29.    In summary, the proposed development complies with all of the relevant Assessment Benchmarks of the
       Noosaville Local Plan Code with no areas of non-compliance sought.


5.4    Medium Impact Industry Zone Code
30.    The subject site is located within the Venture Drive Enterprise Precinct of the Medium Impact Industry
       Zone. Under Table 5.5.10.1 Venture Drive Enterprise Precinct of the Planning Scheme, a Warehouse is a
       consistent land use but is only Code Assessable where it does not involve self-storage functions. As such,
       the proposal to extend the existing self-storage facility is subject to Impact Assessment.

31.    It is noted, however, that there is no zone in the Noosa region which supports self-storage facilities as a
       consistent land use, resulting in this activity being subject to Impact Assessment in all cases. Given that
       there is a high demand for personal goods storage facilities in the region, the subject site is a suitable
       location to meet the demand, with the southern extent of the site already being used for this purpose
       lawfully. Further, the use of the development area for self-storage will not be visible from surrounding
       sensitive use areas or prominent roads and will generally result in no new impacts for the surrounding
       area.

32.    Further, the proposal to extend the existing facility complies with the Assessment Benchmarks of the
       Medium Impact Industry Zone Code on the following basis:
              •   The proposal does not include a Food and Drink Outlet, Intensive Horticulture, Caretaker’s
                  Accommodation, non-trade Office or any other land use ancillary to the self-storage
                  Warehouse use (PO2, PO4-PO7);
              •   The proposal does not involve the delivery of any new buildings or structures (AO/PO 8-13);
              •   The development area is not visible from the major road network, being separated from
                  Eumundi Noosa Road by the existing buildings onsite (PO14);
              •   The proposed self-storage yard extension will not result in any emissions of odour, dust, air
                  pollutants, noise, light or vibrations (AO16.1, AO16.2 & PO31);
              •   The proposed self-storage yard extension will not result in adverse changes to the light, air
                  quality, noise, accessibility or other conditions enjoyed by users of associated, adjoining or
                  nearby uses (PO17);
              •   The site does not adjoin a residential zone (AO18);
              •   The site boundaries are fenced with security measures to ensure site can be locked (AO20.1 &
                  AO20.2);
              •   The proposed self-storage yard extension will maintain user safety and security of goods stored
                  onsite, with the site entrance and storage areas being well lit and lockable after hours (PO21);
              •   The use does not generate waste (AO22);
              •   The approval can be conditioned to ensure that no stored item/vehicle exceeds 4 metres high
                  (AO23);
              •   The fencing consists of a mesh material that will not be prone to vandalism or can otherwise
                  be easily replaced if vandalism should occur. Further, the fence is located behind extensive
                  landscaping in the road reserve, such that access to the fence is difficult for vandals (AO24);
              •   The illumination of outdoor areas can be conditioned to comply with the Code. It is noted that
                  the site adjoins industrial uses which do not operate at nighttime, therefore nuisance from
                  lighting will have minimal impacts if any (AO24.1 – AO24.3);
