                                                                                  4.2.3 GUIDING PRINCIPLES
                                                                                  Council will continue to investigate practical long-term solutions that
                                                                                  consolidate clubs in a multi-use precinct. The precinct's guiding principles
                                                                                  are:
                                                                                  1. The Outrigger Club’s current presence within Chaplin Park can continue
                                                                                     via annual permits.
                                                                                  2. Creation of a new lease or construction of club buildings at the Chaplin
                                                                                     Park permit area is not supported.
                                                                                  3. Consolidation of non-motorised watersports clubs within a new precinct
                                                                                     is preferred. Council will liaise with the clubs to investigate co-location
                                                                                     opportunities and constraints and develop a precinct feasibility study.
                                                                                  4. New lease area requests will only be considered once a precinct plan
                                                                                     has been adopted by Council.
