Sunshine Coast Regional Council (SCRC), with the Department of Transport and Main Roads
(DTMR) as a referral agency.

1.2 Scope
This report investigates the transport aspects associated with the proposed development. The
scope of the transport aspects investigated includes:
►      Parking supply;
►      Parking layout;
►      Identification of likely traffic volumes and traffic distribution;
►      Identification of the likely traffic impact of development on the public road network;
► Road upgrades to be provided to mitigate the impact of the proposed development on the
       external road network, if any;
►      Access configuration;
►      Service vehicle arrangements;
►      Suitability of pedestrian and cyclist facilities;
► Public transport facilities; and
► Internal road network.
To assess the proposed transport arrangements, the development plans have been assessed
against the following guidelines and planning documents:
►      The Noosa Plan, specifically: Part 14 – Assessment Criteria (Codes);
►      Draft Sunshine Coast Planning Scheme 2012, specifically: Part 9 – Development Codes;
►      Noosa Junction Placemaking Strategy – Schematic Masterplan Report;
►      Department of Transport and Main Roads Road Planning and Design Manual;
► Department of Transport and Main Roads Guidelines for Assessment of Road Impacts of
       Development;
► Austroads Guide to Traffic Management; and
► Manual of Uniform Traffic Control Devices.

2. The Proposed Development

2.1 Development Profile
The Noosa Bowls Club and Noosa Fair Shopping Centre redevelopment is a two stage expansion
with the development plans shown in Appendix A. It is understood a separate Development
Application will be lodged with Council for the expansion of the Coles supermarket. Information
pertaining to this separate application will be provided where relevant, and is only included to
ensure an holistic approach to traffic and parking matters. The existing and proposed land uses
are summarised in Table 2.1:

2.2 Road Network
Redevelopment of Noosa Bowls Club and Noosa Fair Shopping Centre will include the
construction of a new public road. Pinaroo Way will be the fourth leg on the southern side of the
Noosa Drive / Coral Tree Avenue roundabout. Pinaroo Way will run along the western property
boundary of the existing Noosa Bowls Club then the northern boundary of the Noosa Fair
Shopping Centre to connect to Lanyana Way opposite Arcadia Street. It is noted that the majority
of Pinaroo Way will be constructed as part of the development works, however the connection
with the Noosa Drive roundabout will be provided by others i.e. Council.
This road will be dedicated to Council in land swap agreements regarding the existing public car
park which is to be included in the redevelopment of the site.

3. Existing Transport Infrastructure

3.1 The Road Network
All roads in the immediate vicinity of the site are administered by SCRC. The hierarchy and
characteristics of these roads are shown below in Table 3.1.

Table 3.1: Local Road Hierarchy

 Road Speed Limit Lanes Classification

                                                                                      Zone

Wyandra Street 50kph 2 (undivided) Local Road

All intersections of major roads in the vicinity of the subject site are roundabout controlled. All
intersections with minor or local roads are traditional three or four arm priority controlled
intersections. The main access to Noosa Bowls Club and Noosa Fair Shopping Centre is via the
roundabout controlled intersection of Cooyar Street and Lanyana Way. Indirect access via
Sunshine Beach Road and Wyandra Street is also possible and Arcadia Street provides egress.

3.2 Public Transport, Pedestrian and Cyclist Facilities
The new Noosa Heads transit centre was opened in August 2011. The transit centre caters for
local, regional and interstate bus services. The transit centre is designed to provide modern
facilities in a central location and remove car and bus trips from the road network around
Hastings Street. The transit centre provides ‘kiss and go’ drop off areas as well as end of trip
cyclist facilities including bicycle storage.
Formal pedestrian footpaths are located on both sides of Noosa Drive, Sunshine Beach Road and
Lanyana Way in the vicinity of the site. Pedestrian ‘zebra’ crossings are provided on each of these
roads also. Arcadia Street is identified as a shared zone, with low traffic speeds allowing for
pedestrians to cross along its length. Pedestrian footpaths are provided on one side of Wyandra
Street only.
Cooyar Street provides a shared path on the eastern side and the northern side of David Low
Way, east of Cooyar Street. Dedicated on-street cycle lanes are located on Noosa Drive and
Cooyar Street.

