EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Building and Plumbing Manager to the Planning &
Organisation Committee Meeting dated 11 November 2014 and endorse the proposed full
time position of Council Electrician.
REPORT
The purpose of this report is to seek Council’s approval to increase the overall establishment
by 1 FTE (Full Time Equivalent) and create a full time Electrical/Mechanical Technical
Officer position within the Building and Plumbing Branch.
Background
The previous Noosa Council included a full time position for the sole purpose of undertaking
electrical works on Council’s sewer pump stations, however during the water reform process,
this position and workload transferred to Unitywater.
Notwithstanding this, Council continues to engage electrical contractors to undertake all
manner of electrical/mechanical work on Council’s infrastructure in order to maintain
operational effectiveness. Council officers are continually looking at ways to reduce ongoing
costs across all areas and believe that in creating a full time electrical/mechanical position
this would reduce ongoing operational costs in this area and provide a more effective service
for Council. It is anticipated that, subject to approval, this proposal would see 60% of existing
work performed by this position with the remaining 40% continuing to be outsourced to
electrical contractors. Overall savings are conservatively estimated to be approximately
$40,000 per annum ongoing.
The following Table 1 provides an analysis of the actual costs of engaging electrical
contractors over the 8 month period January to August 2014, together with an extrapolation
for a 12 month period.
