Dear Sir/Madam,
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU21/0157
Street Address:	55 Doonella St Tewantin Qld 4565
Real Property Description:	Lot 5 RP 73672
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
PLANNING
Issue
The Medium Density Residential Zone Code requires the provision of a front landscaped setback. The code requires the front 6 metres of the property to be landscaped open space, provided that uncovered visitor parking, or swimming pools protruding no more than 1 metre above the ground level, can be as close as 2 metres from the front boundary.
Information Required
Provide amended plans which includes a landscaped setback of 2.0m (minimum) to the full length of the site’s frontage (excluding driveway/crossover) to Doonella Street.
Issue
The Medium Density Residential Zone Code requires development to provide the main roof of the building to have a pitch of no less than 5 degrees with eaves (600 millimetre) to at least 75% of the perimeter of the building. This is to ensure that development complements the character of the locality which is particularly relevant in the locality of Tewantin where buildings and structures are required to be consistent with, and reflective of, the traditional town character of Tewantin.
Information Required
Provide amended plans that demonstrate compliance with the roof form provisions of the Medium Density Residential Zone Code.
Issue
The proposed development provides a symmetrical design presentation to the street and does not incorporate articulation and individual design elements that add visual interest to the development and each dwelling unit. The applicant’s commentary is noted on page 14 of the Planning Report regarding design and consistency with the character provisions of Tewantin, however, the asymmetrical design provisions seek the following outcomes:
Development incorporates articulation and individual design elements (to each building);
Development has a form that does not dominate the streetscape; and
Development takes the form of small separate buildings.
Information Required
Provide amended plans that more fully comply with Performance Outcome PO14 of the Medium Density Residential Zone Code.

ENGINEERING
Issue
Council has some concerns with the proposed vehicle access driveway and the associated manoeuvring. The ability to enter and exit the site in a forward gear is a critical element in the assessment of the application. The submitted swept path plans:
do not reflect the extent of the driveway indicated on the architectural plans (it is noted that the setback from the driveway to the front boundary appears less than that described in the planning scheme)
indicate that the swept paths extend into the landscaped areas
do not indicate how the manoeuvring will function with the gates as shown on the architectural plans
a number of the swept paths indicate that the spaces are accessed in a reverse gear
Information Required
Provide amended swept path plans that:
reflect the extent of the driveway indicated on the final architectural plans
indicate swept paths that do not extend into the landscaped areas
indicate on the plans gates in an open position and their impacts on the proposed vehicle swept paths
Provide additional comment on the potential for vehicles to enter the site and space in a forward gear, manoeuvre on site and exit the site in a forward gear. If this is achievable provide amended swept path plans.
Issue
Council have some concerns with the suitability of the grass cell pavers for the driveway area indicated on the architectural plans.
Information Required
Provide comment from the engineer that addresses the suitability of the grass cell pavers in the driveway area for vehicle and pedestrian use.
STORMWATER
Issue
The proposed bioretention devices appear to have inadequate available fall to function appropriately.
Information Required
Provide preliminary surface and outlet levels for the bioretention devices, and demonstrate that water will not pond within the filter media, based on the final outlet level. Also demonstrate that the offsets to HAT specified in Table 7 of the Bioretention Technical Design Guidelines (Water by Design, 2014) are achieved.
Issue
Lake Doonella is a High Ecological Value (HEV) water. Because of this, AO6.1 of the Water Quality and Drainage Code applies (as well as AO6.2) and requires that there is no increase in pollutant loads to Lake Doonella as a result of the development. Currently only compliance with AO6.2 has been demonstrated.
Information Required
Provide an updated SWMP and MUSIC model which demonstrates compliance with AO6.1 of the Water Quality and Drainage Code
Issue
The above-ground pools will reduce floodplain storage and conflict with the Flood Hazard Overlay Code.
Information Required
Provide amended plans which either remove the pools or re-locate them to other areas of the site where the surface of the pool will be above the DFE and the pool structure will not cause a loss of floodplain storage.
due date for response to information request
The due date for providing the requested information is 19/01/2022. Email your response to [email protected]. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