3.3 Road Planning

3.3.1 Noosa Junction
The proposed redevelopment is within the Noosa Junction Placemaking Strategy area. SCRC in
conjunction with Place Design Group prepared a schematic masterplan report which discussed
key aspects of the strategy. The Masterplan report is available from SCRC, with key information
relating to vehicular and pedestrian movement outlined below:
►      Arcadia Street will be extended to the south west;
►      A new road will be constructed, linking Arcadia Street and Noosa Drive;
►      Improved pedestrian connectivity through Noosa Junction;
►      Improved cyclist facilities including on and off road cycle lanes;
► New end of trip bicycle facilities; and
► Clear car parking identification and wayfinding.

3.3.2 Sunshine Coast Regional Council
From initial discussions with Council it is understood that Council are supportive of the
construction of Pinaroo Way as it will provide additional connectivity within Noosa Junction. It is
further understood that land swaps will be required involving the Pinaroo Way road reserve, parts
of the existing Council controlled car park and part of the current Noosa Bowls Club site.

4. Car Parking Arrangements

4.1 Council Parking Supply Requirement – The Noosa Plan
The Noosa Fair and Bowls Club redevelopment is subject to parking requirements identified in The
Noosa Plan Part 14: Division 13 – Driveways and Carparking Code. The parking requirements for
the proposed land uses based on The Noosa Plan are identified in Table 4.1. It is understood that
some of the new tenancies could be cafes and restaurants which have different parking rates to
the retail uses identified below. These potential cafes and restaurants however will be part of the
shopping centre, and not stand alone businesses, and therefore should be assessed as retail uses.

4.2 Council Parking Supply Requirement – Draft SCPS
SCRC have issued a draft Sunshine Coast Planning Scheme (SCPS) for comment. The draft SCPS
identifies parking rates which differ from the Noosa Plan. Whilst the draft SCPS has not been
officially adopted by Council, it does identify Council’s current philosophy for the future direction
of the Sunshine Coast Region. As such, it is anticipated that the parking rates identified in the
draft SCPS will be largely consistent with the future adopted planning scheme and can be used as
a guide. The parking requirements for the proposed land uses based on the draft SCPS are
identified in Table 4.2.

Table 4.2 shows the parking requirement for the Stage 1 and 2 expansion is 273 spaces based on
the draft SCPS. The parking requirements Stage 1 and 2 for the additional development under the
draft SCPS are approximately 25% less than identified in the Noosa Plan.

4.3 Existing / Surveyed Parking Demands

4.3.1 Noosa Fair Shopping Centre
TTM undertook a parking demand survey within the area identified in Figure 4.1 on Thursday 29th
November 2012 between 8:00am-7:00pm and Saturday 1st December 2012 between 8:00am-
5:00pm. The areas surveyed are shown in Figure 4.1 and the survey results are available upon
request.

Figure 4.1: Parking Demand Survey Locations within Noosa Junction

The car park usage for zones 1, 2 and 3 are directly attributed to the existing Noosa Fair Shopping
Centre. The peak parking demand surveyed in these zones was 313 spaces. This peak demand
occurred at 11am on the Thursday. This relates to a parking demand of 4.5 spaces / 100m2 use
area. It is TTM’s experience that this rate is relatively consistent with centres of this nature.
Applying the surveyed parking demand rate to the proposed Coles expansion equates to a peak
parking demand of 341 parking spaces for the Noosa Fair Shopping Centre.
During a site review it was noted that the Noosa Fair Shopping Centre is used by customers
parking external to Noosa Fair (external parking supply). Conversely the Council car park
contained within zone 4 was found to include parking demand from customers within Noosa Fair
(external parking demand). Given the level of cross-utilisation of parking within the study area it is
not possible to get an entirely accurate description of car parking demand for the Noosa Fair
Shopping Centre alone.

TTM have therefore undertaken a sensitivity analysis to determine potential parking impacts of
the Coles expansion. It is anticipated that zones 5 and 6 are used solely by Noosa Bowls Club, and
shops northeast of Lanyana Way respectively, with some external parking supply provided within
the Council car park in zone 4.
The sensitivity analysis is based on the inclusion of 15% and 30% of the parking demand in zone 4
relating to the Noosa Fair Shopping Centre. Table 4.3 provides base parking demands, peak
parking rates and post Coles expansion parking rates for these scenarios

 of 4

This analysis identifies that the Coles expansion could result in the Noosa Fair Shopping Centre
having a parking demand between 341 and 385 parking spaces.

