PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 11 NOVEMBER 2014
Only material adjustments greater than or equal to $5,000 should be included in the
review. Items below $5,000 will not be considered materially significant and should be
met within existing budget allocations.
The business capacity to deliver the adopted works program should be considered as
part of the evaluation process for all projects. There is a community expectation that
the published works program will be delivered within the original timelines proposed
with the adopted budget, and consequently any decision to alter the proposed program
should take this into consideration.
1. Operating Budget Adjustments
There have been a number of adjustments to the operating budget proposed, but with the
overall imperative that there should be no degradation to the operating position for Council.
Key elements include:
Fees and charges – reflection of the Council decision to not impose fees for the
registration of cats.
Grants and subsidies – operating – reflection of additional grant revenue received
(offset by expenditure).
Sales and recoverable works – recognition of additional revenue obtained to fund
specific works.
Employee benefits – changes to reflect organisational changes following service
reviews undertaken.
Materials and services – additional expenditure to reflect grants and recoverable
works.
Other expenses – additional expenditure to reflect grants and recoverable works.
2. Capital Works Program Adjustments
There have been a number of adjustments to the capital works program to reflect recent
Council resolutions and the re-scheduling of works across different programs. Details for
changes to each program are outlined in the attachments. The main impact has been the
inclusion of the land purchase approved by Council at the October Ordinary Meeting, which
has been funded from cash reserves pending a further review in January 2015.
Previous Council Consideration
Council varied the original budget in August with the carry-over of uncompleted projects.
Finance & Risk
There has been a negligible change to the operating budget as a result of the proposed
budget review.
Changes to the capital program are largely funded through the rescheduling of projects,
additional grant revenue received, and from cash reserves. Capital program changes do not
impact the operating position, and the cash position is not materially impacted as a result of
this expenditure.
All financial sustainability ratios remain within (or exceed) target ranges, as outlined in the
attached Budget Financial Statements.
