Bushfire Hazard Assessment & Management Plan v1 NCES REF: J001061
Lot 7 on RP216403, Lot 394 on M371117, and Lot 650 on M37380 – 48-59 Kabi Road, Cootharaba

footprint must be separated from the closest edge of an adjacent mapped medium, high or
very-high potential bushfire intensity area by a distance (APZ width) that achieves a radiant
heat flux level of 10 kW/m2 or less at all development footprint boundaries.
The risk assessment performed in Section 4.2 herein identifies that the entire development
footprint boundary is separated by sufficient distance to achieve <10kW/m² RHF from the High
and Medium Potential Intensity Areas associated with the VHC 8.1, VHC 9.1, and VHC 36.1
vegetation hence satisfy the vulnerable use setback criteria. Therefore, no specific APZ’s are
required about the proposed infrastructure locations whilst site conditions remain as they are
detailed herein.
It is nonetheless recommended that any future landscaping does not exacerbate the bushfire
hazard risk on the site and result in separation between infrastrcuture and hazardous
vegetation that generates non-compliance with the vulnerable use setback criteria.

5.3 Water Supply
The availability of a reliable water supply for firefighting purposes is a vital tool in the defence
of bushfire impact. Reticulated water supply is currently not available within the site nor
proposed to be connected to the site. Therefore, any proposed buildings in the confirmed
bushfire prone areas (refer BF03) within the site require provision of a readily accessible on-
site emergency static water supply in accordance with Assessment Benchmark 4 of the SPP
Bushfire 2019. Assessment Benchmark 4 references the QFES 2019 Bushfire Resilient
Communities document for information regarding appropriate static water supply. Section 9.1
of Bushfire Resilient Communities’ states:
An appropriate static water supply (in bushfire prone areas where reticulated supply is not
provided) to support effective emergency services response includes a water tank that is
available solely for firefighting purposes and can be accessed by firefighting appliances. The
water tank is to be provided within 10 metres of each building (other than a class 10 building),
which:
a) is either below ground level or of non-flammable construction;
b) has a take-off connection at a level that allows the following dedicated, static water supply
to be left available for access by firefighters:
i.10,000 litres for residential buildings;
It is therefore recommended that a dedicated 10,000 litres should be made available to the
each of the proposed new buildings located within the confirmed bushfire prone area, which
only applies to the proposed ‘roofed amenities and kitchenette’ building in the east, and this
volume should be reserved for firefighting purposes only. Plate 20 outlines an example of how
this can be achieved.