4.3.2 1st Choice Liquor and Hotel / Tavern
TTM have obtained a traffic engineering report prepared by CRG for a bulk liquor store and
associated hotel / tavern in Coolum. The approved parking rate for this development is 4.8 spaces
per 100m2. This report provides surveyed peak parking rates for this type of use over 8 different
sites. The highest parking rate of 6.0 spaces / 100m2 found in Parkwood and an average rate of
4.3 spaces / 100m2 over 8 sites.
The majority of sites were located in urban or suburban locations in Brisbane, the exceptions
being the Parkwood site on the Gold Coast and the Ballina Site in northern NSW. The Ballina site is
considered to have similar regional and local characteristics to the Noosa Fair location and had a
peak parking rate of 3.0 spaces / 100m2.
TTM have obtained hourly traffic volumes for several bulk liquor stores / taverns conducted on
behalf of DTMR in 2009. Of the 12 sites surveyed the Morayfield 1st Choice Liquor and adjacent
tavern appears to have similar regional and local characteristics to this proposed development.
From these traffic generation volumes for this Morayfield site, TTM have derived a peak parking
rate of 3.8 spaces / 100m2.
As such it is considered conservative to use the parking rate at the approved Coolum
development of 4.8 spaces / 100m2. This results in a requirement / parking demand for the bulk
liquor and hotel / tavern of 110 parking spaces.
It is noted that this level of parking is significantly lower than identified in the Noosa Plan and a
reasonable reduction to the rates in the draft SCPS. This parking supply, however, is based on
surveyed rates at similar developments and the central location in Noosa Junction would lead to
shared parking demands.

4.4 Estimated Practical Parking Demands

4.4.1 Individual Uses
The redevelopment of the Noosa Fair and Bowls Club area will involve multiple land uses. The
anticipated peak parking demands for each use are identified in Table 4.4 and are based on the
above discussion.

4.4.2 Shared Parking Demands
The peak parking demands for all uses will occur at different times of the day. For example, the
existing land use for the Noosa Civic Shopping Centre is dominated by the Coles supermarket with
the peak parking demand occurring midday to the afternoon during a weekday. Residential
parking demands generally peak in the evenings and weekends, as with taverns and the bulk
liquor store. The resulting nature of the redevelopment is therefore unlikely to result in peak
parking demands for all uses occurring at the same time. It is noted that this methodology is
compliant with Performance Outcome 15 in the draft SCPS.
TTM have undertaken a parking demand analysis of the uses within the redevelopment area. The
parking demand of each use is based on demand profiles found at similar sites. It is noted that the
Saturday parking demand is significantly lower than the Thursday parking demand. This is due to
the lack of demand from commercial uses and a much lower demand from the existing shopping
centre.
The individual demand profiles are available upon request, with the overall parking demand
profile on a Thursday for each stage of the development shown graphically in Figures 4.2 and 4.3.

Figure 4.3: Parking Demand Profile for Noosa Fair Redevelopment – Stage 2

The result of this parking demand analysis is that the redevelopment should provide 507 spaces
with Stage 1 and 567 spaces with Stage 2.

4.5 Proposed Parking Supply and Adequacy

4.5.1 Stage 1
The proposed redevelopment will provide a total of 617 parking spaces. This includes the removal
of 21 parking spaces along the northern side of the shopping centre car park. This parking supply
is approximately 2% less than the parking requirements in the Noosa Plan. This parking supply,
however, is greater than parking rates in the draft SCPS, surveys and parking demand analysis
implies.
The proposed parking supply is considered suitable as it exceeds the anticipated parking demands
generated by all uses.

4.5.2 Stage 2
The proposed redevelopment will provide a total of 622 parking spaces. This includes the removal
of 79 spaces and reinstatement of 84 spaces in the commercial and residential lots. This parking
supply is less than the parking requirements in the Noosa Plan (15%), and the draft SCPS (5%).
This parking supply, however, is generally in accordance with surveyed parking demands and
greater than shared parking demand analysis implies (10%). TTM note construction related
activity is not expected to significantly impact on parking availability.
The proposed parking supply is considered suitable as it exceeds the anticipated parking demands
generated by all uses.

4.6 PWD Parking Requirements
The Noosa Plan identifies PWD parking to be supplied at the rate indicated in AS 2890.1 – Parking
Facilities (Part 1: Off-street Car parking). This standard was superseded in 2004, with the newer
standard not providing guidance on PWD parking provision rates.
The draft Sunshine Coast Planning Scheme refers to the Building Code of Australia (BCA) for PWD
parking rates. The BCA provides PWD parking rates for most types of land uses. Table 4.5 shows
the PWD parking requirements for dominant land uses included in the proposed expansion.

Table 4.5: PWD Parking Requirement

The proposed redevelopment includes 12 PWD bays in Stage 1 and 16 PWD bays in Stage 2. This
provision either meets or exceeds the BCA requirements and is therefore considered suitable.

