THE SITE AND ITS CONTEXT
LOCALITY
The site is formally described as Lot 218 on MCH186 and is located at 332 Eastern Branch Road in Kin Kin. The
site covers an area of 19.65ha and is covered by grass with heavy vegetation along the creek and throughout
the site. The site is zoned rural under the Noosa Plan (2020). The development is identified in Figure 1.
The total area of the subject lot is 19.65ha with the elevation range between 175m AHD in the south west to
80.0m AHD towards the south east boundary.
Stormwater runoff from the site overland flows to the existing creek systems that runs through the property.
Several existing culvert crossings are noted throughout the property to enable vehicle access across these
waterways.
The defined drainage paths over the property consist of both ephemeral and constantly running waterways.
It is noted that the waterway crosses the Eastern Branch Road in numerous locations to the north and south
of the property and is prone to flooding during prolonged rain events. During such times, the risk of temporary
isolation to residents living in these surrounds is well recognised.

THE DEVELOPMENT
The development will consist of three (3) freestanding cabins as shown on the BTC Design Drafting plans
provided in Appendix A. The floor level of each unit is elevated above the existing ground level and access to
the units is restricted to pedestrian traffic via proposed walkways. Emergency and maintenance vehicle access
is available via the existing access that links the proposed cabins to the existing dwelling. The proposed
development is shown in Figure 2.

FLOOD AND FIRE MANAGEMENT
NATURE OF THE FLOOD THREAT
The project site is covered by grass with heavy vegetation along the creek and throughout the site. Several
cleared areas with long grass are scattered throughout the property along with vehicle tracks access to each
of these areas. Cattle yards are present on the property and an existing residential dwelling is located in the
north at an elevation of approximately 98m AHD. A non-habitable shed is located to the south of the dwelling
at approximately 86m AHD. Both structures are connected to the Eastern Branch Road by a gravel access road.
This road traverses the waterway via an existing concrete culvert crossing.
The existing driveway location to the dwelling (3 x 600 RCP) and the existing crossing to the proposed units
would be inaccessible during design storm events. However, the existing culvert (1500 x 900 RCBC) linking the
existing dwelling/managers residence to the cabin locations is immune to flooding for all design events.
Considering the flooding which would be occurring external to the site - along the Eastern Branch Road - which
would restrict access to the property during rain events, the only consideration should be for clients who are
already at the accommodation and are obliged to seek refuge.
It could therefore be considered the location of the existing dwelling/managers residence at a much higher
elevation would provide suitable protection during such times until water levels resided.
SOURCES OF FLOOD INTELLIGENCE
The following sources of flood intelligence will be used:
• The Bureau of Meteorology (BOM) flood warning system
• The Noosa Council flood warning system
• Local media reports
• Social media
CONSIDERATIONS FOR FLOOD MANAGEMENT
Considerations and strategies for flood management of the site would include the flood proofing of the cabins
by keeping them outside the riparian zone and elevating the above the existing ground for further surety.

Page 7
PROCEDURES TO MANAGE THE FLOOD RISK
The following procedures will be used to manage the flood risk:
• Evacuation of the site if necessary
• Protection of assets from flooding
• Restoration of the site after flooding
• Sheltering in place: If the floodwaters are expected to reach a depth of less than 1 meter, people could
be advised to shelter in place.
• Based on flood intelligence provided, flood evacuation could be considered by residents however safe
refuge to the existing dwelling is predicted and access available via the proposed walking track
• Emergency responses and assistance to those affected would be provided by the Noosa Council and
relevant emergency services.
NATURE OF THE FIRE THREAT
The project site is covered by grass with heavy vegetation along the creek and throughout the site. Several
cleared areas with long grass are scattered throughout the property along with vehicle tracks access to each
of these areas. These dense areas of bushland both on the property and adjacent to the property pose a threat
of fire hazard.
SOURCES OF FIRE INTELLIGENCE
The following sources of flood intelligence will be used:
• The Queensland Fire Service warning systems
• Noosa Council warning systems
• Local media reports
• Social media
CONSIDERATIONS FOR FIRE MANAGEMENT
Considerations and strategies for fire management of the site would include locating the cabins in cleared
areas outside the bushfire hazards zones, managing fuel loads and vegetation and maintaining access to tracks
and fire breaks.
During times of high-risk bushfire, the elimination of possible ignition sources, the restriction of fuel sources
and the awareness of current circumstances and partnerships with adjacent landowners is encouraged. The
enablement of a prompt and effective suppression response to an outbreak is also recommended.

PROCEDURES TO MANAGE THE FIRE RISK
The following procedures will be used to manage the fire risk:
• the elimination of possible ignition sources
• the restriction of fuel sources and the awareness of current circumstances
• Evacuation of the site if necessary
• Protection of assets from fire
• Restoration of the site after fire
• Sheltering in place: If the fires are located such that evacuation is not an option, people could be
advised to shelter in place.
• Based on fire intelligence provided, evacuation could be considered if directed by the QFS
• Emergency responses and assistance to those affected would be provided by the Noosa Council and
relevant emergency services
ROLES AND RESPONSIBILITIES
The following roles and responsibilities will be in place before, during, and after fire and flood episodes:
• The site manager will be responsible for coordinating fire and flood response activities and will be
responsible for carrying out fire response activities.
• The Noosa Council and relevant emergency services will provide support to the site during fire and
flood episodes.
• Post fire and flood recovery where required, will be arranged by the site manager.
ASSISTED MOVEMENT FOR DISABLED, FRAIL OR ELDERLY
The assisted ease of movement of the frail, aged and those that are immobile/bedridden will be managed
during a fire or flood in the following ways:
• The site will have an emergency plan in place to evacuate these individuals to a safe location
• The plan would allow coordination with relevant healthcare providers and support services where
required.
• The plan will have a list of volunteers who are willing to assist with the evacuation of these
individuals and ensure the availability of necessary medical assistance
• The site will have a communication plan in place to keep these individuals informed of the flood
or fire situation.
2261 david low way, peregian beach, qld 4573 acn: 626 671 092 [email protected]
Page 9
• Depending on accessibility, evacuation from the site during a flood or fire event could take place
using a helicopter with evacuation zones located near the clearing of the proposed carpark or via
suitable vehicles along Eastern Branch Road.
TRIGGERS FOR PLAN ACTIVATION
The following triggers will be used to activate the flood or fire emergency plan:
• A flood warning from the BOM or Noosa Council
• A fire warning from the QFS
• A visual inspection of the site that indicates flooding or fire is imminent
• A report from a site manager that flooding or fire risk is occurring
EDUCATION OF WORKERS AND RESIDENTS
An emergency plan is to be prepared for the site. The plan will include flood and fire awareness training,
evacuation drills and shelter-in-place procedures. The following arrangements will be made for the education
of workers and residents about the flood emergency plan:
• The plan will be made available to all workers and residents.
• The plan will be reviewed annually and updated as necessary.
• Training will be provided to workers and residents on how to use the plan.
RESOURCES TO SHELTER IN PLACE
During a flood or fire episode the following resources will be needed to shelter in place during a flood or fire
episode:
• Food and water
• First aid supplies
• Flashlights and batteries
• Fire extinguishers
• Radios
• Batteries
• Toilet paper
• Trash bags
• Cleaning supplies
• Generator
• Tools
