GENERAL COMMITTEE MEETING AGENDA 18 DECEMBER 2017
Councillors also requested clarification regarding the proposed finishes to the building facing
Vision Court, in particular the ‘black strips’ as shown in Figure 4 on page 16 of the Planning &
Environment Agenda.
In the circumstances, the committee requested a reviewed report be presented to the General
Committee meeting.
Staff have considered the issues raised by Councillors and advise that the landscaping condition
was generally recommended reflective of the planning scheme’s landscaping requirements for
the industrial area which require a minimum 2m landscape setback to the site’s frontage.
Officers also considered that customers to the site would primarily access the building from the
site’s car parking area given the use is located in an industrial area and for this reason the stairs
were not considered necessary and a better outcome was for this area to be landscaped.
Notwithstanding this, given the proposal exceeds the required landscape area for the site,
proposing 306m2 in lieu of the minimum area of 249m2, it is not considered critical that the stairs
be replaced by landscaping. The revised recommendation deletes the condition to remove the
stairs. Further, it is agreed that the Pandanus tectorius species is not consistent with the Local
Planning Scheme Policy for Landscaping given it is a coastal species and not reflective of the
broad ecosystem naturally found occurring in the locality. Therefore, a revised condition has
been included for Council’s consideration. Notably, condition 37 has also been renumbered to 64
address an anomaly in the condition numbering.
In regards to the building finishes to Vision Court, the applicant has advised that the building is to
be finished with a mix of materials including external tiling to the tilt slab wall and concrete
panelling, with the ‘black strip’ being largely a pressed folded metal hood around windows.