4.7 Car Park Layout
TTM have reviewed all parking spaces within the proposed redevelopment. All publicly accessible
angle parking spaces are 2.6m wide and all secured spaces for staff (commercial car park) and
residents (multiple unit dwelling car park) are a minimum 2.4m wide. All parallel parking spaces
are designed in accordance with Australian Standards. All internal roadways and parking aisles are
a minimum 6.0m wide with the exception of one way aisles which are a minimum 4.0m wide.
Any columns near parking spaces associated with Stage 2 development (commercial and
residential) should be located outside the parking space envelope in AS2890.1, with any spaces
adjacent to walls provided a 300mm clearance to spaces.
All on-site gradients and ramps comply with Australian Standards.
The car park layout is generally designed in accordance with Australian Standards and is therefore
considered suitable.

4.8 Council Motorcycle Requirements
The Noosa Plan identifies that motorcycle parking should be provided at a rate of 1 per 10
standard spaces for retail, commercial and entertainment and dining businesses. The existing car
park is considered to be subject to an existing approval which did not require these spaces.
Based on the parking requirement for individual uses under the Noosa Plan, 24 motorcycle spaces
would be required for Stage 1, with a total of 35 required for Stage 2.
The development provides a total of 42 motorcycle spaces with Stage 1. With Stage 2 of the
development, a total of 39 motorcycle spaces will be provided. The proposed supply of
motorcycle spaces is considered suitable for the intended redevelopment of the subject site.

6. Estimated Future Transport Demands

6.1 Estimated Development Traffic Generation - Guidance
The Department of Main Roads ‘Road Planning and Design Manual’ recommends using specific
generation rates, for planning purposes, for different development types. Application of these
rates to the proposed development results in the estimate of development traffic generation
shown in Table 6.1. It is noted that the traffic generation rates for the multiple unit dwellings and
office are from DTMR guidance in the RPDM. The liquor store / tavern generation rates are an
average from research undertaken on behalf of DTMR in 2009 over 12 sites. The shopping centre
rates are from the New South Wales Roads and Traffic Authority.

6.2 Estimated Development Traffic Distribution
The current distribution of existing traffic will generally inform distribution of the expansion. The
key change will be the new link road (Pinaroo Way) which will impact traffic distributions
throughout the Noosa Junction area. TTM have been advised that the applicant will provide the
majority of Pinaroo Way from Lanyana Way, with the remaining section outside the property
boundary provided by others (i.e. Council).
TTM have estimated that 50% of vehicles turning right on Lanyana Way to Cooyar Street and
travelling along Arcadia Street will utilise Pinaroo Way. To provide a conservative assessment of
all intersections the traffic diverted to Pinaroo Way has not been removed from the other
intersections.
Of development generated traffic, 50% is predicted to use Pinaroo Way, 10% would use Arcadia
Street and the remaining 40% would use Cooyar Street (60% north and 40% south). Development
traffic using Pinaroo Way is estimated with 30% to / from the southwest via Noosa Drive, 5% to /
from Coral Tree Avenue with the remaining 15% to / from the northwest via Noosa Drive.

Traffic movements in the Thursday PM and Saturday peak hours are anticipated to be 50% in and
50% out. This is because the retail / tavern uses generate the largest amount of traffic and
dominant inbound / outbound movements associated with residential and office uses are
predicted to cancel each other out.

6.3 Future (2016) Base Traffic Demands
Figure 6.1 shows the future (2016) base traffic demands, based on an application of an annual
growth rate of 3% for a period of 4 years (i.e. at the completion of the project) to the 2012 traffic
volumes.

As shown in Table 7.4, the design of Pinaroo Way generally provides all aspects identified in
masterplan report as is therefore to be in accordance with Council design for this road.

7.5 Conclusions
It is reiterated that this is a conservative analysis only to obtain an understanding of the capacity
of the existing and changed intersections. The analysis does not remove trips from any
intersections, take into account shared use (and potential reduced traffic generation on the
whole) and uses a 3% growth rate which is considered conservative. The Sidra outputs should not
be used for any purpose other than confirming that all intersections will perform suitably with full
development.
The outcome of this analysis is that there is ample spare capacity at all intersections in all cases.
Therefore the development will have no significant impact on the operation of these intersections
and is not predicted to have significant adverse impacts on the wider road network.
Pinaroo Way is designed generally in accordance with the masterplan report for the Noosa
Junction Placemaking Strategy area and is therefore considered suitable.

