise level.

It should be noted that for the ambient noise assessment there were no adverse weather conditions
(such as rain – no rain for all days of sampling) or extraneous noise events which warranted any of the
collected noise data to be excluded from the averaging process. Refer Appendix E for meteorological
details for the closest recording station to Sunshine Beach, namely Double Island Point.
AMBIENT NOISE LEVELS, MONITORING LOCATION B
Table 2 details the range and average ambient noise levels at Monitoring Location B, between the
residence and the beach at 9 Webb Road, Sunshine Beach, with the microphone elevated 1.6 metres
above ground level. The results of this ambient noise assessment would be representative of the
ambient noise levels at those residences south of the Sunshine Beach Surf Life Saving Club and
adjacent to the beach.
For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekdays and weekend, refer Appendix C, whilst Appendix D details all of the key
parameter results of the ambient noise level measurements.

It should be noted that for the ambient noise assessment there were no adverse weather conditions
(such as rain – no rain except for 1.0 mm on Thursday 6 July, which did not adversely impact any of the
above average noise levels) or extraneous noise events which warranted any of the collected noise
data to be excluded from the averaging process. Refer Appendix E for meteorological details for the
closest recording station to Sunshine Beach, namely Double Island Point.
APPLICABLE NOISE LIMITS
Based on the quietest of the average background (LA90,T) sound levels for monitoring locations A and B
(monitoring location A was the quieter) the applicable noise limits for all of the closest residential to the
Sunshine Beach Surf Life Saving Club are:
• continuous/steady state noise:
o daytime (0700 to 1800 hours): 57 dB(A) LA90,T;
o evening (1800 to 2200 hours): 56 dB(A) LA90,T;
o night-time (2200 to 0700 hours): 55 dB(A) LA90,T;

• non-continuous/time varying noise:
o daytime (0700 to 1800 hours): 57 + 5 = 62 dB(A) LAeq,adj,T;
o evening (1800 to 2200 hours): 56 + 5 = 61 dB(A) LAeq,adj,T;
o night-time (2200 to 0700 hours): 55 + 5 = 60 dB(A) LAeq,adj,T;
• amplified music:
o daytime (0700 to 1800 hours): 65 dB(C) LCeq,adj,11H;
o evening (1800 to 2200 hours): 65 dB(C) LCeq,adj,4H;
o night-time (2200 to 0700 hours): 60 dB(C) LCeq,adj,9H.
TYPICAL SOURCE NOISE LEVELS
For the proposed refurbishment of the Sunshine Beach Surf Life Saving Club the adopted source noise
levels are:
• plant and equipment (L90,T):
o airconditioning unit condenser deck 85 dB(A) LWA;
o refrigeration unit condenser deck 85 dB(A) LWA;
o large cassette airconditioning unit 70 dB(A) LWA;
o kitchen exhaust fan 70 dB(A) LA90,T @ 3 metres;
o toilet exhaust fan 65 dB(A) LA90,T @ 3 metres;
• vehicle/carpark activity:
o car driving in carpark: 46 dB(A) LAeq,adj,T @ 8 m;
o car door closing: 48 dB(A) LAeq,adj,T @ 30 m;
o car engine starting: 48 dB(A) LAeq,adj,T @ 30 m;
o people laughing and talking: 56 dB(A) LAeq,adj,T @ 10 m;
o delivery truck: 60 dB(A) LAeq,adj,T @ 8 m;
• patron noise:
o small group laughing, talking: 60 dB(A) LAeq,adj,T @ 10 m;
o large group, including some yelling: 70 dB(A) LAeq,adj,T @ 10 m;
The maximum permissible level for amplified entertainment will be determined from the applicable noise
limits, building constrains and separation distance, but for small acts (soloist, duo, etc) a noise level of
approximately 90 to 95 dB(C) at 3 metres from the source would be what is generally required, and for
larger acts, bands and DJs a noise level of 100+ dB(C) at 3 metres from the source would be
preferable.
NOISE LEVEL IMPACT
Plant and Equipment
Based on plant and equipment (continuous or steady state noise source) noise limits of 57, 56 and 55
dB(A) LA90,T for the daytime, evening and night-time periods respectively, the noise level impact at the
closest residential to the Sunshine Beach Surf Life Saving Club are:
• closest residential to the north:
o airconditioning: 85 dB(A) LWA – 44 (separation distance of 64 metres) + 3 (two
condenser units) = 44 dB(A);
o refrigeration: 85 dB(A) LWA – 44 (separation distance of 64 metres) + 3 (two
condenser units) = 44 dB(A);

