RECOMMENDATION
That Council note the report by the Manager Revenue Services to the Planning & Organisation
Committee Meeting dated 12 September 2017 providing an overview of the July 2017 rate levy.
REPORT
Council issues rate notices to customers twice yearly (July and January). Rates and levies
represent 69% of Councils 2017/18 operating revenue budget. This report provides Council with
a summary of the July 2017 rate levy.
1. Levy Summary
Rate notices were issued on the 18 July, with a due date of the 18 August. The gross amount of
the levy was $36.6 million, which comprised of $33.5 million of Council rates and charges, and
$3.1 million for the State Emergency Management Levy (which Council passes on to the
Queensland Government). Between January 2017 and July 2017 the net increase in rateable
properties was 94 representing minimal growth of 0.3%.
In the weeks before the issue of the July levy, the waste management charges for 14,839 single
dwellings and duplex units were modified to reflect the new charging structure adopted for the
2017/18 financial year. Of these 4,749 properties had previously requested a garden waste bin,
and these properties were moved to the 3-bin service charge. A further 10,090 properties had
their charges altered to reflect the delivery of a garden waste bin in the current rollout. Further
charges were set up for the new 360 litre waste bins and the new bulk bin services and recycling
services now offered under the new contract.
