1.0 INTRODUCTION
Rytenskild Traffic Engineering (RTE) has been engaged by Hayden Weir to prepare a Car Parking
Assessment for his proposed distillery and bar at Noosaville.
This report forms part of a Development Application to be lodged with the Noosa Council. This is an
updated version of the original traffic report in response to Councils Information Request
(MCU22/0115), dated 28 July 2022. Our responses to Items 4, 5, 7 and 8 of the request are provided
below, with additional information provided within the report where necessary.
Item:
Response:
4) The proposal is for a distillery with an ancillary bar and retail outlet. It is intended that the bar will
operate with capacity for up to 40 patrons, and will be managed by no more than two staff. The bar
and retail outlet are proposed to only operate after 5pm on a Friday, Saturday and Sunday when the
on-street parking demand in the immediate vicinity of the site is low.
The daily operations of the distillery will be managed by no more than three staff, with little to no
demand for visitors during the day. Deliveries to the site will be carried out during business hours,
with up to eight deliveries expected per week. Such will park at the rear of the site and will exit the
development in a forward gear.
Based on the above, it is considered that the proposed car parking provision of 5 spaces is
satisfactory and meets the demand generated by staff working at site, allowing for a changeover
between daily operations and afterhours trading. As discussed in Section 4, there is sufficient car
parking provided in the immediate vicinity of the site to facilitate the visitor demand during the
afterhours trading period.
5) As shown in Figure 3.1, the proposal provides bicycle parking facilities suitable for four bikes at the
rear of the tenancy.

Item:
Response:
7.1) A dimensioned car parking layout is provided in Figure 4.1. As shown, the proposed car parking
has been designed in accordance with AS2890.1:2004.
7.2 – 7.4) A swept path analysis has been prepared for the proposed parking facilities in accordance
with AS2890.1:2004. The assessment has been carried out for both a B85 and B99 design vehicles. As
shown in Section 4, the proposed design allows both the B85 and B99 to enter and exit the car
parking spaces satisfactorily whilst the adjacent car park is occupied. It is noted that a larger vehicle
(B99) would require a correction movement (reverse) when exiting the spaces if positioned in the
space ‘forward in’. This satisfies the design requirements prescribed in AS2890, and is generally
acceptable given the low parking turnover demand of the car park.
Item:
Response:
Response:
Vehicular access the site is currently gained via a single lane driveway providing a width of
approximately 4.5 metres. In accordance with Section 3.2.2 of AS2890.1:2004, a single lane vehicle
crossover arrangement is considered acceptable for driveways with low traffic turnover, generally
less than 30 movements per peak hour period.
Page 6
TIA (RESPONSE TO IR)
9 RENE ST, NOOSAVILLE
RTE REF: 20401
Based on the operating characteristics of the proposal, it is expected that peak hour traffic turnover
will not exceed 10 movements (in and out). This estimate is based on the daily operations of the site,
which will be overseen by up to three staff, with two additional staff arriving to the property during
changeover to the afternoon bar and retail operation (Friday – Sunday). On this basis it is considered
that the existing vehicle crossover will satisfactorily accommodate the turning demand generated by
the proposal without adversely impacting on traffic on Rene Street.
2.0 SUBJECT SITE
2.1 Location of Subject Site
As shown in Figure 2.1, the subject site is located on the eastern side of Rene Street, approximately
50 metres south of the Eumundi – Noosa Road. The site is surrounded by commercial and industrial
uses.
Access will be gained via the existing driveway located on the southern side of the site frontage.

2.2 Local Road Network
Rene Street is a two lane urban road and functions as an industrial collector road in the local area.
Adjacent to the site it comprises of a marked carriageway with parallel parking on each side.
Between the Eumundi – Noosa Road and Leo Alley Street intersections, there are approximately 34
on-street spaces along Rene Street.
As shown below, there are bus stops located within 200 metres walking distance of the site.

3.0 DEVELOPMENT PROPOSAL
The proposed distillery will operate during normal business hours on weekdays. The proposed bar
and retail outlet are intended to function ancillary to the distillery, showcasing the beverage
products produced on site. The retail and bar component will operate from 5pm Friday, Saturday
and Sunday.
The proposed distillery will be of low scale and typically operated by up to 2 – 3 staff. There will be a
low demand for service vehicle access, with approximately 6 – 8 deliveries per week. The Applicant
has advised that only 1-2 deliveries per week would be palletised consignments using vehicles up to a
Medium Rigid Vehicle. All other deliveries would be via a van or a similar light vehicle.
The proposed plan of development comprises of the following tenancy and floor areas:
Distillery (industry) - 174m2
Bar - 60m2
Office - 20m2
It is proposed that five car parking spaces be provided at the front of the site. A truck manoeuvring
area will be provided at the rear of the building.
The proposed site and floor plan is shown in Figure 3.1.