o kitchen exhaust: 70 dB(A) @ 3 m – 27 (separation distance of 64 m) = 43 dB(A);
o toilet exhausts: 65 dB(A) @ 3 m – 27 (separation distance of 64 m) + 6 (four
fans) = 44 dB(A);
o combined noise level: 44 + 44 + 43 + 44 = 50 dB(A) LA90,T;
• closest residential to the west:
o airconditioning: 85 dB(A) LWA – 45 (separation distance of 70 metres) + 3 (two
condenser units) = 43 dB(A);
o refrigeration: 85 dB(A) LWA – 45 (separation distance of 70 metres) + 3 (two
condenser units) = 43 dB(A);
o kitchen exhaust: 70 dB(A) @ 3 m – 27 (separation distance of 70 m) = 43 dB(A);
o toilet exhausts: 65 dB(A) @ 3 m – 27 (separation distance of 70 m) + 6 (four
fans) = 44 dB(A);
o combined noise level: 43 + 43 + 43 + 44 = 49 dB(A) LA90,T;
• closest residential to the south:
o airconditioning: 85 dB(A) LWA – 41 (separation distance of 46 metres) + 3 (two
condenser units) = 47 dB(A);
o refrigeration: 85 dB(A) LWA – 41 (separation distance of 46 metres) + 3 (two
condenser units) = 47 dB(A);
o kitchen exhaust: 70 dB(A) @ 3 m – 24 (separation distance of 46 m) = 46 dB(A);
o toilet exhausts: 65 dB(A) @ 3 m – 24 (separation distance of 46 m) + 6 (four
fans) = 47 dB(A);
o combined noise level: 47 + 47 + 43 + 47 = 52 dB(A) LA90,T;
For the closest residential to the north, west and south of the proposed refurbished Sunshine Beach
Surf Life Saving Club the combined noise of all of the continuous noise sources complies with the
noise limits for the complete 24-hour day. Therefore, for all continuous noise sources, no additional
noise control measures are required.
Time Varying Noise Sources
For the time varying noise sources, their noise limits are 62, 61 and 60 dB(A) LAeq,adj,T for the daytime,
evening and night-time respectively. The different time varying noise source levels at the closest
residential has been calculated as follows:
• closest residential to the north:
o patrons, The Deck: 70 dB(A) LAeq,adj,T @ 10m – 17 (separation distance of 70
metres) = 53 dB(A);
o patrons, Upper Court: 70 dB(A) LAeq,adj,T @ 10m – 15 (separation distance of 55
metres) = 55 dB(A);
o patrons, Gaming DOSA: 60 dB(A) LAeq,adj,T @ 10m – 17 (separation distance of 70
metres) – 8 (intervening building structure) = 35 dB(A);
o carpark:
▪ car driving: 46 dB(A) LAeq,adj,T @ 8 m – 9 (separation distance of 22 m) = 37
dB(A);

51 dB(A);
▪ car door: 48 dB(A) LAeq,adj,T @ 30m + 3 (separation distance of 22 m) =
51 dB(A);
▪ people: 56 dB(A) LAeq,adj,T @ 10m – 7 (separation distance of 22 m) =
49 dB(A);
▪ delivery: 60 dB(A) LAeq,adj,T @ 8 m – 9 (separation distance of 22 m) = 51

