Lake MacDonald Rowing Club DRAFT OMP Code of Conduct
Lake MacDonald Rowing Club – Draft Operational Management Plan / Code of
Conduct (Lake Macdonald Park Site)
1. Purpose
This Code of Conduct is required for Outdoor Sport and Recreation (Rowing Club). This
Code outlines mandatory behaviour and operational protocols to minimise noise and
amenity impacts on surrounding residents during early morning and late afternoon
operations.
It must be:
• implemented at all times;
• issued to all members and visitors; and
• displayed prominently at the club site.
2. Operating Limits
2.1. Attendance Restrictions
• A maximum of 14 people may be on-site at any given time. No events or activities
that attract higher numbers are permitted.
3. Protocols for Member & Visitor Behaviour During Early Hours
3.1. Arrival Behaviour
• All arrivals before 7:00am must maintain strict quiet conduct.
• Conversations must be kept to low volume near the carpark, rigging area and
driveway.
• Members must prepare equipment efficiently to limit time spent handling items
near sensitive boundaries—the negotiated decision specifically requires noise
minimisation strategies.
3.2. Equipment Noise Reduction
• Boats, oars and trolleys must be handled carefully to prevent banging, scraping
or dropping.
• Roller doors, gates and container doors must be opened and closed quietly.
• All rigging must occur away from boundary lines where practicable.

3.3. On-Water Conduct
• Coxswains and coaches must limit raised voices until boats have moved away
from the shoreline.
• Calls should be directed away from residences (consistent with Rowing Australia
guidance on noise impacts in sensitive areas).
4. Restrictions on Amplified Sound & Loud Equipment
4.1. Amplified Devices
• No amplified equipment (e.g., megaphones, loudhailers, speakers) is permitted
to be used during any operating period unless required for safety.
4.2. Cox Boxes
• Cox box systems may be used but must be set to the lowest functional volume.
4.3. Mechanical or Powered Equipment
• No power tools, generators, maintenance equipment or high-noise devices may
be used before 7:00am or after 6:30pm.
• Safety boat engines must be turned off immediately after launching and must
not idle near the shore, consistent with low-noise engine requirements.
5. Guidelines for Vehicle Movements & Parking
5.1. Entry & Exit
• Vehicles must enter and exit lake Macdonald Park, avoiding revving, rapid
acceleration or loud door closing.
• Headlights must be dipped to prevent light spill into residences during
early-morning arrivals.
5.2. Parking
• No parking is permitted on Lake Macdonald Road.
5.3. Noise Control
• Members must avoid loud conversations in the carpark.
• Carpooling is encouraged to minimise overall vehicle movements.

6. Major Rainfall and Flood Event Restrictions
To ensure safety and comply with flood-related conditions of approval:
• The facility must not be accessed or used during periods of major rainfall, flood
events, or when flooding is predicted or occurring at Lake MacDonald.
• Members, coaches, and visitors must check current and forecast weather
conditions via the Bureau of Meteorology (BoM) prior to accessing the site,
particularly during the wet season or following significant rainfall.
• Rowing activities, equipment handling, and site access are strictly prohibited
during:
o active flood events;
o declared severe weather warnings; or
o periods where lake levels, access tracks, or surrounding land may be
unsafe.
• Coaches and Committee members are responsible for cancelling sessions
where flood risk is identified.
• These restrictions are formalised within the Operational Management Plan and
must be strictly enforced.
7. Communication Strategies
7.1. Information to Members
• This Code will be circulated to all members annually.
• New members must receive a mandatory induction addressing maximum
attendance and noise-minimisation protocols.
7.2. On-Site Signage
• Signs will be displayed at:
o the rigging area
o the container/shed
reminding users of quiet-zone expectations and allowable hours.
• Signage will clearly:
• remind users of quiet zone expectations and allowable hours; and
Page 4
• state that access to the site is restricted to authorised Club members only.
7.3. Digital Channels
• Regular reminders will be issued via email, social media and member updates.
7.4. Coaching Leadership
• Coaches must brief their crews daily on noise-sensitive practices and enforce
compliance.
8. Compliance & Enforcement
• Failure to comply with this Code of Conduct may result in removal from the site,
suspension from club activities or other disciplinary action as determined by the
Club Committee.
• Repeated breaches may be reported to Noosa Council, which may undertake
compliance action under the conditions of approval.