4.0 CAR PARKING
4.1 Acceptable Outcome to Planning Scheme
In accordance with the Noosa Plan (2020), the following parking rates are applicable to the proposed
development.
Bar
Car parking: 1 space per 20m2 of use area
Industry
Car parking: 1 space per 50m2 of use area
Application of the above rates result in the following Acceptable Outcome for the proposal.
Bar - 3 spaces
Distillery - 4 spaces (incl offices)
Total - 7 spaces
The proposal provides 5 parking spaces, which is marginally less than the above Acceptable
Outcome.
4.2 Adequacy of proposed car parking supply
The proposal will be operated by up to three people on a typical weekday, and so the proposed on-
site car parking supply will comfortably provide for typical weekday parking demands.
It is intended that the bar will operate ancillary to the distillery, providing a facility for customers to
sample the various products produced. Given the area of the bar, it is expected that it will be
occupied by up to 40 persons at any time.
Given the nature of the use, customers that intend to consume alcoholic beverages will generally not
drive to the site. This level of patronage would typically generate a demand for approximately 16-20
car parking spaces, allowing up to 20% arriving by ride share or taxi service, and one car per two
customers.
It is proposed that the bar will operate from 5pm on Friday, Saturday and Sunday. As shown as
Appendix A, there is a very low demand for on-street car parking in Rene Street from 5pm on
weekdays and the street is close to empty on weekends. There will be at least 35 spaces available
within 100 metres walking distance of the site during both the weekday and weekend periods.

4.3 Car Parking Design
The geometric layout of the proposed parking facilities has generally been designed to comply with
the relevant requirements specified in the Transport Code and AS2890.1: 2004.
As shown in Figure 4.1, the proposed car parking layout has the following dimensions:
Visitor parking - 2.5 metres x 5.4 metres
Staff parking - 2.4 metres × 5.4 metres
A swept path analysis has been carried out for the proposed parking arrangement in accordance with
AS2890.1:2004. As shown in Figure 4.2 – 4.4, a B85 and B99 can satisfactorily negotiate the proposed
parking arrangements and enter and exit the development in a forward gear.

5.0 PROVISION FOR SERVICE VEHICLES
The Noosa Planning Scheme does not nominate service vehicle requirements for the proposed use.
It is expected that the proposal will attract delivery vehicles up to a Medium Rigid Vehicle (MRV).
However, product will generally be delivered from the site using a van.
Based on the area of Lot 4 on BUP5337 it is expected that regular servicing of the use will generally
be carried out by trucks up to a Small Rigid Vehicle (SRV), with deliveries by larger trucks only
occasional. As shown in Figure 5.1, a van and small rigid vehicle can satisfactorily be accommodated
at the rear of the site at the same time.
Swept paths for an MRV entering and turning at the rear of the site are shown in Figures 5.2 and 5.3.

6.0 PROVISION FOR PEDESTRIANS AND CYCLISTS
The proposal will have a low traffic generation and pedestrians will be able to walk safely from the
street to access the building entrance. A separate pedestrian entry is not considered to be
warranted.
There is provision for staff or visitors to store bicycles or motorised scooters at the rear of the
tenancy if required. The proposal provides facilities for up to three scooters and four bicycles, which
will be available to the public. Given the characteristics of the proposed uses it is not anticipated that
a significant number of visitors will cycle to the site.
7.0 SUMMARY OF CONCLUSIONS & RECOMMENDATIONS
The proposed distillery and associated bar will be operated by up to three people on a typical
weekday. The bar will operate from 5pm between Friday and Sunday and is expected to
attract in the order of 40 persons at any time.
The proposed on-site parking facilities will cater for typical weekday operations. Surveys
indicate that there is an abundance of on-street parking available within close proximity of
the site, during the proposed operating periods of the bar. At least 35 parking spaces are
available at any time.
The proposed site plan allows for service vehicles up to a Medium Rigid Vehicle to access the
site satisfactorily.