For the closest residential to the north, west and south of the proposed refurbished Sunshine Beach
Surf Life Saving Club the noise of all of the different time varying noise sources complies with the
noise limits for the complete 24-hour day. Therefore, for all time varying noise sources, no additional
noise control measures are required.
Amplified Music
It is likely that there could be amplified music in one or more of the following areas of the refurbished
Sunshine Beach Surf Life Saving Club:
• external:
o The Deck;
o Upper Court;
• internal:
o The Snug/Dining;
o Gaming (noise of machines);
o Function Room.
David Moore & Associates Pty Ltd Our reference: R17049/D3248/Rev.0/21.07.17
Page 18
The Surf Club Sunshine Beach

The amplified music noise limits are 65 dB(C) LCeq,adj,T for the daytime and evening and 60 dB(C)
LCeq,adj,T for the night-time periods, with this noise limit criteria designed to specifically account for the
bass/low frequency component of the amplified entertainment.
For the two external areas where it could be possible to have amplified entertainment, the predicted
maximum permissible amplified music noise levels for these two areas are:
• The Deck:
o closest residential to north: 65 dB(C) + 27 (3m to separation distance of 70m) = 92
dB(C) @ 3 metres from the speakers;
o closest residential to west: 65 dB(C) + 30 (3m to separation distance of 95m) = 95
dB(C) @ 3 metres from the speakers;
o closest residential to south: 65 dB(C) + 25 (3m to separation distance of 50m) = 90
dB(C) @ 3 metres from the speakers;
• Upper Court:
o closest residential to north: 65 dB(C) + 25 (3m to separation distance of 55m) = 90
dB(C) @ 3 metres from the speakers;
o closest residential to west: 65 dB(C) + 29 (3m to separation distance of 89m) + 8
(intervening building structure) = 102 dB(C) @ 3
metres from the speakers;
o closest residential to south: 65 dB(C) + 25 (3m to separation distance of 55m) = 90
dB(C) @ 3 metres from the speakers;
For the external areas the above calculations are for amplified entertainment during the daytime and
evening, with the maximum permissible volume for amplified entertainment on The Deck or the Upper
Court being the lowest of the above calculated values, namely:
• The Deck: 90 dB(C) LCeq,adj,T @ 3 metres from the speakers;
• Upper Court: 90 dB(C) LCeq,adj,T @ 3 metres from the speakers.
If there was to be any amplified entertainment in either of these two external areas during the night-time
period then the permissible maximum volume would be 5 dB(C) less, namely 85 dB(C) LCeq,adj,T.
For the internal areas and in particular The Snug/Dining area, amplified entertainment (with the
entertainment located in the corner denoted ‘Band’ on the floor plan) could occur with all of the
multifold/stacking doors open. If this was the case then the amplified music noise limit for this area
would be 5 dB(C) greater than for The Deck, namely 95 dB(C) LCeq,adj,T @ 3 metres from the speakers
during the daytime and evening and 90 dB(C) @ 3 metres from the speakers during the night-time, for
the speakers located in the ‘band’ area.
For this same area but with all of the multifold/stacking doors closed the amplified music noise limit for
this area would be 15 dB(C) greater than for The Deck, namely 105 dB(C) LCeq,adj,T @ 3 metres from the
speakers during the daytime and evening and 100 dB(C) @ 3 metres from the speakers during the
night-time, for the speakers located in the ‘band’ area.
For the Function Room, with all of the windows closed, the amplified music noise limit for this area
would also be 15 dB(C) greater than for The Deck, namely 105 dB(C) LCeq,adj,T @ 3 metres from the
speakers during the daytime and evening and 100 dB(C) @ 3 metres from the speakers during the
night-time.

