straminea) and five-leaf water vine (Cissus hypoglauca). The ground stratum is dominated by native species including forest grasstree (Xanthorrhoea johnsonii), blue flax lily (Dianella caerulea) and bracken fern (Pteridium esculentum). An assessment of threatened species potentially occurring on site is provided in Appendix 6. A list of flora species recorded during the survey is given in Appendix 7. 3.3 Federal Government Values 3.3.1 Threatened Ecological Communities The EPBC Act Protected Matters Search Tool results (Appendix 2) lists two (2) Threatened Ecological Communities (TEC) as potentially occurring within a 2 km radius of the site. These TEC are described below. The Coastal Swamp Oak (Casuarina glauca) Forest of New South Wales and South East Queensland ecological community is usually found below 20 m above sea level (ASL) within 30 km of the coast. It can be found in association with other vegetation communities including mangroves, coastal salt marshes and freshwater wetlands. The vegetation community varies from forest to woodland but coastal swamp oak (Casuarina glauca) is a characteristic species (DoEE, 2018). The Lowland Rainforest of Subtropical Rainforest TEC consists of moderately tall (>20 m) to tall (>30 m) closed forest and is characterised by having a high diversity of tree and vine species. There is generally a low abundance of species from the Eucalyptus, Melaleuca and Casuarina genera. This TEC generally occurs on basalt and alluvial soils, typically more than 2 km from the coast and in areas >300 m above sea level (DSEWPaC, 2016). Relevance on site (based on results of field assessment) While the site contains flora species that occur in the above TEC, the vegetation structure, vegetation cover and overall species present within the site does not match the ecological requirements and criteria for these TECs. No TECs were observed on site during the field survey. 3.3.2 Significant Flora Species The EPBC Act Protected Matters Search Tool results (Appendix 2) lists eighteen (18) threatened flora species that have the potential to occur within a 2 km radius of the site. Xanthostemon oppositifolius was found within the property but they are located more than 100m away from the proposed dwelling and will not be impacted by the development. This species was not found as part of the 100m survey transect but as part of further ecological assessment undertaken across the whole property. Relevance on site (based on results of field assessment) An assessment of the likelihood of threatened flora species being present on site is provided in Appendix 6. This assessment was based on the presence of suitable habitat within the site and database records for each threatened species. No threatened flora species listed under the EPBC Act were identified as occurring within the clearing impact area. PR20257_EVNT_327 Kinmond Creek Road, Cootharaba Page 10
