Dear Mitch
RE: Response to Information Request – MCU20/0013 – Hinterland Playground, Cooroy
Items 15, 17 to 23
In response to Council’s Information Request letter dated 11th March 2020, detailing further information required to
assess the application MCU20/0013, the following responses are offered below.
ISSUE: Frog Pond water quality issues.
Item 15: Revise the design for the management of the external urban catchment which flows through the site
so that recreation and access is consistent with the anticipated water quality. It is suggested that a
densely vegetated ephemeral swale (which restricts access and is free-draining, is a more
appropriate outcome.
In response to the above Item 15 the following information is offered:
It is agreed that the external water catchment requires treatment if the frog pond has primary contact. As
such the frog pond design has been amended to be a densely planted swale that does not hold water and
flows directly to Cooroy Creek. The dense planting will stop the swale being used by playground users.
Signage is recommended to be installed to ensure the playground users are aware that the water when
flowing through the swale is not suitable for contact.
In regards to treatment of the upstream catchment (part of the Cooroy township) flowing through the site, it
is estimated that approximately a 2.2 hectare area of road reserve and Commercial areas flows into the
southern end of the playground site and this stormwater will flows through the Frog Pond Precinct of the
playground.
These stormwater flows would require a treatment system to treat litter, sediment and nutrients to ensure
that the water quality in the Frog Pond Precinct is suitable for the proposed use i.e. primary contact; if the
frog pond precinct is be developed in the future.
There is an opportunity for Council to construct a biobasin within the area identified as Catchment 7,
(approximate surface area of 225m2 – this area would need to be determined during detailed design) with
an inlet GPT to treat this stormwater runoff in the road reserve of Maple Street in the location shown below.
The development of this biobasin is outside the budget for the playground project, and as such is
considered to be a future stage of works and part of a larger commitment by Council to improve the quality
of stormwater flows from the Cooroy township.

Potential Biobasin site
FIGURE 1: Potentil Location of Biobasin to treat upstream catchment
ISSUE: The playground is located within the Riparian Buffer Area of the Noosa Plan.
Item 17: Clearly demonstrate how the proposed playground meets the Biodiversity Overlay Code for the
Riparian Buffer Area, in particular Specific Outcome 5.
In response to the above Item 17 the following is offered:
See the revised Environmental values report dated July 2020 which details how the playground meets
Specific outcome 5 of the Biodiversity Overlay Code.
Item 18: Demonstrate that there is an overall improvement to the water quality outcomes associated with the
site by conserving, managing, enhancing and rehabilitation the ecosystem health and quality of
stormwater entering receiving waters. In this regard, it is noted that water quality outcomes for the
car parking within the Maple Street road reserve has not been addressed.
In response to Item 18 above the following information is offered:
See amended Hinterland Playground SWMP Revision, dated 23rd July 2020. This report details that the
proposed treatment train of the playground meets the required objectives of the SPP.
The report also details that the new carparking on Maple Street will require a 20m2 biobasin to treat flows
from these carparks and pathways to ensure water quality objectives are achieved prior to entry into Cooroy
Creek.
The frog pond is no longer a primary contact area and will now be a densely planted swale.

ISSUE: Viewing Platforms in Riparian Buffer Area
Item 19: Clarify if and where viewing platforms are proposed. Where they are proposed demonstrate no
adverse impacts on the environmental values of the riparian buffer area.
In response to Item 19 above the following information is offered:
No viewing platforms are proposed to be installed on Cooroy Creek. The Ecological Assessment Report for
Proposed Hinterland Adventure Playground prepared by the Noosa & District Landcare dated August 2019,
assessed the site on the plans current in August 2019. Following further design work on the playground
and consultation with Council, the viewing platforms were removed and are no longer proposed or shown
on design plans for the playground.
ISSUE: Borehole 27 remediated proposed, overlaps into riparian buffer area.
Item 20: Demonstrate how the values of the riparian buffer are will be maintained and enhanced through the
remediation process.
In response to Item 20 above the following information is offered:
No clearing of existing riparian vegetation is proposed to remove contaminated material from around BH27.
See attached CORE consultant’s report and Figure 1 in Core report (Doc No.: J000796-002-L-Rev1 dated
2 June 2020). The contaminated removal area is on the edge of existing vegetation and may impact TPZ of
retained vegetation.
ISSUE: Contaminated Land
Item 21: Provide information from a suitably qualified health professional about the suitability of the site for
a playground with respect to the proposed usage of the site as a children’s playground and the
historic use of the land. Consideration of site excavations, soil loading and long term usage by
children and other vulnerable users should be presented. In this regard, the qualified health
professional’s response should make reference to the two reports prepared by Core Consultant’s
(March and December 2019).
In response to Item 21 above the following information is offered:
Core Response: The previous reports completed by Core were completed by a Suitably Qualified Person
(SQP) qualified in accordance with Sections 383(4) and 395(3) of the Environmental Protection Act 1994
(EP Act). The findings from the investigations, determined that Lot 3 on SP230055 and Lot 1 and 2 on
RP153299 are considered to pose a low health risk and is considered suitable for the current land use,
which includes the proposed playground upgrades. Further investigations were recommended in order to
facilitate the removal of Lot 3 on SP230055 off the EMR.
Item 22: Provide copies of the two reports prepared by Core Consultant’s (March and December 2019)
referenced in the Stormwater Management Plan.
In response to Item 22 above the following information is offered:
See attached Core Consultants reports.

ISSUE: Road Reserve area has not been tested for contaminated land
Item 23: Provide information regarding the likelihood of the Maple Street road reserve containing traces of
chemicals associated with previous uses of the site.
In response to Item 23 above the following information is offered:
Core Consultants have undertaken further testing in the area of playground that overlaps into the road
reserve. See attached Core report J001102-001-L-Rev0 dated 1 July 2020. The results showed one
borehole BH07 in the road reserve exceeding the available guidelines. It is proposed to do validation
testing during works to remove any contaminated materials in this area.

Yours faithfully,