8. Site Access Arrangements

8.1 Council Requirements
The Noosa Plan identifies access requirements should be in accordance with AS2890.1.

8.2 Proposed Access Arrangements & Their Adequacy
There will be three new development accesses to the public road network as part of the
redevelopment. Two accesses to Pinaroo Way are 6m wide to the west and northeast of the
multiple unit dwellings. One new exit only access will connect service areas to Lanyana Way.
Given the low speed environments on Lanyana Way and Pinaroo Way these access locations are
considered suitable.

9. Service Vehicle Arrangements

9.1 Council Requirements

The Noosa Plan does not identify specific servicing requirements for the existing or future uses
included in the proposed development expansion.

9.2 Proposed Service Vehicle Arrangements & Their Adequacy
The commercial use will provide a van bay for regular service vehicles. Larger services vehicles
(i.e. refuse collection and furniture delivery vehicles) will utilise the service lane between the
commercial and tavern uses for a short period of time.
The liquor store will provide one service bay for all vehicles up to an AV in size. The tavern will
utilise the service lane on the western side for all deliveries and refuse collection.
The residential uses will be serviced via circulation aisles in the off street car park primarily by
MRV sized vehicles (refuse collection and furniture delivery vehicles).
A loading area will be provided on Pinaroo Way for shared use by the specialty retail tenancies.
The above servicing arrangements are considered suitable and on-street servicing within the car
park is unlikely to adversely impact vehicle or pedestrian circulation and safety.

10. Public Transport, Pedestrian and Bicycle
    Facilities

10.1 Development Provision Review
It is anticipated that the public transport facilities located at the Noosa Heads Transit Centre
would adequately cater for the proposed development expansion. It is noted however that as the
Noosa Junction area grows, services may also have to increase to cater for higher public transport
demands. It is understood that Translink regularly monitor patronage at bus stations and would
increase the frequency of services if required. A stop for local buses is provided at the main
entrance to the Noosa Fair Shopping Centre.
The pedestrian and bicycle facilities are generally in accordance with the provisions of the Noosa
Junction Masterplan Report shown in Appendix A, with no accessibility issues identified.
It is understood that The Noosa Plan would refer to Austroads guidelines for bicycle storage
provision. The draft SCPS clearly identifies bicycle parking rates for each type of use. Table 10.1
shows the required Austroads and draft SCPS bicycle parking rates for the proposed development.

Table 10.1: Bicycle Parking & Storage Requirements

The proposed shopping centre expansion supplies a total of 45 bicycle parking spaces for Stage 1
and 69 spaces for Stage 2. It is noted that this bicycle parking supply is less than required from
Table 10.1 however, from on-site observations of exiting use, should provide sufficient parking
and storage capacity.

11. Conclusions

11.1 Impact on Surrounding Road Network
Pinaroo Way will be constructed as part of the proposed Noosa Fair and Bowls Club and will
provide additional connection between Noosa Drive
The intersections most likely to be impacted by the proposed redevelopment will operate suitably
post development. The development is therefore anticipated to have no significant detrimental
impact on the surrounding road network.

11.2 Development Access
The proposed redevelopment will result in three new accesses to the public road network. Two
6.0m wide all movement accesses from Pinaroo Way will be provided in addition to a new exit
only access to Lanyana Way. The proposed accesses are suitable considering the low speed
environments on these roads.

11.3 Car Parking Arrangements
The redevelopment will provide 617 parking spaces with Stage 1 and 622 spaces with Stage 2.
TTM have reviewed the potential parking demands of the whole redevelopment site and these
demands are not expected to exceed this provision based on individual uses and the
redevelopment as a collective. The car park provision is therefore considered suitable.
The car park layout is designed generally in accordance with Council standards and is therefore
considered suitable.

11.4 Service Vehicle Arrangements
Service vehicle bays will be provided for vehicles up to AV in size for the bulk liquor store and a
van bay will be provided for the commercial uses. All other servicing for commercial, tavern /
hotel and residential uses will take place from internal roads within the private car park.
A loading area on Pinaroo Way will be provided for shared use between the specialty retail
tenancies.
The service vehicle arrangements are considered suitable for the intended uses of the
redevelopment.

11.5 Public Transport and Bicycle / Pedestrian Facilities
The proposed redevelopment is well serviced by the Noosa Heads Transit Centre. The
redevelopment will incorporate pedestrian linkages within and through the site. Bicycle and
pedestrian facilities and routes are considered adequate for the intended purposes and provisions
of the redevelopment.
