It is accepted that the proposed development

The development is well located within Noosa Heads,
has been integrated within the site and will not cause
any significant off site impacts upon the character or
amenity of the area. Further, makes for efficient use
of land and infrastructure, which from a town
planning perspective is highly desirable. This is
particularly the case in the Noosa area, where there
are very limited development opportunities.
The Economic Impact Assessment confirms there is a
significant lack of luxury, full service hotel experiences
in the Noosa area, which suffers from a shortage of
short-stay accommodation rooms and chronic
shortage of high-end luxury accommodation 6 . The
only other full service hotel in Noosa is the Sofitel,
which was constructed in 1989.
There are a number of relevant matters that warrant
approval of the proposal, including a significant need
and considerable community benefit including
economic benefits in the short and long term. The
economic benefits are substantial, including provision
of 202 jobs and $25.7M (in GPR terms) during
construction and 14.3M (in GRP terms) and 158 jobs
once operational7.
The use of the Recreation and Open While part of the subject land is included within the
Space Zone not being for ROSZ, the land is privately owned, and not available
