2. PROPOSED DEVELOPMENT
The subject site is located at 11-19 Hilton Terrace, Tewantin. The development
proposal consists of 10 shops and 2 restaurants across 3 existing lots; Lot 2 and Lot 3
on RP152351 and Lot 4 on SP133160. Lot 2 currently operates as a retail use with a
variety of tenancies including a laundromat, seafood shop, locksmith and fruit &
vegetable shop. Lot 3 currently operates as a vet and Lot 4 is a combination of
caravan storage and boat business. A copy of the proposed site plan, provided by
And+ Design Architects, is attached in Appendix A.
2.1 Access
There are six existing access points (driveway crossovers) into the subject site:
one via Ernest Street, three via Hilton Terrace and 2 via earl Street. It is
proposed to consolidate the number of access points to two cross overs only.
Access to the proposed development site will be available from Earnest Street
and Earl Street as shown in the attached site plan. Left-in and left-out
movements will be available from Earnest Street with all movement ingress
and egress available from Earl Street. Servicing the site will be provided from
Ernest Street. Pedestrian access will be provided around the perimeter of the
site on both road frontages with designated connections into the site from three
locations.

3. CAR PARKING REQUIREMENTS
An assessment of parking has been undertaken in accordance with Noosa Plan – Part
14: Parking and Access Code and also compliance with Australian Standards for Off
Street Parking Facilities AS2890.1:2004.
3.1 Council Requirements
The requirements for parking in Tewantin based on land use are indicated in
Table 14-51 Minimum Vehicle Parking Requirements of the Noosa Plan. The
site is located with a neighbourhood centre zone and therefore the same rate
applies to shop, vet and food & beverage uses. A summary of requirements for
car parking spaces is shown in Table 1 below.
Table 1 - Council Minimum Car Parking Requirements
Type of Use Car Parking Requirement
Shop 1 space per 20m2 if in the neighbourhood centre zone.
Restaurant 1 space per 20m2 if in the neighbourhood centre zone.
(Food & beverage)
Bicycle parking spaces and end of trip facilities must be provided in
accordance with current requirements. This includes 1 space per 50m2 GFA,
with end of trip facilities provided at the rate of 1 locker per 2 bicycle spaces
and 1 shower cubicle with ancillary change rooms per 10 bicycle spaces.
3.2 Australian Standards AS2890.1 Requirements
The requirements for parking are outlined in AS2890.1:2004 Off-street car
parking. The proposed development requires facilities for short term parking
identified as User Class 3A. Dimensions for car parking spaces are outlined in
Figure 2.2 of AS2890.1. Minimum requirements for 90 degree angle parking
bays include a minimum width of 2.6m, length of 5.4m and aisle width of
6.6m.
Parking for disabled spaces must comply with AS2890.6 with a 2.4m wide
space and adjacent 2.4m shared area.

4. PROPOSED CAR PARKING ARRANGEMENTS
Parking has been provided within the site at street level with access from Earnest
Street and also Earl Street.
4.1 Compliance with Council Requirements
The development comprises of 10 shops with a combined gross floor area
(GFA) of 720m2 and 2 restaurants with a combined indoor and outdoor GFA
of 295m2. The proposed development has made provision for 48 on-site
parking spaces including 1 disabled space.
Table 4.1 - Car Parking Requirements & Provision
Type of Use Requirement GFA Required Provided

Restaurant 1 / 20m2 235m2 11.75 12
Total 47.75 48
(+ 5 MC*)
*MC – Motorcycle Spaces
The proposal complies with the minimum number of required parking spaces.
In addition to providing 48 on-site parking spaces, 5 motorcycle parking
spaces are provided as well as 8 on-street parking spaces. Due to the removal
of 3 driveway crossovers on Hilton Terrace an additional 2 on-street spaces
have been gained.
Bicycle parking has been located conveniently at the main pedestrian entry to
the shops with lockers and shower facilities located adjacent to the toilets
behind Shop 1.
Due to the small size of the tenancies, it is expected the largest vehicle to
access the site will be an 8.8m long medium rigid vehicle (MRV). Loading
will occur from the rear of the building with access to and from Earnest Street.
Refuse collection for the shops will also be undertaken from Earnest Street. A
swept path analysis of the refuse collection service vehicle has been
undertaken and is shown in Appendix C.
Based on the above assessment of car parking and service vehicle access, the
proposed development generally complies with the requirements of Council
and is considered suitable for the proposed development.

