Engineering Roads Report (Traffic)
Noosa Fair and Bowls Club Redevelopment
© 2013 - TTM Consulting Pty Ltd Reference No: 12SCT0068
TTM have therefore undertaken a sensitivity analysis to determine potential parking impacts of
the Coles expansion. It is anticipated that zones 5 and 6 are used solely by Noosa Bowls Club, and
shops northeast of Lanyana Way respectively, with some external parking supply provided within
the Council car park in zone 4.
The sensitivity analysis is based on the inclusion of 15% and 30% of the parking demand in zone 4
relating to the Noosa Fair Shopping Centre. Table 4.3 provides base parking demands, peak
parking rates and post Coles expansion parking rates for these scenarios
Table 4.3: Sensitivity Analysis for Noosa Fair Parking Demands
Parking demands Base Parking Demands Resultant Demand per Parking Demand with

Assessed 100m (use area) Coles expansion
Zones 1, 2 and 3 313 4.5 336
Zones 1, 2, 3 and 15% 333 4.8 358

Zones 1, 2, 3 and 30% 354 5.1 381

This analysis identifies that the Coles expansion could result in the Noosa Fair Shopping Centre
having a parking demand between 341 and 385 parking spaces.
4.3.2 1st Choice Liquor and Hotel / Tavern
TTM have obtained a traffic engineering report prepared by CRG for a bulk liquor store and
associated hotel / tavern in Coolum. The approved parking rate for this development is 4.8 spaces
per 100m2. This report provides surveyed peak parking rates for this type of use over 8 different
sites. The highest parking rate of 6.0 spaces / 100m2 found in Parkwood and an average rate of
4.3 spaces / 100m2 over 8 sites.
The majority of sites were located in urban or suburban locations in Brisbane, the exceptions
being the Parkwood site on the Gold Coast and the Ballina Site in northern NSW. The Ballina site is
considered to have similar regional and local characteristics to the Noosa Fair location and had a
peak parking rate of 3.0 spaces / 100m2.
TTM have obtained hourly traffic volumes for several bulk liquor stores / taverns conducted on
behalf of DTMR in 2009. Of the 12 sites surveyed the Morayfield 1st Choice Liquor and adjacent
tavern appears to have similar regional and local characteristics to this proposed development.
From these traffic generation volumes for this Morayfield site, TTM have derived a peak parking
rate of 3.8 spaces / 100m2.
As such it is considered conservative to use the parking rate at the approved Coolum
development of 4.8 spaces / 100m2. This results in a requirement / parking demand for the bulk
liquor and hotel / tavern of 110 parking spaces.
It is noted that this level of parking is significantly lower than identified in the Noosa Plan and a
reasonable reduction to the rates in the draft SCPS. This parking supply, however, is based on
surveyed rates at similar developments and the central location in Noosa Junction would lead to
shared parking demands.