For the Gaming Room the greatest potential noise impact is relative to the closest residential to the
west. The amplified music from the machines in the Gaming Room should not exceed:
• daytime and evening: 65 dB(C) + 28 (3m to separation distance of 72m) + 5 (inside to outside
via open door to DOSA) = 98 dB(C) LCeq,adj,T @ 3 metres from the noise
source;
• night-time: 60 + 28 + 5 = 93 dB(C) LCeq,adj,T @ 3 metres from the noise source.
NOISE CONTROL
Based on the measured ambient noise levels at the closest residential to the north and south of the
Sunshine Beach Surf Life Saving Club noise limits have been determined for the daytime, evening and
night-time for the closest residential, which are to the north, west and south of the subject site.
For all potential steady state/continuous noise sources, as well as all potential time varying noise
sources, the noise limits are complied with for the complete 24-hour day. Therefore, for all of these
noise sources, no additional noise control measures are required.
For amplified entertainment maximum permissible noise levels have been calculated relative to 3
metres from the speakers to achieve compliance with the dB(C) noise limits at the closest residential.
Provided these maximum amplified music noise levels are not exceeded, no further noise control
measures are required for amplified entertainment, be it inside or externally on The Deck or Upper
Court area.
CONCLUSIONS
It is proposed to fully refurbish the Sunshine Beach Surf Life Saving Club, Duke Street, Sunshine Beach
(Lot 126 on CP 845336 and Lot 5 on SP 269274), which will also include some minor extension work (in
comparison to the current footprint of the Club building, for the different floor levels). Noosa Council
have issued an information request in response to this proposed refurbishment project (dated 15 June
29017 and Council reference MCU17/0024), and part of this information request requires the
preparation of a noise report.
This report has been prepared in response to the Noosa Council Information Request and includes two
detailed 7-day ambient noise assessments from the closest residential to the north (monitoring location
A) and the closest residential to the south (monitoring location B) of the Sunshine Beach Surf Life
Saving Club, noise limit criteria, typical source noise levels, source noise levels calculated to the closest
residences, comparison with the various noise limits and, if any required noise control measures.
Potential noise sources for the refurbished Sunshine Beach Surf Life Saving Club are:
• steady state noise sources:
o airconditioning plant;
o refrigeration plant;
o exhaust fans (kitchen and toilet);
• time varying noise sources:
o patrons laughing, talking and yelling;
o carpark activities:
▪ car driving;
▪ car door closing;
▪ car engine starting;
▪ people laughing and talking;
▪ delivery vehicle;

• amplified entertainment, both outside and inside.
The noise limit criteria for both the steady state and time varying noise sources was in accordance with
the ‘background creep’ criteria of the Environmental Protection (Noise) Policy 2008, whilst the amplified
music noise limit was based on the low frequency noise limit criteria of the Brisbane City Council, to
ensure that the bass frequency noise impact of amplified entertainment was adequately accounted for.
All potential source noise levels were calculated to the closest residential to the north, west and east of
the proposed refurbished Sunshine Beach Surf Life Saving Club, from the closest potential location for
each of the noise sources to the closest part of the residential building.
All steady state and time varying noise sources comply with the daytime, evening and night-time noise
limits at all of the closest residential, with no additional noise control measures required.
For amplified entertainment the following noise limits, relative to 3 metres from the speakers, were
calculated:
• The Deck:
o daytime and evening: 90 dB(C) LCeq,adj,T;
o night-time: 85 dB(C) LCeq,adj,T;
• Upper Court:
o daytime and evening: 90 dB(C) LCeq,adj,T;
o night-time: 85 dB(C) LCeq,adj,T;
• The Snug/Dining, with amplified entertainment set up in the ‘band’ area;
o all multifold/stacking doors fully OPEN;
▪ daytime and evening: 90 dB(C) LCeq,adj,T;
▪ night-time: 85 dB(C) LCeq,adj,T;
o all multifold/stacking doors CLOSED;
▪ daytime and evening: 105 dB(C) LCeq,adj,T;
▪ night-time: 100 dB(C) LCeq,adj,T;
• Function Room, with all windows CLOSED and access door to the balcony CLOSED:
o daytime and evening: 105 dB(C) LCeq,adj,T;
o night-time: 100 dB(C) LCeq,adj,T.
Compliance with the above noise limits at 3 metres from the speakers will also result in noise limit
compliance at all of the closest residential to the proposed refurbished Sunshine Beach Surf Life Saving
Club.
RECOMMENDATION
It is recommended that, from an environmental noise perspective, the proposed refurbishment of the
Sunshine Beach Surf Life Saving Club be approved, provided the noise control measures detailed in
this report are incorporated into this development.