4.2 Compliance with Australian Standards AS2890.1
A detailed assessment of the car parking arrangements has been undertaken.
All parking spaces are a width of 2.6m, length of 5.4m with aisle width of
6.6m. The proposed parking spaces comply with AS2890.1 (Figure 2.2).
The proposed disabled parking spaces comply with the requirements of
AS2890.6:2009 Figure 2.3.
The proposed motorcycle parking space are 1.2m wide and 2.5m long
complying with the requirements of Clause 2.4.7 of AS2890.1.
Clause 3.3 of AS2890.1 includes requirements for gradients of access
driveways. The grade for the access driveway from the road frontage (kerb) to
the property boundary is a maximum of 1 in 20 (5%). The proposed access
meets the requirements for access driveways.
Clause 3.2 of AS2890.1 includes requirements for access driveway widths
with a recommended minimum width of 5.5m. The proposed driveway is
6.0m wide complying with current guidelines.
The collection of waste and garbage will be undertaken within the site directly
from the designated refuse collection area. Waste collection vehicles will
manoeuvre within the site, to ensure vehicles enter and exit in forward
direction. Please refer to Appendix C for swept path analysis.
The parallel on-street parking spaces have also been checked against the
requirements of AS2890.5 On-street parking facilities. The proposed 8 parallel
spaces on Hilton Terrace are 2.1m wide and 6.3m long, complying with the
requirements of Clause 2.2 of AS2890.5
The driveway on Earnest Street has been designed to meet the requirements of
standard drawing R-051 for commercial driveways (refer to Appendix C).
In summary the proposed car parking spaces and aisle widths comply with the
requirements of AS2890 and are considered adequate and suitable for the
intended use.

5. ACCESS & SIGHT VISIBILITY
The location of the proposed access driveway on Earl Street has been reviewed in
accordance with the requirements for access location as specified in Figure 3.1 of
AS2890.1. The driveway is located 6m from the tangent point and therefore complies
with current requirements. The access from Earnest Street also provides suitable
separation from the intersection and adjacent driveways.
Figure 3.3 of AS2890.1 provides minimum sight lines for pedestrian safety at
driveway accesses. To provide safe passage to pedestrians and cyclists on the
pathway, sight lines must be maintained between the property boundary and the
driveway as shown in Figure 3 below.
Figure 2– Sight Visibility Requirements
For Pedestrians and Cyclists at Driveways
The proposal complies with the requirements and the sight triangles are clear of
permanent obstructions. It is recommended that any vegetation or landscaping
treatments located within the sight triangles remain below 1.0m in height so as
driver eye height is unobstructed.

6. CONCLUSION
This report has assessed the access and car parking arrangements for a proposed retail
development at 11-19 Hilton Terrace, Tewantin.
The existing site has 6 access locations to the external road network. The proposed
development reduces the crossover driveway accesses to two locations. The proposed
access from Ernest Street allows left-in and right-in movements into the site. All
movement access is available from Earl Street. Improved pedestrian linkages around
and to and from the site have been included as part of the proposal.
An assessment of the number of parking spaces has been undertaken with regard to
the requirements of the Noosa Council and also Australian Standards AS2890 for
parking facilities. Results of the assessment indicate that the number of parking
spaces provided for the proposed development is considered adequate and complies
with the requirements of the Noosa Plan. Car parking arrangements also comply with
the requirements outlined in AS2890.1 and is considered adequate and suitable for the
site.
In conclusion, the proposed parking and access arrangements are considered
adequate and suitable for the proposed development and comply with the
requirements of Council.
